Note from the Commission Chair

Dear State Commissioners and Ex-officio Members,

I hope you all celebrated a very exciting and memorable Month of the Military Child. It’s such a privilege to be able to celebrate and honor the children of our uniformed service members. 

First, with the end of the school year (and our fiscal year) fast approaching, please remember member states are required to:
  1.  Convene, at minimum, one state council meeting
  2. Submit copies of meeting agenda and minutes to post on the state webpage
  3. Provide an End-of-Year Report which includes:
  • State council membership roster
  • Meeting date(s)
  • Identify a secondary point of contact
  •  Summary of accomplishments, activities and presentations for the previous year. 

Note: End-of Year Reports and supplemental documents are due Wednesday, June 30, 2021 COB. Email: mic3info@csg.org

Second, develop your state council’s position on the expansion of the compact to National Guard and reserve dependents beyond those under Title 10 active duty status. Note: States are required to submit a written report to mic3info@csg.org by Tuesday, August 31, 2021 COB. Reports will include:  
1.     Which course(s) of action your state council favors and why; 
2.     Any questions/concerns raised (provide supplemental data/documentation). 

Third, I’m pleased to announce the Executive Committee voted to hold the 2021 Annual Business Meeting in-person, with a virtual option for commissioners who are unable to travel.  Details will be released as we refine the plan. I look forward to hosting everyone here in Little Rock, Arkansas on November 4-5.

It has been a long year under the pandemic, however as a commission, we still carried out our mission and continued to serve our military families and students to support ‘successful education transitions’ – and we thank you for your continued efforts and hard work.

Purple Star Award: Legal Memorandum and Talking Points
Over the past year, Compact Commissioners have reported being contacted by U.S. Department of Defense (USDOD) military and civilian personnel, as well as military-support organizations to initiate, advocate, legislate, or adopt a non-commission sponsored school award program, for oversight by the Compact Commissioner and the State Council. Advisement was requested from the Commission.

In response, the Executive Committee requested a legal review by General Counsel, and drafted Talking Points:
