The Department of Developmental Services (DDS) recently released the following Self-Determination Program (SDP) directives:
- SDP: Updated Initial Person-Centered Plan and Pre-Enrollment Transition Supports Guidance - December 2023 (with enclosures A and B)
- SDP: Financial Management Services Transition Supports - December 2023
- SDP: Billing Requirements for Services - December 2023 (with enclosures A and B)
On January 20, 2023. 9:00am to 10:30am DDS will be providing two public webinars on the updated guidance related to SDP Pre-enrollment Transition Supports, FMS Transition Supports and Billing requirements for providers providing services to Self-Determination Program participants.

SDP Financial Management Service (FMS) Monthly Rates |
|
Effective May 1, 2023, the Department has established new maximum monthly rates (attached) to be paid to FMS providers for services provided to participants in the SDP. Previously, the FMS monthly rates were based on the total number of services listed in the spending plan. The enclosed FMS monthly rates are based on the total number of employees and providers listed in the SDP participant’s spending plan. Only individuals directly employed by the FMS or participant are part of this total – it does not apply to employees of providers paid by the FMS.

If you are interested in starting the transition into the Self Determination Program, you must attend an orientation. The orientation will prepare you for the transition process.
Please RSVP by emailing NLACRC the consumer’s full name and date of birth to selfdetermination@nlacrc.org. Orientations are held via Zoom from 9:00 am to 12:00 pm.

The Legacy Center offers one-to-one coaching to consumers and families exploring or starting the transition to Self Determination. Sessions can be booked individually or in small groups at no cost. Coaching includes exploration and discussion based on each consumer’s situation, needs, and desires around SDP. This coaching fits well after SDP orientation and before meeting with an Independent Facilitator. Sessions are available in both English and Spanish. https://www.thelcnet.com/

SELF-DETERMINATION PROGRAM: FINANCIAL MANAGEMENT SERVICES PAYMENTS |
|
The Department of Developmental Services’ (Department) January 20, 2023 guidance requires regional centers, through September 30, 2023, to pay Financial Management Services (FMS) providers on a weekly basis including for services that have been provided in the current month. This guidance extends this requirement through December 31, 2024.
The January 20, 2023 guidance also requires regional centers to notify FMS providers within three business days of the planning team finalizing any change in a participant’s spending plan. This requirement remains effective.

Disability Voices United hosts SDP Connect that is a weekly information-sharing Zoom meeting for Self-Determination Program (SDP) participants for all of California family members, independent facilitators, FMSs, regional center staff, service providers, and anyone else who is interested in moving the SDP forward! The Ombudsperson assists regional center consumers and Self-Determination participants and their families to participate in the program. If you need help, contact the Ombudsperson at:
Ombudsperson Responsibilities:
- Provides information to regional center clients and their families,
- Facilitates solution to disagreements,
- Investigates complaints regarding implementation of the program,
- Recommends strategies for change to the department and the legislature, and
- Compiles and reports data to the legislature.

What is the difference between a budget and a spending plan?
An SDP budget is the dollars and cents that you to be able to spend on services throughout the year based on traditional services assessed during IPP Planning. The spending plan is how you're going to take that budget total, break it down for services to work on each IPP goal set at the IPP meeting. The Spending plan must abide by the SDP definitions, have a matching IPP goal, be HCBS compliant, not have a generic resource and be based on participant's disability.

El Departamento de Servicios del Desarrollo (DDS, por sus siglas en inglés) publicó recientemente las siguientes directivas del Programa de Autodeterminación (SDP, por sus siglas en inglés):
- SDP: Plan Inicial Centrado en la Persona y Guía de Apoyos de Transición de Preinscripción Actualizados - Diciembre de 2023 (con los anexos A y B)
- SDP: Apoyos para la transición de los servicios de gestión financiera - Diciembre de 2023

Tarifas mensuales de Gestión de Servicio Financiero (FMS) para el Programa de autodeterminación |

A partir del 1 de mayo de 2023, el Departamento ha establecido nuevas tarifas mensuales máximas (adjuntas) que se pagarán a los proveedores de FMS por los servicios prestados a los participantes en el SDP. Anteriormente, las tarifas mensuales de FMS se basaban en el número total de servicios enumerados en el plan de gastos. Las tarifas mensuales de FMS adjuntas se basan en el número total de empleados y proveedores enumerados en el plan de gastos del participante del SDP. Solo las personas empleadas directamente por el FMS o participantes forman parte de este total; no se aplica a los empleados de proveedores pagados por el FMS. |

El Legacy Center ofrece entrenamiento individual y grupos pequeños, círculos de apoyo que ocurren los miércoles y sábados. Su primer módulo está programado para comenzar el 2 de marzo, y los participantes explorarán los conceptos básicos en terminología, reglas y regulaciones, así como presupuestos. PROGRAMA DE AUTODETERMINACIÓN: PAGOS DE SERVICIOS DE GESTIÓN FINANCIERA |
|
La guía del Departamento de Servicios del Desarrollo (Departamento) del 20 de enero de 2023 requiere que los centros regionales, hasta el 30 de septiembre de 2023, paguen a los proveedores de Servicios de Gestión Financiera (FMS) semanalmente, incluso por los servicios que se hayan brindado en el mes actual. Esta guía extiende este requisito hasta el 31 de diciembre de 2024.
La guía del 20 de enero de 2023 también requiere que los centros regionales notifiquen a los proveedores de FMS dentro de los tres días hábiles posteriores a que el equipo de planificación finalice cualquier cambio en el plan de gastos de un participante. Este requisito sigue vigente.

Disability Voices United lleva a cabo reuniones semanales por Zoom, llamadas SDP Connect, con el fin de compartir información con los participantes del Programa de Autodeterminación (SDP) y en las que pueden participar todos los miembros de familia, facilitadores independientes, agencias FMS, personal del centro regional, proveedores de servicios, ¡y cualquier otra persona de California que esté interesada en promover el avance del SDP! El Defensor del Pueblo ayuda a los consumidores del centro regional ya los participantes de Autodeterminación y sus familias a participar en el programa. Si necesita ayuda, comuníquese con el Defensor del pueblo en: SDP.Ombudsperson@dds.ca.gov o 877.658.9731
Responsabilidades del Defensor del Pueblo:
- Brinda información a los clientes del centro regional y sus familias,
- Facilita la solución de desacuerdos,
- Investiga quejas sobre la implementación del programa,
- Recomienda estrategias para el cambio al departamento y a la legislatura, y
- Recopila y reporta datos a la legislatura.

¿Cuál es la diferencia entre un presupuesto y un plan de gastos?
Un presupuesto de SDP son los dólares y centavos que usted tiene que puede gastar en servicios durante todo el año en función de los servicios tradicionales evaluados durante la planificación del IPP. El plan de gastos es la forma en que se va a tomar el total del presupuesto, revisarlo para que los servicios trabajen en cada objetivo del IPP establecido en la reunión del IPP. El plan de gastos debe cumplir con las definiciones de SDP, tener un objetivo de IPP coincidente, ser una queja de HCBS, no tener un recurso genérico y basarse en la discapacidad del participante.
