Did you know that Paradise Valley is celebrating a milestone birthday this year? Our fair town will turn 60 on May 24, 2021!

The Town's Historical Committee is working hard to celebrate Paradise Valley throughout 2021 including an in-person, outdoor party in the fall. In the meantime, the committee members are contributing a number of articles to the Paradise Valley Independent which will be published monthly. These interesting and informative articles will feature some of the Town's unique history.

COVID-19 Benchmarks Improving in Maricopa County
COVID-19 benchmark numbers are improving in the State of Arizona and in Maricopa County, though we are not out of the woods just yet.

While all Town services, including the Post Office, will continue to be open and/or available online or by appointment, we are anticipating stepping a bit closer toward 'normal' in the upcoming months. The Post Office has been and will continue to be open Monday through Friday, 8:00 am to 4:00 pm.
Public counters and walk-in appointments will also be available as soon as our employees can get the vaccine and the environment is a low risk to customers. Some remote work and meetings with staff will likely continue as we have learned over the last year how valuable they have been to residents and applicants. Zoom has had its advantages.

Paradise Valley has be using the Arizona Department of Health Services' business guidelines above to inform us when our full staff will be able to return to on-site work. The guidance on these benchmarks is that the County must have two full weeks with all three benchmarks in the green "minimal transmission" before fully reopening (in addition, there is a two week lag in the data).

At this point, only one benchmark (hospital visits) is in the minimal transmission phase, however, cases per 100,000 and percent positivity are rapidly declining.

What does this mean for Paradise Valley? We hope this means that we can fully reopen buildings and walk-up service in the very near future. When we do reopen, we will still require physical distancing and proper use of face masks.
Have You Received the Vaccine?
You are considered fully vaccinated 2 weeks after receiving the second dose of the Pfizer or Moderna vaccines, or 2 weeks after receiving the Johnson & Johnson vaccine.

The CDC has issued new guidelines for fully vaccinated people.

Fully vaccinated people can:

  • Visit with other fully vaccinated people indoors without wearing masks or physical distancing
  • Visit with unvaccinated people from a single household who are at low risk for severe COVID-19 disease indoors without wearing masks or physical distancing
  • Refrain from quarantine and testing following a known exposure if asymptomatic

For now, fully vaccinated people should continue to:

  • Take precautions in public like wearing a well-fitted mask and physical distancing
  • Wear masks, practice physical distancing, and adhere to other prevention measures when visiting with unvaccinated people who are at increased risk for severe COVID-19 disease or who have an unvaccinated household member who is at increased risk for severe COVID-19 disease
  • Wear masks, maintain physical distance, and practice other prevention measures when visiting with unvaccinated people from multiple households
  • Avoid medium- and large-sized in-person gatherings
  • Get tested if experiencing COVID-19 symptoms
  • Follow guidance issued by individual employers
  • Follow CDC and health department travel requirements and recommendations

The CDC has also issued new guidance for large event planners which you can find here. The recommendations remain that gatherings of over 50 people be avoided, and that mitigation efforts such as physical distancing and wearing face masks are required.
Summary of March 11th Town Council Meeting
The Town Council took the following actions at last night’s meeting.

  • Accepted a Governor’s Office of Highway Safety grant for $6,990.39 to purchase equipment to test drivers arrested for driving under the influence.
  • Accepted Grant Funds from Maricopa County Flood Control to construct two new storm drain improvements, totally about $700,000. The Town will be contributing 25% of these costs. Thank you Town Engineer Paul Mood for submitting this grant application!
  • Adopted Resolution 2021-04 authorizing the Town to enter into an intergovernmental agreement with the Maricopa County Flood Control District for design and construction of the Desert Crest Drive bank stabilization project.
  • Adopted Resolution 2021-05 authorizing the Town to enter into an intergovernmental agreement with the Maricopa County Flood Control District for the Solano Drive low water crossing project
  • Approved the revised Historic Property Recognition Program Guidelines. The program, administered by the Historical Advisory Committee, recognizes properties within the Town that were constructed prior to the Town’s incorporation or homes that are at least 50 years old and are historically significant or architecturally unique.
  • Awarded a one-year contract to the law firm of Gust Rosenfeld to serve as the Town Attorney in the amount of $180,000.


Police Updates
Good Neighbor Flyer
The weekend night shift receives many noise complaints during March because the weather is nice and people are outside.

It is no secret that Paradise Valley has a low decibel level for nuisance noise, so often police are called. When the violation is below the threshold, the officers pass along a Good Neighbor flyer, that outlines the noise ordinance, the unruly gathering ordinance and the hours of noise restriction.

During this contact, officers can discuss the ordinance with the resident or renter and collect contact information, should it be needed later. This proactive program has experienced benefits with neighbors learning more about our ordinance.

High Quality Customer Service
Police officer Amy McGhee has a heart for the seniors in our community.

Recently, Officer McGhee responded to a residence where she was met with an elderly female. She recommended that the resident consider the You Are Not Alone (YANA) program, which places calls to residents regularly to check their welfare. If the senior does not answer the telephone call, a representative of the police department goes to the residence to physically check on the senior. If there is no answer at the door, the officer uses a residence key that is placed in a secure box at the residence to enter residence and check the senior’s welfare.

Amy was able to return with a secure box to install at this residence and have the senior included in the YANA program! Thank you, Amy for being a Community Guardian!
Work Initiative and Positive Attitude although Short-handed
One of the front office's full-time employees was reassigned to a police dispatcher position, on November 8, 2020. That left the front office down to two employees until February 8, 2021.

For a full three months, Nicole Barrows and Sarah Zumbo saw their workloads increase significantly, and they had to learn new things to fill the vacancy. It wasn't until three months later they received another employee to help them. Nicole or Sarah never complain about the increased workload, and they completed all the necessary duties at their usual high-quality standard.

Welcome Melissa Larios, Court Services Specialist
Melissa Larios is the new Court Services Specialist at the Town of Paradise Valley Municipal Court.

Melissa and her husband Herman have two sons, Diego (age 11) and Cesar (age 4). She spends her free time hanging out with the family, hiking and completing assignments for her Master’s in Public Administration.
