New KDHE Bureau of Air electronic reporting system now available

The KDHE Bureau of Air (BOA) has developed an online application and reporting tool known as the Kansas Environmental Information Management System (KEIMS). Through this system you will be able to manage and submit permit applications and compliance reports. BOA is encouraging companies to begin using the new system right away.

To set up a new account, use the link on the KEIMS homepage, select "Create an Account" and follow the steps. Once you have set up your account, you will need to email Ashley.Eichman@ks.gov or Christy.Thurman@ks.gov to associate your account with your facility. If you use the SLEIS system to submit an emission inventory, your KEIMS account may already be created and just needs activated. Please contact Ashley Eichman or Christy Thurman to activate an existing account.

Additionally, KDHE has received approval from the EPA for the Cross-Media Electronic Reporting Rule (CROMERR). This provides KDHE the legal framework for electronic reporting under the EPA's regulatory programs. Any report or application that requires a "wet signature" is now covered under the CROMERR agreement (i.e., Title V applications, Class II applications, Title V reporting, etc.) with the exception of SLEIS emission reports. Your facility will need to complete the electronic signature agreement form and mail itto KDHE BOA. This form cannot be faxed or emailed to KDHE; it must arrive by mail.

If you have any questions, please contact Ashley Eichman, 785-296-1713, or Christy Thurman, 785-296-3589.
2019 Kansas Environmental Conference and Environmental Stewardship Award presentation

The Kansas Environmental Conference will be Aug. 14-15 at the Hilton Garden Inn in Manhattan. Registration to attend this year's event is open and the current  agenda for the conference is now available.

The theme of this year's conference, "Snapshots of Environmental Stewardship in Kansas," promotes the idea of environmental stewardship of natural resources by reviewing waste reduction, conservation and cleanup activities.

The Environmental Stewardship Awards will be presented Aug. 15 at 11:30 a.m. Formerly known as the Pollution Prevention or P2 Awards, KDHE offers Environmental Stewardship Awards annually to businesses, industries and organizations that have made significant improvement in protecting our environment. See past P2 Award winners here.
"Once in, always in" update

On Jan. 25, 2018, the EPA issued a guidance memorandum withdrawing the more than two-decades-old "once in, always in" policy. Currently EPA is proposing a new rule, Reclassification of Major Sources as Area Sources under Section 112 of the Clean Air Act, that will formalize changes outlined in the January memorandum.

A 60-day public comment period will be opened once the rule is published in the Federal Register . If promulgated, this rule will abolish the "once in, always in" policy of 1995 and pave the way for sources who have made changes to raw materials usage or operations, which resulted in a reduction in the potential to emit hazardous air pollutants (HAPs) to below major source levels, to no longer be subject to a major source rule under Section 112 of the Clean Air Act or the National Emission Standards for Hazardous Air Pollutant major source rules.

For questions about this change, the upcoming public comment period or if you need assistance re-calculating your facility-wide potential to emit, please contact SBEAP by e-mail or phone at 800-578-8898.
Save the date for pollution prevention (P2) intern presentations

Have you thought about hiring a summer intern to focus on environmental solutions at your facility and want to learn more about how to do so? Pollution Prevention Institute, or PPI, interns will be presenting findings of their P2 projects from their summer internships at their Kansas host industries at the Kansas Environment Conference and on Friday, Sept. 13 on the campus of Kansas State University. The presentations on Sept. 13 are open to the public and will begin at 10 a.m. at Engineering Hall, Conference Room 1139, Manhattan, Kansas. For directions, parking and other information about on-site attendance, please contact us at 1-800-578-8898.

If you are unable to attend in person, but would still like to hear the P2 intern presentations, PPI is making them available through a virtual link or by phone so you can watch and/or listen to the live event.

A full agenda of the day's presentations will be available in September on the PPI events page.
