Trick or Treat with Folsom Police and Fire Departments 
Join the Folsom Police and Fire departments for a Public Safety Trunk-or-Treat event from 11 a.m. to 2 p.m. Saturday, October 30. Bring your little ghosts, goblins, superheroes, and princesses, and trick-or-treat safely as you check out police and fire vehicles and equipment (please no costumes that include weapons). Wild Howl-O-Ween at the Folsom City Zoo Sanctuary
Calling all ghosts, goblins, and witches… come and enjoy our family-friendly Halloween event from 10 a.m. to 2 p.m. Saturday, October 30. Follow the clues on our self-guided scavenger hunt—each clue will lead you to a not-too-spooky animal and a vendor booth to collect a treat. Get your passport stamped at each stop on the scavenger hunt. When you’re finished, turn in your passport for a chance to win prizes. Costumes are encouraged! Regular admission fees apply; save time and purchase tickets online.
Keep Gutters And Storm Drains Free Of Fallen Leaves
When leaves accumulate on the street, it is challenging for street sweepers to pick up the leaves, which can clog storm drain inlets and cause localized flooding. Here’s how residents can help:

  • Avoid sweeping or blowing leaves into ditches or streets.
  • Clear leaves from gutters and storm drains and place them in your green waste container.
  • Keep sidewalks clear of leaves and other debris. If there is a storm drain inlet that is difficult to clear, or you would like to report a storm drain issue, call the Public Works Street Department at 916-461-6722.
Report Storm-Related Hazards with SeeClickFix Folsom
Clogged storm drain or localized flooding in your neighborhood? Fallen tree limb or stop sign on your street? Non-emergency storm-re­lated incidents can be submitted to the City of Folsom with reporting app SeeClickFix Folsom. This free place-based online and mobile plat­form allows you to report, document, and monitor a variety of neighbor­hood concerns and improvements. Proposed Five-Year Rate Increases for Solid Waste Services
The City of Folsom is proposing solid waste rate increases for residential and non-residential customers. These proposed rate increases are needed to comply with a new state mandate under SB 1383. The state-mandated programs required by SB 1383 will significantly increase costs, including weekly organic waste collection, community outreach and education, procurement of products made from recycled organic material, enforcement, and more. SB 1383 was signed into California law in 2016 as part of the state’s broader effort to reduce greenhouse gas emissions. The California Department of Resources Recycling and Recovery (CalRecycle) is working with jurisdictions, including the City of Folsom, to divert up to 26 million tons of organic material from landfills annually by 2025 to reduce methane emissions and support the state’s climate goals.

Volunteer Opportunity: Help Create Holiday Magic for the Community
Volunteer decorators, individual and group carolers, and help with other event-related duties are needed for the Folsom Zoo Sanctuary’s Wild Nights and Holiday Lights event. Groups, families, and individuals are encouraged to lend a hand and help make this annual event successful. Proceeds directly benefit the amazing animals who live at the Folsom Zoo Sanctuary. Entries Due October 29 for Folsom's Veterans Day Parade
Thousands will honor local veterans at the 21st annual Wayne Spence Folsom Veterans Day Parade Thursday, November 11. The parade is held rain or shine and begins at 9 a.m. on East Bidwell Street in front of the Target/Home Goods shopping center. By-District Election System Public Hearings
The City of Folsom is transitioning to a by-district election system for electing Folsom City Councilmembers. 
 
Since the City of Folsom was incorporated in 1946, the city elected its Councilmembers through an at-large election system. Under this system, registered Folsom voters elect the five City Councilmembers regardless of where the candidates reside in the city. Under by-district elections, the city is divided into five districts, and each voter within a district may cast one vote for a candidate residing within that district.
 
The Folsom City Council held the first and second of five required public hearings September 14 and October 12. Additional public hearings have been rescheduled for January 11, February 8, and February 22 to allow additional time for the community to submit comments and draw potential district maps. The hearings will provide an opportunity for public input about the content of the draft district maps. The draft maps will be published at least seven days before the January 11 public hearing.
 
The process for establishing districts is controlled by federal and state laws, including data from the federal census. The city has hired a professional demographer to assist in the creation of proposed district boundaries based on demographics and input from Folsom residents. 
 
Now Hiring! Part-Time Job Opportunity at the Folsom Zoo Sanctuary
The Folsom City Zoo Sanctuary is recruiting for a weekday and weekend casual part-time Grounds Cleaning position. Weekly schedules vary but will not exceed 999 hours for the year and approximately 18 hours per week. These are non-benefited positions; pay starts at $14/hour and increases to $15/hour January 1.

Duties include, but are not limited to: picking up litter, checking and emptying trash, washing and sweeping walkways, light gardening and watering of plants. Must be a minimum of 18 years of age to apply; must be available to work weekends and additional weekdays as needed. Applicants must submit a City of Folsom job application; email Guy Easterling with questions about the position.
Park Naming Campaign for First Park in the Folsom Plan Area
Submittals due October 29
The city is seeking name submittals for the first park in the Folsom Plan Area, currently referred to as Neighborhood Park #3 (NP3). A new policy approved by the City Council in September allows parks to utilize names that have been on the Suggested Park Names List for five years. Additionally, names can reflect local themes, geography, history, and relevant biological/environmental elements. During the public design process for NP3, the residents and neighbors voted to select Gold Rush/Mining as the theme to be incorporated into the design of the park – name submittals could also utilize the theme.

Name submittals must include:
  • Suggested park name
  • Justification – background information for a local theme, geography, history, or relevant biological/environmental element(s); OR biography and contact information for names of individuals/families
  • Contact information of the submitter
 
Suggested park name submittals are limited to two pages (or less). Incomplete submittals shall be cause for rejection. Submittals may be made by email or mailed to Folsom Parks & Recreation, Attention: Aparna Vanka, 50 Natoma Street, Folsom, CA 95630. Emailed submittals must be received by 5 p.m. Friday, October 29; mailed submittals must be postmarked by October 29.

The Parks and Recreation Commission will review submitted names and take action to recommend a name for the park. The proposed name will then be forwarded to the City Council for final approval. Find more information about NP#3 and the park naming campaign on the City of Folsom website.
