DSD now has certified ICC training specialists

In March, our department became an International Code Council (ICC) Preferred Provider with an inaugural offering of Inspector Skills by Michael Constantino, Development Services Administrator in the Field Services Division. This program recognizes and promotes ICC-approved educational courses offered by a variety of education providers, focusing on the areas of construction codes, standards and guidelines, as well as building construction materials, products and methods.


Through participation in the network, DSD can communicate our programs, services and products to ICC’s broad audience of members and customers. ICC certificate holders can obtain CEUs from Preferred Providers that can be applied toward certification renewal requirements. And, as laid out in the department’s Strategic Training Plan, joining the network is a crucial first step in the department’s goal of creating an ICC chapter for our area. “This is a great opportunity for DSD subject matter experts to share their knowledge of the codes and for staff to received CEUs,” said Charlotte Barrett, Special Projects Manager in the Support Services Division. “Eventually, these experts could train other organizations through a future ICC chapter.”


Being part of the network opens the door for DSD staff like Michael and others to share their knowledge with fellow DSD staff and eventually staff from other building departments. Michael’s Inspector Skills course focuses on raising awareness of the importance of “soft” skills like effective communications and to provide guidance toward recognizing and improving those skills as our staff communicate with builders, contractors, homeowners and the development community at-large. “You can be the greatest technical inspector we have, but without excellent customer service, you will not work out for us, period,” commented Michael. “After this course, you will understand the inspector profession much better, and the role and expectation as a critical partner with our community.”


Code amendment processes snap shot

We are halfway through the amendment process review for the I-Codes. Mechanical, plumbing and fuel-gas, and electrical committees have concluded their review. The building committee has begun meeting and will continue through April, as the residential committee begins its evaluation of the current residential code. Tracking of proposed amendments, meeting dates, and more can be viewed on the ICC Code updates website.


The Planning Commission Advisory Committee (PCTAC) is carrying on with the full analysis of the submitted proposed amendments to the Unified Development Code (Ch. 35). Once finished, all amendments will be sent to the appropriate boards and commission for consideration. You can preview the items slated for the Planning Commission ahead of time. Once posted, final agendas can be seen at SASpeakUp.


This month, DSD will begin the processes for both the City's Sign Code (Ch. 28) and the San Antonio Property Maintenance Code (SAPMC).

Construction Site Noise Ordinance Now in Effect

Effective since Feb. 27, the updated noise ordinance sets new guidelines as follows:


  • New work hours for any construction within city limits to:
  • Monday through Friday - 7 a.m. to 8 p.m.
  • Saturday - 8 a.m. to 8 p.m.
  • Sunday - 9 a.m. to 5 p.m. 
  • Establishes a DSD approval process for working outside of these hours
  • Approval process includes a requirement that all residents, within 300 ft. of the construction site, be notified of dates and times work will be completed outside the established hours

IB 580 Process for Street Name Approval Request, posted 03/25/2022

In September 2021 DSD was notified that United States Postal Service would no longer be accepting or processing street name approval requests. DSD has coordinated with Bexar Metro 911 to create an updated street name approval process. This process should be followed for all new plat submittals and street name change requests.
