NEWS & EVENTS FROM DODGEVILLE SCHOOL DISTRICT

FEBRUARY, 2024

Greetings Dodgeville Families

One year ago, in the February 2023 newsletter, I wrote: If schools do not receive a sufficient per pupil increase to offset increasing costs and to replace the federal pandemic funds, they risk “falling off the fiscal cliff”.  Districts around the state are attempting to preempt this fiscal crisis by holding operational referendums at record rates. Unfortunately, one year later, my prediction is coming true. This fiscal year, the Dodgeville District realized a revenue reduction exceeding 10% of projected expenditures and may be in need of an operational referendum to make up the gap.  Below is a graph showing the historical growth of the number of Wisconsin districts who already are relying on referendum dollars to supplement at least 10% of their revenue limit.

Further complicating the issue, is the dramatic drop in enrollment that is occurring in the Dodgeville district. We are replacing graduating classes of 90-100 with Early Learning Program classes of 60-70. Below is a graph showing the steep decline.  A reduction of one student is equivalent to approximately $11,000 in per pupil funding. Within the next 3-4 years the drop will level off, but the decline is making it difficult to reduce expenditures to match the rapid reduction in revenue.

The state did provide a per pupil increase for this school year and next. Unfortunately, it provides only 50% of what is needed to cover the increasing costs and does not allow us to increase our revenue limit. Subsequently, we are left with three alternatives:

  • Right-sizing to staffing, operations and programming
  • Run an operational referendum to increase revenue
  • Devise a plan that includes a combination of both right-sizing and an increase in revenue via a referendum

Recently, the School Board contracted with School Perceptions to run a community survey. The survey will provide information about the current and future state of the district’s fiscal condition and allow families and citizens to share their thoughts on options that will be considered to address the pending operational challenges. The survey will be finalized during February, approved by the Board in March and will be mailed to community members in April. School Perceptions will analyze the data and report back to the Board in May. The district will send out more information prior to the mailing in April. Please stay tuned for further updates

Sincerely,

Paul Weber

District Administrator
