Proposition B: No-Tax Increase Bond Issue

On April 5, 2022, voters living in the Hallsville School District will be asked to approve the issuance of $6 million in general obligation bonds. The bond proceeds will be combined with funds saved by the district to construct new classrooms at Hallsville Middle School, an athletic track at the football stadium, and complete other campus improvements and repairs.

Summer School 
Registration Now Open

Register now for summer school!  Summer school will be offered June 6 through June 24 from 8:30 a.m. - 2:30 p.m. Monday through Friday for students entering 1st-12th grade. 

Kindergarten Jumpstart is a half-day program for students entering kindergarten in the fall of 2022. The program runs from June 13-June 24. There is a morning AM class from 8:30 a.m. - 11:00 a.m. and an afternoon PM class from 12:00 p.m. - 2:30 p.m. 

New & Returning Student Registration
2022-2023 School Year

Online registration for the 2022-2023 school year is now open! Registration for current students and families involves updating parent and student information in the parent portal, Tyler SIS. Registration for new families to the district involves creating a parent portal account for your family and uploading required residency verification forms. All registration must be completed by Friday, May 7. 

For families that need access to a computer, on-campus registration is available. Please call our Registrar’s Office at 573-696-5512 ext. 1440 or email [email protected] to set up an appointment. 

Kindergarten Registration
Register by April 7 

Kindergarten registration for the 2022-2023 school year is now open! More information on documents needed to complete online registration can be found below and online here. For families that need access to a computer, on-campus registration is available. Please call our Registrar’s Office at 573-696-5512 ext. 1440 or email [email protected] to set up an appointment. Incoming kindergarten students must be fully registered in order to attend Kindergarten Jumpstart this summer.

Book Fair, Concerts, & Food Trucks

Hallsville Intermediate and Primary Schools are hosting a Scholastic Book Fair for families this week, in addition to other events! We look forward to seeing our families on campus to shop, eat, and enjoy our 2nd & 3rd grade concerts! 

Monday, 3/21: Intermediate Book Fair open from 4:30 p.m. - 7:00 p.m. 

Tuesday, 3/22: 2nd Grade Concerts at 6:00 p.m. & 7:15 p.m at HPS and from 5:00 p.m. - 7:00 p.m. Cool Beanz Coffee Truck, Batter Up Cupcake truck, and Kona Ice will be at the football field parking lot. Stop by and grab a sweet treat!

HHS Fine Arts Presents Drop Dead!
Save the date!

Save the date for the spring play, Drop Dead! on Friday, March 25 at 6:00 p.m. and Saturday, March 26 at 10:00 a.m. and 6:00 p.m. at Hallsville Baptist Church. Cost is $3 per adult and $2 for students and children over the age of 3.

Drop Dead! is a comedy where a group of actors works together to produce a murder mystery in a last-ditch effort to save their careers. We can't wait to see this cast of HHS Fine Arts students in action! 
CTA School Board Candidate Forum
March 23 

The CTA is hosting a School Board Candidate Forum on Wednesday, March 23 at 6:30 p.m. in the Hallsville Intermediate School commons. Board candidates who have filed for the Tuesday, April 5 election will be in attendance to answer questions and meet the community. Four candidates are running for two open seats.

Yearbooks Still Available
Purchase online

Hallsville High School Yearbooks are still on sale through Friday, March 25! You can purchase online at yearbookordercenter.com and enter the code 23923. Yearbooks are $40. The high school books will be available before school starts in August 2022. Seniors or senior parents will be able to pick up books in the high school office. 

Elementary yearbooks have already been ordered, and we are waiting to see when they will be delivered and available for distribution. If you did not order a yearbook and would like to be included on the waitlist, please complete this form. Heidi Lenon, Yearbook Advisor, will be in contact with you at a later date if books are available. 
Inclement Weather
Inclement Weather and Make-Up Days
 
This winter, the district used multiple inclement weather days due to snow and road conditions. However, after reviewing the total number of instructional hours remaining in the school year, the district does not anticipate needing to make-up these days. School will not be in session on Friday, 4/8, and Friday, 4/15 for our students or staff.

K-5 Art Night
Art Walk & Activities

We are happy to announce that we will be having an in-person K-5 Art Show this year on Wednesday, April 6, from 5:30 p.m. - 7:30 p.m. in the Hallsville Intermediate Commons! Every student artist from K-5 will choose one artwork from their portfolio of work to be framed and on display at the show. Families can choose to purchase the framed artwork at the show (Note: All student artwork will be returned regardless of if it is purchased or not). Additional information on purchasing student artwork online will be available soon. 

Elementary art teacher, Mrs. Horine, will also have several art stations and experiences set up around the building for students and their families to participate in together. We look forward to seeing all K-5 families for this event to support art in our schools!   
Board of Education Meeting
March Highlights

The next regular session meeting is scheduled for Wednesday, April 20, at 6:00 p.m. in the Hallsville Primary School cafeteria. When available, an agenda can be found here

RECOGNITIONS
Mr. Downs recognized the Board of Education for the role they play within the school community and the support they provide to the students of Hallsville and the district. School Board recognition week was held March 6-12, and each year it is a time to honor the dedicated service of local board of education members. Students in the AgEd program made each board member a decorative metal Hallsville “H” using the new plasma cutting machine.

Kate Harrison was recognized for the role she holds within the Special Services department as the part-time 504 coordinator. She is a quick learner, asks great questions, and keeps an open mind. In addition, Ms. Harrison understands kids and their individual needs and is a strong advocate for them. 

Board member Rebecca Hoskins was recognized by Mr. Bequette for her service to the board and the Hallsville School District. Mrs. Hoskins’ board term ends in April, and she made the decision not to run again. Mrs. Hoskins’ background in education proved to be invaluable during the previous years. 

CITIZENS COMMUNICATION
  • Vanessa Plummer spoke in regard to a calendar change, schedule change, and Political Advocacy Committee
  • HHS Fine Arts Drop Dead Tech students spoke about their upcoming performance at the end of March and delivered personal invitations to the board. 

PROGRAM EVALUATIONS
Programs within the district are evaluated yearly and provide the administration and board an overview of each program including strengths, concerns, and future recommendations. The board approved the program evaluations listed below during the meeting: 

SAFE RETURN TO IN-PERSON INSTRUCTION AND CONTINUITY OF SERVICES PLAN
A revised Safe Return to In-Person Instruction and Continuity of Services Plan approved by the board. Changes to the plan include:
  • Classroom notifications of positive cases in elementary buildings will be discontinued; whole school and close-contact notifications will continue, as appropriate and necessary.
  • Congregate breakfast service in elementary buildings will replace classroom meal service.
  • Water fountains in the primary school will be reopened for student and staff use.

ASSESSMENTS
Preparations are underway for our 2022 summative state tests, which are expected to take place in April and May. With the ongoing interruptions to instruction over the previous two years, there are many unknowns regarding the continuing impacts on student achievement. In addition, WIDA ACCESS testing for our English‐learner (EL) students concluded this week. Results on their English language proficiency will be available this summer. As our EL student population continues to grow, the district should begin to evaluate this student group as a disaggregated unit to determine if our programs are effective at ensuring EL students have the same level of access to academic success as other students.

FY23 BUDGET
District budget and finance consultant, Mr. Hoffman and Mr. Downs are planning to present preliminary numbers for the 2022‐23 budget at the April Board meeting. They have calculated preliminary revenue estimates and are anticipating very modest increases due to growing enrollment and new construction. 
  • ESSER Funds: The influx of one‐time federal pandemic relief funds will be significantly reduced after the current year, resulting in a net decrease in revenues. 
  • Major Requests for Next Year: Major requests for next year include added faculty positions and increased wages for both certified and classified staff. The district received a 4.9% increase in our medical insurance premiums for next year, yielding an expected additional expenditure of roughly $51,000. 
  • Minimum Teacher’s Salary: The governor’s proposal of a $38,000 minimum teacher salary creates a significant issue for most Missouri districts, including Hallsville. Districts that take advantage of the 75/25% cost share on the proposed program will have a recruitment edge over any district that does not. However, a straight increase on the existing salary schedule would not be within the financial capacity of most districts. Additionally, consideration must be given as to what steps would be taken if the state legislature failed to appropriate the matching funds in future budget cycles. Mr. Hoffman and Mr. Downs are exploring several different salary schedule options. These will be shared with the staff welfare advisory group for feedback before any recommended change would be presented to the Board for consideration.

MISSOURI ASSOCIATION OF SECONDARY PRINCIPALS
Principal Daly was selected by the Missouri Association of Secondary Principals to represent MO principals in Washington DC. The advocacy conference focused on the teacher pipeline shortages, mental health concerns of students and staff, and the need to work on school district infrastructures. Mr. Daly was 1 of 4 Missouri principals asked to speak with legislators on Capitol Hill and represent the needs of education throughout our state.

PURCHASE OF FACULTY DEVICES
Earlier during the 2021-22 school year, the Board of Education approved two purchases of student devices to implement the district's one-to-one technology initiative. The board approved the purchase of 110 Chromebooks for faculty use and one traditional laptop for the business department as Chromebooks are incapable of running Microsoft and Adobe software. The total cost of the devices and licenses is $48,571.84. The devices will be purchased using funds offset by American Rescue Plan ESSER III revenues.

SOLICITATION OF CONSTRUCTION MANAGER AT-RISK
The Board of Education directed the Superintendent to prepare a Request for Qualifications (RFQ) to solicit responses from firms interested in serving as construction manager at-risk for planned building projects to be funded with proceeds from the issuance of bonds if approved by voters in April 2022. The board approved the RFQ as presented. 

WEST GYM SIGNAGE
A storm last summer destroyed a portion of the exterior signage on the west gym. For more than seven months, the district has attempted to engage multiple vendors in securing a quote for replacement and/or upgraded signage. Sherwood's Signs is the only vendor to have responded with a quote, and the board approved the signage purchase.

On Tuesday, March 29 at 6:30 p.m. the City of Hallsville is hosting a meet and greet for candidates running in the municipal election. Each candidate will give a brief introduction and then community members will have the opportunity to talk with the candidates about what is important to them. The City of Hallsville is hosting its annual Easter Egg Hunt on Saturday, April 9 at Tribble Park. The event starts at 10:00 a.m., and there will be staggered start times for the different age groups. 

The Twisters Hockey League is hosting a lasagna dinner on April 30 from 4:00-7:00 p.m. at the Bob Lemone building. Please click the flyer link above for more information and to preorder dinner tickets.
