March Regular City Council Meeting Recap
The regular March City Council meeting was held yesterday evening (Thursday, March 31) at Lakeway City Hall. The meeting was originally scheduled for March 21, but was postponed due to severe weather. Another City Council meeting containing items from the originally scheduled March 21 meeting will also take place on Monday, April 4 at 6:30 p.m. Visit our website (lakeway-tx.gov) for details on that agenda. Here is a recap from the City Council meeting from last night (Thursday, March 31):

AV ZONING DISTRICT COMMITTEE:
City Council approved (5-0) the consent agenda items, which included a resolution creating an Aviation Zoning District Study Committee, and appointing its members. The mayor and city councilmembers each appointed a member to the seven-person committee. The committee was created to analyze issues related to public safety, airpark operations, development in and around the Aviation Zoning District, air safety, airpark economic viability, and technical matters related to these topics.

GENERAL ELECTION ORDINANCE:
Another item on the consent agenda, which was also approved by City Council (5-0) included an ordinance calling the general election for the purpose of electing three councilmembers to be held on May 7, 2022, making provisions for the conduct of the elections and providing for other matters incidental and related to such an election.

FINANCE UPDATE:
Lakeway City Manager Julie Oakley gave an update on the current state of the City's financials. So far this fiscal year (Oct. 1, 2021 - Sept. 30, 2022) the budget showed a positive revenue variance of $216,300. It was indicated that a majority of the additional revenue came from higher sales tax figures. Expenditures are running $29,530 below budgeted expectations (under budget), which is less than one-percent of the current expenditures portion of the budget. The City's annual audit report was also presented by Singleton, Clark & Company, P.C. and approved by City Council (5-0). The firm indicated there were no findings or audit adjustments needed for the 11th year in a row. This was attributed to having Certified Public Accountants (CPAs) on staff.

POLICE VEHICLE BUDGET AMENDMENT:
City Council approved (5-0) a budget amendment for the purchase of four additional police patrol vehicles and one motorcycle unit to help maintain the police patrol fleet for FY 2023. The decision was made due to ongoing supply chain shortages and delays in products deliveries. Three patrol vehicles were previously ordered for FY 2022 in October of 2021 and they were scheduled to be delivered in May 2022. However, that delivery was delayed until September 2022. Mayor Pro Tem Mastrangelo introduced the topic asking to proactively order the vehicles in advance of next year's budget in order to compensate for the extended lead times.

LAKEWAY RESORT HOT FUNDING:
City Council approved (5-0) a request for Hotel Occupancy Tax (HOT) funding from Lakeway Resort & Spa. The funding request included $120,000 to cover 50% or less of the resort's advertising campaigns to attract visitors to Lakeway through the remainder of 2022.

TRANSPORTATION PROJECTS:
City Council approved (4-1) adding two additional transportation projects in the civil engineering Scope of Work performed by Walter P Moore, which originally included 13 transportation projects approved in January. The two additional projects to be included in the Scope of Work review include a connection of Birrell Street from Medical Drive to Lohmans Spur, and for Main Street, a review of the pricing presented by the developer for a 130-foot bridge spanning Yaupon Creek. A transportation town hall will take place on Thursday, April 21 from 5:30 p.m. to 6:30 p.m. at the Lakeway Activity Center to discuss these and other potential upcoming transportation projects.

Sexual Assault Awareness & Child Abuse Prevention Month
April is National Sexual Assault Awareness Month, which is a campaign to increase awareness about the causes and risk factors for sexual assault, and empower individuals to take steps to prevent it in their communities. "Building Safe Online Spaces Together" is the theme this year. You can help raise awareness by wearing teal on the "Day of Action," which is April 6, and wear denim on "Denim Day" April 27. According to statistics, every 73 seconds an American is sexually assaulted, and every nine minutes that victim is a child.

April is also National Child Abuse Prevention Month, which was created to help raise awareness and help prevent child abuse. The campaign helps recognize the importance of communities working together to strengthen families to help prevent child abuse and neglect. According to the Office of the Administration for Children and Families, the most common type of maltreatment is neglect. In 2020, statistics provided by the same administration indicated about 3.9 million referrals were made to child protective services concerning the safety and well-being of approximately 7.1 million children. Last year, an estimated 618,000 children were found to be victims of child abuse or neglect nationwide.

COVID-19 Update
This week, Austin Public Health updated its risk-based assessment for the community, which is currently categorized as "LOW." This means precautions are optional when gathering, dining and shopping. Precautions include wearing a well-fitting mask, washing hands and practicing social distancing. Travis County also continues to offer multiple COVID-19 vaccine events (for 1st doses, 2nd doses and booster shots). No appointments are necessary. Additionally, Austin Public Health is offering mobile vaccines for those who are not able to leave their homes or have difficulty traveling. If you are in need of this service, please call 3-1-1.

A total of 237,325 COVID-19 cases have been reported to date in Travis County since the start of the pandemic. Fawn Season Beginning

April marks the very beginning of fawn season here in Lakeway. You will notice several banners around the community popping up alerting drivers to be careful, and keep your eyes peeled for deer along the side of the roads. Deer can often cross streets quickly with little notice, so keep speeds on the low end if you see them in the area. Additionally, it is illegal to feed the deer. Deer corn and other items provided by humans are often unhealthy substitutes for their normal meals, and feeding the animals can also lead to congregation in certain areas, causing an increase in traffic accidents. Transportation Survey

The Capital Area Metropolitan Planning Organization (CAMPO) is conducting a survey to collect input to help develop a regional Transportation Demand Management (TDM) Program. The program is being developed to help improve mobility, reduce congestion and reduce air pollution throughout the Austin region. The program will involve addressing congestion during peak travel times using a variety of strategies like carpooling, real-time information sharing through traffic and map applications, transit solutions, and implementing flexible work schedules to allow travelers to avoid peak traffic times.
