Supporting Medical Mental Health & Intellectual, Developmental Disability Needs for Children & Youth in Foster Care
The North Carolina Division of Social Services (NCDSS) Permanency Planning Section is pleased to announce the upcoming webinar, “Supporting Medical, Mental Health, and Intellectual/Developmental Disability Needs for Children and Youth in Foster Care.” This webinar will cover various topics to support agency efforts in meeting the well-being needs of North Carolina’s children and youth in foster care.

Representatives from the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services (DMH/DD/SAS) and Division of Medicaid will provide information on how to support and access services for our children and youth with Intellectual/Developmental Disabilities.

Also presenting at the webinar will be Christy Street, Program Director for Fostering Health NC, which is a project of NC Pediatric Society. Ms. Street will discuss how these agencies are working to improve the health & well-being of our exceptional children & youth in foster care. She will also discuss Community Care of NC (CCNC) and its role in supporting optimal medical and mental health care for our children and youth in foster care.

Lastly, we will review Permanency Planning policy regarding the requirement to access care management services from CCNC for foster care youth who are prescribed psychotropic medications as part of their well-being needs.

Reminder - NCTracks Unable to Accept Secure or Encrypted Emails 
As a reminder, the NCTracks Contact Center is unable to receive emails sent encrypted via secure email (such as Zixmail) to the email address [email protected]. Providers must send emails unencrypted when emailing NCTracks in order for the emails to be received and addressed. If the provider needs to share confidential information, they should provide their contact information for the representative to reach out to them. When responding, the representative may go over the confidential information with the provider if necessary.

Update to Enrollment Requirements for Primary Care and Public Health Taxonomies
In accordance with NC Medicaid clinical policy, an update was made to enrollment criteria for taxonomies 261QP0905X (Public Health; State or Local) and 261QP2300X (Primary Care) which are available to in-state Medicaid and NC Health Choice providers.
 
Providers enrolling with these taxonomies are now required to submit documentation of Local Health Department Accreditation or Conditional Accreditation to enroll. Providers currently enrolled with one or both taxonomies will be required to submit the required accreditation with the next full manage change request (MCR) or at re-verification and are encouraged to submit an MCR now to update the record with the appropriate accreditation to avoid future issues with their enrollment.
 
These NC Medicaid clinical policy updates are reflected in the Provider Permission Matrix (PPM) located under Quick Links on the Provider Enrollment page.

Enhanced Screening of Owners and Managing Employees for Organization Enrollment
Effective April 24, 2022, NCTracks will implement enhanced safeguards for providers in relation to organization enrollment applications:
 
NCTracks will screen and verify organization owners, agents and managing employees listed on initial enrollment applications. 
 
  • All owners, agents and managing employees on initial enrollment applications with one or more in-state service location must match the owners disclosed in the Medicare Provider Enrollment, Chain and Ownership System (PECOS)
  • All owners that are listed in PECOS must be listed on the initial enrollment application.

In addition, attestation statements (checkboxes for the provider to select, review and acknowledge on certain pages of the application) will be required for organizations on applications when selecting a business type or adding owners, agents and/or managing employees.
  • Attestations will be required on enrollment, re-enrollment, manage change request (MCR) and re-verification applications.
  • Providers will attest to certain items in relation to the stage in the application:
  • Organization Basic Information page/Ownership Information: The business type entered on this application matches what was reported to the provider’s state business registration entity.
  • Ownership Information page: Owners with 5% or more ownership in the enrolling provider entered on this application match what was reported to the provider’s state business registration entity, licensure board and Medicare.  
  • Agents and Managing Employees page: Managing agents and employees entered on this application match what was reported to the provider’s state business registration entity, licensure board and Medicare.  
  • NC Medicaid will compare the owners and managing employees entered on this application with the owners and managing employees listed on the provider’s Medicare enrollment record when applicable.
 
These enhanced verification processes will help protect the validity of Medicaid and NC Health Choice provider networks as well as further safeguard from potential fraud.
Forsyth County appeals for opt-out on plan to centralize mental health services for kids in the child welfare system
Forsyth County is mounting a forceful effort to opt out of a plan to have a single organization statewide in charge of overseeing mental health services in the child welfare system.

Coming just months after the county aligned with Partners Health Management to manage the delivery of those services, the new state plan risks jeopardizing improvements that county leaders say they’ve already seen bearing fruit, Assistant Forsyth County Manager Shontell Robinson told Forsyth County commissioners Thursday afternoon.

“We want to continue the positive trajectory that we’re having with Partners,” Robinson said. “We’re making significant progress that we have not made with our previous (provider) Cardinal ... (and) I do not believe this is in the best interest of our youth that we are responsible for.”

It wasn’t on the agenda for Thursday’s session of the Forsyth County Board of Commissioners, but the board quickly took action anyway to approve sending a letter to state Health Secretary Kody Kinsley asking for the opt-out.

The National Institute of Mental Health (NIMH), National Institute on Minority Health and Health Disparities (NIMHD), and Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) are co-sponsoring the Speaking Up About Mental Health! This Is My Story national essay challenge.

The contest aims to start conversations about mental health and encourage young people to seek help for mental health issues. U.S. high school students ages 16-18 are invited to submit a short essay.

Topics may include resilience, ending stigma, improving communication among peers and adults, and more. Submissions will be accepted through April 30, 2022, and winners will be announced in September 2022.
