Highway workers urge drivers to "Work with us"
Professional drivers and highway workers have a special relationship. They both earn their living on the road. However, one group is more vulnerable.

“Any time you pass highway workers on a Missouri roadway – whether it’s a long-term lane closure, a moving operation or shoulder work – your safety and the safety of those workers depend on your focus and attention,” said MoDOT Director Patrick McKenna. “Buckle up, put your phone down, slow down and stay alert. Lives are at stake in work zones.”

In 2021, 17 people died in work zones, including three MoDOT employees, one of whom was expecting her first child.

In addition, an unprecedented 61 crashes with MoDOT protective vehicles occurred. These crashes are almost always a result of driver distraction and/or driving too fast for the conditions. While crash-absorbing protective vehicles undoubtedly save lives and prevent injuries, those involved do not always escape unscathed. In the past four years, 37 people suffered injuries and two died following crashes involving crash-absorbing protective vehicles.

New IFTA rule could trigger need for MPG proof
 
A new, nationwide International Fuel Tax Agreement clearinghouse rule requires all IFTA tax returns reporting an average of less than 4 mpg - or more than 10 mpg - to provide proof of MPG accuracy.
 
Beginning with the First Quarter 2022 return, due April 30, the online MoDOT Carrier Express system will note the return's average mpg. If the mileage rate is below the 4 mpg or above the 10 mpg parameter set by IFTA, Inc., MCE will require the upload of a supporting document before a tax return can be completed. The supporting documentation can be a simple handwritten note stating the facts supporting the MPG in the less-than-4 mpg or more-than-10 mpg ranges.
 
MCS will review the submitted tax return and supporting documentation, then approve - or send a request to the carrier for additional clarification. Through the IFTA program, Missouri collects and refunds taxes for all states and provinces who participate. MoDOT must be ready to provide proof of mpg accuracy to any impacted jurisdiction on request.
New federal alternative vision standard is in effect
The Federal Motor Carrier Safety Administration announced a final rule implementing a new alternative vision standard for commercial motor vehicle drivers. The new regulation allows drivers normally requiring a vision exemption, to now be physically qualified under specified conditions. The alternative vision standard will replace the current vision exemption program. The new rule took effect on March 22, 2022.

Reservation system accommodates in-person visits
MCS' new reservation system is in place for those who drive to visit us in person. Appointments are required for all in-person visits. A limited number are available each workday.

Visitors check in at the front desk as usual. Those who do not have an appointment can use a computer kiosk in our lobby and/or drop off their documentation and it will be worked in the order it was received. 

Request an appointment up to 30 days in advance. To do so, send a message to ContactMCS@modot.mo.gov with the subject line, ”In-Person Appointment Request” and describe the service you require, or call us at 1-866-831-6277 and choose Option 7.
When you receive a confirmation email with a defined appointment time, you know your request is confirmed. 

The number of appointments available could become limited during periods of increased workload, such as near renewal deadlines.
