Behavioral Health Reimbursement Rates Increased for the First Time in a Decade

The North Carolina Department of Health and Human Services announced on November 15, 2023 historic Medicaid reimbursement rate increases will soon be implemented for most mental health, substance use, intellectual and developmental disabilities (I/DD) and traumatic brain injury (TBI) services in North Carolina.

This transformative change is the first increase to the state minimum reimbursement rates for behavioral health services in more than a decade. Raising these rates will strengthen the care workforce who provide these services and increase access to care for every North Carolinian. It will also make Medicaid expansion more impactful for the estimated 600,000 people who will gain access to these Medicaid health care services.

Trillium selected to participate in the Disparities Leadership Program

Trillium Health Resources is one of seven organizations, including hospitals, health plans, and other organizations from around the United States and Canada to be selected to participate in a year-long executive leadership program designed to address racial and ethnic disparities in health care.

The Disparities Leadership Program, the first program of its kind in the nation, is designed for leaders from hospitals, health insurance plans, and other health care organizations who are seeking to develop practical strategies to eliminate racial and ethnic disparities in health care. This program was launched in 2007. The program is led by the Disparities Solutions Center (DSC) at Massachusetts General Hospital (MGH) in Boston, Massachusetts.

Through the DLP, the DSC aims to create leaders prepared to meet the challenges of health care transformation by improving quality for populations who experience disparities. The program has three main goals:

  • To equip health care leaders with a rich understanding of the causes of disparities, the vision to implement solutions, and the strategies to transform their organization to deliver high-value health care.
  • To help leaders create strategic plans or projects to advance their work in reducing disparities in a customized way, with practical benefits tailored to every organization.
  • To create a professional learning and networking environment for leaders in health care to engage in peer-to-peer learning, crowd sourcing of ideas and strategies for reducing disparities, resource sharing, collaboration, and ongoing support in the form of a national DLP alumni network.

The Disparities Leadership Program is jointly sponsored by the National Committee for Quality Assurance (NCQA) and supported by Joint Commission Resources (JCR), an affiliate of the Joint Commission.

NC Medicaid Innovations Waiver Provider Rate Increase

The NC General Assembly appropriated $176 million in state and federal recurring funding in the Current Operations Appropriations Act of 2023 (SL 2023-134, Section 9E.15) to raise NC Medicaid Innovations waiver services rates so that Innovations services providers can in turn raise the hourly wages of the direct care workers (DCW) they employ.

Though the legislation does not specify the amount or percentage of the rate increase that must be passed through to DCW wage increases, the General Assembly states an intention of increasing the average hourly wage for DCWs in Innovations services by $6.50 per hour to move those workers to an average wage of $18.00/hr. The funding appropriated for State Fiscal Year (SFY) 2024 does not enable quite that large of a wage increase, but it should support significant movement in that direction.

ECU Health, Acadia Healthcare Host Groundbreaking Ceremony for New Behavioral Health Hospital

ECU Health and Acadia Healthcare held a ceremony on November 1, 2023 to celebrate the start of construction on its previously announced state-of-the-art, 144-bed behavioral health hospital in Greenville, North Carolina. The event occurred on the site of the new hospital – located at 2820 MacGregor Downs Road, Greenville, North Carolina 27834 – and celebrated the joint venture partnership between ECU Health and Acadia Healthcare, which will own and operate the new hospital together.

Slated to open in Spring 2025, the hospital will be a center of excellence situated less than a mile from ECU Health Medical Center. It will offer comprehensive inpatient and intensive outpatient treatment for adults, seniors, children and adolescents who struggle with acute symptoms of mental health such as anxiety, depression, bipolar disorder, post-traumatic stress disorder (PTSD), as well as treatment for co-occurring disorders

The new hospital will also serve as a teaching hospital for psychiatry, social work, nursing and other behavioral health professionals. This will address the shortage of clinical behavioral healthcare professionals in the area, training students and residents from the Brody School of Medicine at East Carolina University, many of whom will go on to practice in eastern North Carolina and carry forth ECU Health’s mission to improve the health and well-being of the region.

The hospital will include 24 inpatient beds specifically for children and adolescents with behavioral health needs. These beds will be the first of their kind in ECU Health’s 29-county service area and the only child and adolescent beds within 75 miles of Greenville, North Carolina.

Press Release

Trillium Provides 1,000 Gun Locks to Juvenile Justice Offices

Trillium Health Resources is delivering 1,000 gun locks to Juvenile Justice offices within our 28 county region. These deliveries follow a successful campaign to place 1,000 gun locks with Department of Social Services offices earlier this year.

"Our DJJ offices work with youth and their families to reduce recidivism and safely engage with their communities. According to the North Carolina Office of State Budget and Management, 55% of high-risk juveniles recidivate within five years," stated Edward Hall, Trillium's Director of DJJ Systems Engagement. "Trillium engages with these offices to make sure justice-involved youth have the services, supports, and tools they need to lead fulfilled lives. Reducing gun violence with these locks is one way we are reinforcing that goal."

According to the NC State Center for Health Statistics, more than half of firearms stored at home are not secured, leading to preventable crimes. Initiatives such as NC S.A.F.E (Secure All Firearms Effectively) emphasize how simple steps like locking firearms can reduce violence and crimes.

Trillium Crisis Intervention Team (CIT) Training

Crisis Intervention Team (CIT) training educates law enforcement officers about the signs of individuals with mental illness, substance use disorders, or intellectual/developmental disabilities (I/DD). Many people need treatment instead of going to jail.

While Trillium offers the training, it is very much a community event. The training involves the local NAMI chapter, community colleges, provider agencies, hospitals, behavioral health professionals and, of course, law enforcement officials.

Trillium staff has helped train hundreds of law enforcement staff throughout our area, including police officers, county deputies, school resource officers, university campus police, detention center officers and telecommunications staff. Citizens who call police to respond to someone in crisis can specifically ask for a CIT-trained police officer.

If you have any questions or would like to discuss a training, read our CIT Brochure here, call 1-866-998-2597 and ask for a CIT coordinator, or email CIT@TrilliumNC.org.
