The LID Board has good news to share! The construction company has been hired and is moving forward to construct a high-water solution. See below for an update on project activities, engineering tasks and project detail. This newsletter also includes updates on the recent LID Annual and Board Meetings, committee assignments, Road Closure, DNR Grant Reimbursement, and other relevant topics.
LID Annual Meeting

The 2023 Annual Meeting of the Lake Improvement District was held on August 26th. The meeting was held through an online tool with Scandia Valley Town Hall available for viewing of the meeting. The agenda of the meeting included a report on 2023 activities, an update on the High-Water Project, plans for 2024 activities and an opportunity for candidates for the Director seats to speak. Special thanks were given to Bob Koll who retired from the Board. He was acknowledged for all his hard work with the LID and Lake activities. Following are the items that were approved by the LID members through online and mail-in voting that ended on August 30, 2023:
1.      The 2024 Non-Project Operations Budget of $42,000; approved with 63% voting in favor.
2.      The 2024 Aquatic Invasive Species (AIS) Project Budget of $26,000; approved with 75% voting in favor.
3.      The 2024 High-Water Outlet Project Budget for Start-up, Testing, and Operations of $250,000; approved with 59% voting in favor.

Congratulations to Duane Hendricks on his election to the Board of Directors. As the newest member of the Board, Duane will be learning about the LID processes and issues, as well as listening to property owners about their concerns.

LID Board Meetings

On September 13th, a Special LID Board Meeting was held. At the meeting, the Board of Directors reviewed and approved the temporary financing that is required for project construction. In addition, a review of the contractor schedule was provided and reviewed.

On October 2nd, the Regular Fall Board Meeting was held. At the meeting, the Board of Directors reviewed and approved the Board Officer positions and Committee Assignments. In addition, a 2023/2024 LID Board schedule was approved.

High-Water Project

The High-Water Outlet Project plan includes construction of a lake outlet structure and pumping station adjacent to the shoreline at the west end of the lake. From the pumping station the water will proceed westerly along Aztec Road and continue along Highway 10 to the south side of County Road 203. Flowage will then continue in the forced main pipe turning west which has been bored under US Highway 10. It will then enter a gravity flow pipe until it discharges into wetlands that flows to Fish Trap Creek, which becomes part of Ditch 41 at the properties adjacent to the railroad bridge and continues to the Long Prairie River. A map of the pumping site and water flowage route has been posted to the website.

NOTE: Landwehr has made great progress this Fall and some tasks may be ahead of schedule.

Recent construction updates include:
  • Early in October, the Landwehr crew worked on constructing the causeway for the inlet structure. They also cleared along the south side of Aztec road and removed and hauled out the building on the land that will be used for the pump house. 
  • Landwehr installed the sheet piling at the inlet in the lake to form the cofferdam so dewatering can begin. They also installed a pump to remove the water from the interior of the cofferdam. 
  • An additional crew worked on installing the silt fence from the west side of Hwy 10 to the east side of Hwy 203. 
  • They worked to install a gravity flow pipe and a manhole along Pulaski Road; they removed milled asphalt from Aztec Rd; and they completed the boring alongside Highway 10.
  • Landwehr assisted the boring contractor with earthwork needs, they cut the pipe that was bored under Co Rd 203, they finished the installation of the force main pipe bored under Highway 10, they installed gravity flow pipe, and they restored the ditch grade along Pulaski Rd.
  • Landwehr will be working on completing the inlet related tasks over the next couple of weeks.

Temp financing has been acquired through Ehlers Investment Partners for construction to proceed. After construction is completed a Public Hearing will be held to review the final assessment and charge amounts. It is estimated that the final bonding will occur at the end of 2024 with notice provided to Property Owners in 2025 of the charge and assessment amount for their property. The property owners will have the ability to finance the amount due for an estimated 10 - 15 years.
Road Closure
Visitors and residents should note that part of Aztec Road is closed to thru traffic. The road has been posted with "Road Closed" signage which will be there until spring. This is a reminder to abide by the road closure. During the road closure, Landwehr Construction will be responsible for the snow plowing of that area.
DNR Grant Reimbursement
The LSLID has received news that the Lake Shamineau High Water Outlet Project will receive up to $3 Million through DNR Grant funds. The grant funds were included in the late session appropriations bills that were recently signed by Governor Walz. The language included in the bill states, "...to construct publicly owned capital improvements necessary to prevent or alleviate flooding outlined in the Lake Shamineau High Water Mitigation Project". The funds require a local match. A Grant Agreement has been signed by the State and the LID. The first reimbursement under the grant is in process. These reimbursement amounts will be used to reduce the the costs to the property owners.
Updates from the Board of Directors
2024 Budget Approved by
Morrison County

On October 3, 2023, the Annual Report for the LSLID was presented by Cindy Kevern to the Morrison County Board of Commissioners at a County Board Planning Meeting. This report included an update on 2023 activities as well as information on planned activities for 2024. A copy of this report can be found on the website (click here).

The LID also updated the County Board on the LID's Aquatic Invasive Species (AIS) program. The AIS program has been successful in controlling Eurasian Water Milfoil (EWM). This spring a targeted survey of the lake was completed to determine areas for treatment, and in the summer a lake wide delineation was completed. Herbicide was used for treatment in areas the the EWM was found, and scuba divers followed up with hand pulling.

The Morrison County Board approved the budget items for the LSLID which were overwhelmingly approved by the LID members through online and mail-in voting that ended on August 30, 2023.
AIS Grant

Thanks to the Morrison County Board for the Morrison County AIS Grant which was provided to offset costs in 2023 for AIS survey and hand harvesting, AIS signage, and the Ambassador program. A final report of the expenses and performance measures related to the Grant has been completed and submitted to the County.

In early 2024, a Grant Request for 2024 AIS funds will be completed and submitted for continued funding of the AIS program.

Audit

An Audit of the 2022 Financial Records of the LID has been completed. The Audit found that the LID's records to be in good order and the financial statements are fairly stated. `
