Final Tax Rates
The final Mulmur tax rate has now been set for 2022. On April 6, Council passed a by-law approving a residential tax rate of 0.486150%.
The new Mulmur tax rate will equate to an increase of $7.76 per $100,000 of residential assessment. 
 
County of Dufferin and School Board tax rates are pending. Finalized tax rates will be available on the Township website and applied to the final 2022 tax bill.
Support for Ukraine
At the Council meeting on April 6th, Council recognized the conflict occurring in Ukraine.
Mulmur Council displayed the Ukrainian flag in the Council Chambers while they offered their thoughts and support to the people of Ukraine, condemning Russian aggression.

Municipal Register of Historical Properties
Council is pleased recognize “The Parsonage” in Mansfield through the inclusion on the municipal register of historical properties.

The land was originally purchased in 1904 by the Trustees of the Methodist Church. When many of the churches amalgamated, and the Mansfield United Church was constructed in 1925, the Parsonage then became associated with the new Mansfield United Church and referred to as the Manse. Original woodwork, windows, doors and architectural features remain intact. The small barn behind the house still maintains the original barnwood, horse stalls and metal rings used to secure the horses. Many residents have fond memories of attending meetings at the Manse, visiting as children, and participating in cleaning bees in preparation for incoming ministers and families.

Identifying properties of cultural heritage value is an essential part of municipal heritage conservation. The Township is proud to recognize and include the Mansfield “Parsonage” on its Municipal Register of Historical Properties.

More Homes For Everyone Act
On March 30, 2022, the Ontario government introduced Bill 109, the More Homes For Everyone Act which is intended to expedite the planning process including mandating the delegation of site plan approval to staff. Mulmur Council passed the following resolution expressing concern that Bill 109 is removing local input and the decision making of elected officials.
 
WHEREAS Council supports removing red tape and expediting the creation of affordable housing through the proper review and approval
AND WHEREAS Council values citizen input, professional planning recommendations and elected Official decision making;
NOW THEREFORE, Council provides the following comments on Bill 109:
 
  1. Final Decision making should rest with elected officials
  2. Planners recommendations should be subject to public input and local expertise
  3. Ratepayers should not be subsidizing development applications through refunds to application fees intended to cover the cost of processing applications
  4. That a definition of minor rezoning has not been established
  5. Planners should not be put in a position of having to be experts and decision makers over all other disciplines
  6. Delegating authority for site plans and creating penalties for site plan and minor rezonings will not solve housing crisis, as the proposed legislation targets single lot developments opposed to large scale residential development.
 
AND FURTHERMORE THAT a copy of this resolution be forwarded to the Province of Ontario, Ministry of Municipal Affairs and Housing, Environmental Registry, the County of Dufferin and all Ontario municipalities. 

Appointment of a Deputy-Fire Chief at the Mulmur-Melancthon Fire Department
Council would like to congratulate

Everhard Olivieri-Munroe

on his appointment as Deputy Fire Chief of the Mulmur-Melancthon Fire Department.
 
Everhard has been in the fire services since 2006 and a member of the Mulmur-Melancthon Fire Department since 2020. Working as a full-time acting captain in Peel Region, Everhard has experience in wildland/forest fires and will be working to prepare our firefighters for the upcoming Provincial Firefighter Certifications.
 
Be sure to wave and say hi when you see him cycling and running the roads and Bruce Trail of Mulmur. 

NVCA Tree Planting
The NVCA is looking for volunteer in Mulmur to help plant native trees and shrubs along the banks of the Pine River.

Ontario Climate Caucus
At the Council meeting on April 6th, Council recognized the issue of climate change and took steps to participate in better climate understanding by formally joining the Ontario Climate Caucus (OCC).
The OCC provides an opportunity to connect with other municipalities in Ontario to share case studies and best practices in acknowledging and addressing climate change. Mulmur continues to take steps to address climate change locally including the retrofit of LED streetlights in January 2022.
