PA Chamber Applauds House Passage of Targeted COVID-19 Liability Protections
 
PA Chamber of Business and Industry President and CEO Gene Barr issued the following statement following the state House’s passage of H.B. 605, legislation which includes temporary safe harbor protections for employers from unwarranted COVID-19 related lawsuits.
 
“As we have repeatedly stated since the early days of the pandemic, targeted liability protections for those entities that are acting in good faith and following state and federal health guidelines are a critical component to the Commonwealth’s economic recovery. Employers, nonprofits, schools and others continue significant investments to protect their employees and customers and should proceed with confidence knowing they will not be unfairly targeted by a small but unscrupulous group of profiteers seeking to benefit from this health and economic disaster.
 
“It’s important to note, that House Bill 605 does not provide blanket immunity and bad actors will still be held accountable. These liability protections are targeted, narrow in scope and temporary – which Pennsylvania businesses desperately need as they struggle to overcome the economic challenges the COVID-19 pandemic has placed on them. We applaud the House for taking action on this necessary legislation and urge quick approval of the bill in the Senate and for Governor Wolf to ultimately sign it into law.”

When I met with Congressman Joyce earlier this week, we discussed liability protections. He doesn't expect anything to happen federally. Workforce Training Funds

The Workforce and Economic Development Network of Pennsylvania (WEDnetPA) was created to make companies across the Commonwealth of Pennsylvania more competitive locally, nationally and internationally, by updating and improving the skills of their employees to meet specific company needs.

WEDnetPA brings training funds to qualified companies across the Commonwealth through a network of community colleges, state system universities, and other educational institutions.

Companies can receive training funds up to $2,000 per employee.

Vaccines at Penn Highlands Healthcare

Penn Highlands Healthcare is now vaccinating anyone that meets the Pennsylvania Department of Health Phase 1A and 1B following the DOH’s updated COVID-19 vaccine rollout timeline recently announced.

Phase 1A includes anyone 65 or older and those 16-64 with high-risk conditions. Phase 1B includes front-line essential workers: first responders (e.g., firefighters and police officers), corrections officers, food and agricultural workers, U.S. Postal Service workers, manufacturing workers, grocery store workers, public transit workers, and those who work in the education sector (teachers and support staff members) as well as child care workers.

Penn Highlands Healthcare is taking names to be put on a waitlist for individuals in the Pennsylvania Department of Health COVID-19 Vaccination Phase 1C.

Shuttered Venue Operators Grant Application Open
 
Beginning April 8, 2021, venue operators that have been impacted by COVID-19 will be able to apply for the U.S. Small Business Administration’s (SBA) Shuttered Venue Operators Grant (SVOG) program. The program has allocated over $16 billion in grants for shuttered venues, to be administered by SBA’s Office of Disaster Assistance.
 
Eligibility Includes:
 
·        Live venue operators or promoters
·        Theatrical producers
·        Live performing arts organization operators
·        Relevant museum operators, zoos, and aquariums
·        Motion picture theater operations
·        Talent representatives

Eligible businesses must have been in operation as of February 29, 2020. If the venue or promoter received a Paycheck Protection Program (PPP) loan on or after December 27, 2020, the Shuttered Venue Operators Grant will be reduced by the Paycheck Protection Program loan amount.
Workforce Development Symposium

Pennsylvania Highlands Community College will be hosting a virtual Workforce Development Symposium on Wednesday, May 19 from 8:00-10:00AM.
They would like to identify:
  • Technical training opportunities that aren’t currently offered locally.
  • Soft skill training opportunities.
  • Customized short-term certificates and two-year degree programs that can quickly provide skilled labor to our businesses and industries.
  • Mutually beneficial partnerships, synergistic in nature, that can boost our overall effectiveness.
 
As a bonus, they have secured Pennsylvania’s Deputy Secretary Sheila Ireland as keynote speaker.

Survey of Business Leaders to Help Drive Solutions for Childcare and the Workforce

PA Chamber members and all Pennsylvania employers are being asked to participate in a survey that will provide insight on an issue that is central to our post-pandemic economic recovery efforts – the impact of childcare on business and the workforce. Prior to the pandemic, Pennsylvania suffered an estimated $3.46 billion annual economic loss due to breakdowns in childcare – a number that has grown exponentially since COVID-19 arrived in the Commonwealth.

Paycheck Protection Program Filing Extension

Congress passed an extension of the Paycheck Protection Program (PPP) that allows small businesses and eligible non-profits to apply for PPP loans through May 31st. The program was to expire the end of March.
