Teacher Appreciation Week
A Message from Board President
Jon Bequette

This week we celebrate the teachers of Hallsville during Teacher Appreciation Week.

When we planned last summer to start this school year in-seat, I worried about how long we could stay in-seat. Except for one week and one day in one building, we have done it.

In the last year to go from in-seat to virtual and virtual to in-seat with many students on quarantine has been a monumental challenge. Trying to wrap my head around the technology changes alone is enough to make me dizzy. Our teachers have embraced the challenge. They have adapted and pivoted at everything the last year has thrown at them. To say that I am proud of them is not enough.

Our community owes our teachers a debt of gratitude for stepping up, embracing change, and doing what is best for our kids. If you have kids in school please consider reaching out to their teachers this week. If you do not have kids in school consider reaching out to a teacher or two anyway. They have worked incredibly hard during this past year like no other. Help us let them know how much we appreciate them.

I am extra proud to be a Hallsville Indian! Make It a Great Day!

Jon

Congratulations, Mrs. Terry!
New Elementary Assistant Principal

We are excited to announce that Mrs. Lauren Terry has been selected as the new elementary assistant principal for Hallsville Primary and Intermediate Schools for the 2021-2022 school year. She will be responsible for student supervision and discipline in coordination with Mrs. Morris and Mrs. Nichols as well as daily operations in both elementary schools.

Mrs. Terry began her educational career with the Hallsville School District in 2007 after completing her student teaching within the district the previous year. She was a second grade teacher for eight years, before becoming the intermediate interventionist in 2015. She currently serves as the K-12 Student Support Team teacher leader and on the Intermediate Leadership Team.

Mrs. Terry graduated from the University of Missouri in 2007 with her Bachelor’s in Elementary Education and in 2008 with her Master’s in Curriculum and Instruction. She holds a Specialist in Educational Leadership degree from William Woods University.

Mrs. Terry has a passion for education, supporting both teachers and students. She added, “I feel so fortunate to have been a part of the Hallsville School District for the past 14 years. I look forward to connecting with our K-5 students and families, and continuing working with a phenomenal team of educators who are dedicated to putting our students first.” Mrs. Terry and her husband, Michael, a Learning Specialist at Derby Ridge Elementary, have two children, Reagan a first grader at Hallsville Primary School, and Brooks who will start kindergarten in 2022.

Hallsville Primary Counseling
Exploring Careers

Hallsville Primary School students are exploring the 6 career pathways in counseling with Mrs. Sarah Wulff. Students have had the opportunity to learn about careers in nature, creativity, health, helping, fixing & building, and business/technology. Each week, parents and community members send in videos or join the classroom via Zoom to tell about their specific job and training needed. Students have been able to ask them questions, and it has been exciting to be able to show them the variety of careers available.

FACE MEMORANDUM OF UNDERSTANDING
The board approved the FACE Memorandum of Understanding. The Boone County Schools Mental Health Coalition was recently rolled into FACE of Boone County. FACE will provide services to help address the needs of our students and their families by providing the district FACE community-based personnel, regional coordinators, and a Family Interventionist Specialist.

FY22 PRELIMINARY BUDGET
Mr. Downs and Mr. Hoffman, CFO/COO of Jefferson City Public Schools and budget and finance consultant for the Hallsville School District, prepared preliminary budget information for the ‘21-’22 school year. The district is in an extremely healthy financial position, with state and local revenues exceeding operating expenditures by a significant amount. While we estimate state aid to be flat for FY22, we expect modest increases in sales tax and local property taxes due to new construction and reassessment, thereby increasing local revenues by approximately $145,000.The surplus local and state revenues will support increased wages and benefits in our continuing efforts to recruit and retain quality staff across all classifications. The proposal includes the following:
  • Adding $1,250 to the base teacher salary, resulting in an average increase of 4.23%.
  • Adding $1.50 to regular bus routes, resulting in an average increase of 4.25%.
  • Adding $1.01 to the base hourly rate for all levels of the support staff schedule, resulting in an average increase of 10.6% and bringing our base hourly rate to 55 cents above the current Missouri minimum wage.
  • Providing a commensurate 4.23% increase for 12-month salaried employees

In addition, Mr. Downs anticipates the creation or expansion of several staff positions, including a part-time special education teacher, middle school interventionist, a paraprofessional to supervise high school credit restoration, an additional elementary teacher, and a second agriculture teacher. Most of these positions are to be funded using federal coronavirus response funds, which include the requirement that 20% of ESSER III funds be spent to address learning loss. These positions would continue in the future based on evaluation of need and availability of funding.

FEDERAL PANDEMIC RESPONSE FUNDS
The district anticipates receipt of roughly $3.1 million in one-time federal coronavirus response funds during the 2021 calendar year. The first of these allocations (known as ESSER II funds) is expected in May or June, in the amount of $943,055. The exact allocation from the most recent package (known as ESSER III) is not yet known; however, it is expected the Hallsville allocation will be in the neighborhood of $2.1 million. The district intends to use these funds to support the ongoing expenses of district operations, thereby freeing an equal amount of state and local revenues for use in our pandemic response initiatives. Potential uses of these state and local funds is to improve the health and safety of students and staff, improvement of district technology infrastructure and increased student and staff access to technology resources, and additional classroom space to ease overcrowding of school. Currently, the district is focused on the following categories for one-time expenditures of these pandemic response funds.

Staffing:  Additional staff and instructional resources to support students’ academic, behavioral, and mental health needs related to the pandemic.
Safety & Health: Renovations and improvements related to health and safety. The board approved the purchase of a dishwasher in the secondary cafeteria and restroom repairs in the middle school. The replacement and improvements are directly related to health and safety.
Technology Infrastructure: Improvements to district network infrastructure and increased access to technology and home Internet access for students and staff. The board approved the purchase of wireless network equipment and the installation of network cabling. The expansion of a robust wireless network is directly related to improved technology infrastructure and will support the district’s interest in moving to 1-to-1 for student devices.
Classroom Space: Additional classroom space to ease overcrowding of schools and allow for increased distancing.

CITY OF HALLSVILLE STORM SHELTER REQUEST
The board approved the City of Hallsville’s request to use Hallsville Primary School as a community storm shelter when school is not in session. The primary school will be the fourth shelter located within the city limits.
