Meet Patrick Haley, CFM, ACE!

Air Cargo Facilities Manager, Port of Seattle 

 

How did you get into your current position? 

I was able to join the Air Cargo Operations team at Seattle-Tacoma International Airport managing fifteen (15) cargo facilities in the 130+ acre commercial area of SEA after a 30 year career in Army/Air Force Aviation and a long civilian airline/Air Cargo career managing a fleet of aircraft around the globe and then as the operations manager for a cargo warehouse and operation at SEA. During my last ten (10) years of my Air Force career, I took off my flight suit and was promoted to lead a Civil Engineer Squadron as a First Sergeant managing thirteen trades of enlisted for their training and leadership. Retiring from the airline, I continued in the Air Cargo business in Freight Forwarding and specialty cargo handling while working as a handyman and sub-contractor for others. 


The opportunity to join the Port of Seattle at SEA happened over five years ago to bring both of these passions together managing the Air Cargo Facilities with multiple tenants and air cargo operations. 


During this last five years, I have added further certifications from the FAA, FCC, International Air Transport Association, American Association of Airport Executives in addition to recently completing my IFMA Certified Facility Manager Certification.


How do you support Facility Managers?  

The Air Cargo Facilities Manager does not have a staff, nor a General Ledger Maintenance, Facilities and Infrastructure Budget covering the multiple Ground and Space Leases across SEA. I do have an expense budget for Small Works contracts as a last resort. Relationships and team building is crucial for the success of the revenue and operations needed to support our Air Cargo Operations, the facilities, carriers and trade that flows through SEA. 


My relationships with the various trades and disciplines is critical along with a working knowledge of each of the functions. In addition to the maintenance departments, we work and leverage the partnerships and relationships of our AHJs: the Airport Building Department and Port of Seattle Fire Department Fire Prevention Division. 


How do you benefit from the IFMA and the Seattle Chapter? 

Both the Seattle Chapter and the Airport Facilitates Council (National IFMA council covering any airport maintenance or facilities manager) have been crucial to networking and development with the wide range of challenges and needs to manage and support each type of building or facility. The knowledge base of the daily “All Member Forum Digest” has been an awesome quick reference if someone has had the same challenge. The IFMA AFC also publishes a quarterly newsletter and a yearly three-day conference at a different airport each year (SEA is hosting this conference in May 2024 along with the Greater Seattle Chapter) Our mantra is that if “you have seen one airport…you have seen one airport.” Nothing is the same and our knowledge transfer helps each airport team with their uniqueness. In addition to IFMA, the Airports Council International – North America (airport trade association) produces a similar “Knowledge Transfer Day” at one airport each year. 

 

Any advice for new members? 

Attend a “Lunch & Learn,” one of the several expos the chapter sponsors, attend World Workplace or the Spring Conference of the Airport Facilities Council here in Seattle next May! 


Ask questions! No one knows it all, but all know some! Whether it is a standard maintenance issue, working with an AHJ, updated codes or budgeting, there is a huge amount of support and knowledge within the chapter! 


What do you like to do in your spare time? 

Growing up in Minnesota, my parents had property on a lake so I was on or in the water just about every opportunity. Ironically, I bought a boat here in Washington before I bought my first home after my airline moved me here. They (whomever they are) state that boaters have “2 foot”itiss, meaning they want their next boat to grow by 2 feet, however my next couple of boats grew by 20 feet. I currently live about half my week onboard in Lake Washington. Working on a live-abord boat has about all the same requirements and maintenance as a stick and mortar home with all the same challenges, one just needs to add a couple of engines and fuel tanks into the mix!

IFMA Seattle President, Adam Thordarson, and Vice President of Education, Melanie Danuser, will be speaking at the event on Friday, September 29th at 9:15am. The session, “Cutting out the Noise: How to Turn Environmental Policy into Assets for Your Facility” will talk about how facilities departments are under increasing financial pressure due to dynamic market conditions, and also find themselves responsible in some capacity for new and more stringent building performance standards and ESG guidelines. In this presentation, Adam and Melanie will discuss how environmental policy and initiatives at the state and national level affect facility managers on the ground. Seattle Clean Buildings Accelerator

Technical Support Available


Not sure where to start to meet the Washington State Clean Building Performance Standard (CBPS) requirements? The Office of Sustainability and Environment (OSE) provides no-cost technical support to help owners and operators of commercial buildings 50,000 SF and larger to understand the CBPS, reduce emissions, and get on a path to compliance. The Seattle Clean Buildings Accelerator program includes an educational website, light coaching, and individualized support calls tailored to your building(s). More than 30 building owners and operators have already participated and are on the path to compliance.

2022 Energy Benchmarking Reports due October 1st

Congratulations to the more than 2,500 Seattle building owners that have already submitted complete 2022 energy performance data. The Director of the Office of Sustainability and Environment enacted a three-month enforcement grace period to allow building owners more time to complete their annual benchmarking reports and adapt to Puget Sound Energy’s new EnergyCAP® system. Building owners have until October 1, 2023 to report 2022 building performance data before warning letters will be issued by mail. Owners will not be fined for non-compliance until January 2024. You can find more information on the enforcement process and fines here.

Puget Sound Energy (PSE) is offering free online training for building owners and managers who need assistance completing enrollment in EnergyCAP automated exchange of natural gas data for annual energy benchmarking and reporting. This training is best for participants who are new to the benchmarking process and have not yet enrolled in PSE’s automated data exchange services for benchmarking. If you already have an EnergyCAP account and are experiencing issues with data that was migrated from MyData to EnergyCAP, or if you have incomplete consumption data in EnergyCAP, please email energycap@pse.com for specialized assistance.

Free Benchmarking Technical Assistance

The City of Seattle in partnership with Northwest Energy Efficiency Council (NEEC) provides annual benchmarking support through our help desk. If you are unsure why your building is showing up as non-compliant, please contact our help desk at energybenchmarking@seattle.gov or leave a voicemail message at 206-727-8484 with your number and the best time to reach you. Staff are available to review your account to help you identify missing data, report errors, and if PSE support is needed.

BUILDING TUNE-UPS

(Non-residential Buildings 50,000 SF+)

Cohort 1 Building Tune-Ups due October 1st

Owners of Cohort 1 buildings (200k+ sq ft) must complete their second cycle tune-up by October 1, 2023. After the deadline, warning letters will be sent to building owners noting that there is a 180-day grace period allotted to complete the tune-up and required corrections before penalties are assessed.


If you are working on a building tune-up that will not be completed by the deadline, we request that you send a status update to the help desk at buildingtuneups@seattle.gov. This allows our team to track which buildings are close to achieving compliance and prioritize outreach efforts. We also encourage you to submit partial tune-ups, particularly if you are waiting for other vendors to complete work. While we mandate that all required corrective actions are completed before a tune-up is approved, a partial tune-up will help us determine which buildings are close to achieving compliance.
