2022 Session Update
Week 9
VA Delegate John McGuire

On March 12th, the General Assembly adjourned Sine Die, marking an end to the two months of session. However, we stand without an agreement on our budget, our parole board, and we have several other pieces of legislation still in conference. Governor Youngkin will convene a special session to address these items soon.
We have much work ahead of us to make Virginia the best place to live, work, and raise a family. It is an honor to be your voice and fight for our conservative values in Richmond. Inflation, rising gas prices, taxes, public safety, education, School Choice, Ukraine, election integrity, infrastructure, rural broadband, healthcare, protecting the sanctity of life, protecting our 2nd amendment, and more are on the minds of fellow Virginians. Governor Youngkin and the rest of us in the General Assembly are working hard to address your concerns. Here is an update from our last week of session.
Hanover Delegate Frank Hargrove
As a friend of the Hargrove family and someone who has deep roots in Hanover, I was honored to be part of the Center Isle Presentation in Memory of the distinguished Hanover Delegate Frank Hargrove. Frank was part of the greatest generation and joined the Army Air Corps after finishing at Virginia Tech. I’ve had the privilege of working with his daughter, Dale, since 2017. My friend, and Delegate Hargrove’s long-time aide, Delegate Buddy Fowler, spoke from the heart in honoring Frank. Frank DuVal Hargrove, Sr. served in the Virginia House of Delegates from 1982 to 2010, representing the 55th district in the northeast suburbs of Richmond, in and around Hanover County. Delegate Fowler said, “Frank Hargrove didn’t just represent Hanover County; Frank Hargrove was Hanover County.”
Rising Gas Prices
The cost of gas began climbing when Biden was elected and has more than doubled since Trump was in office. Trump policies made the United States energy independent. Biden policies are wrecking our country and making the world less safe. We should unleash American energy production and stop buying oil from countries who hate us. We should open the keystone pipeline, allow drilling on federal lands, and allow drilling in ANWR. 
Rural Broadband
Many parts of our district are without broadband. Connection to the internet is important for business, law enforcement, and for families to stay connected, especially when the Democrat’s COVID policies forced our children to learn from home. We cannot allow our children to fall behind, and I have been fighting for them to increase broadband access across the district. We have a commitment minimum goal of $750 million state dollars plus we assume the feds will try to at least match that amount so we can get broadband that last mile to your home. I will continue fighting to make good use of that money to give our communities access they need.
Throw Back Trump Meme
In 2019 during my re-election to the Virginia House of Delegates, a fellow Republican told me I better not put a Trump flag on my truck as it could hurt my chances of winning. Instead, I put two Trump Flags on my truck. I drove around like this for 6 months supporting his re-election, and I ended up with the 2nd largest win in Virginia. America Right News took this photo off my FB page and made this meme. Lately, President Trump has been engaging in more rallies and media time to call on President Biden to lower gas prices and to stand firm on Russia. I support President Trump’s call of action and echo it in our district. We need to put America first!
ERA Ended in Virginia
Isn't it great we live in a country where a man or a woman can work hard and achieve just about anything! I voted NO 8 times on the Equal Rights Amendment (ERA) as a Republican Member of the Virginia House of Delegates because the bill is broadly written and could be loosely interpreted to justify the use of taxpayer funded dollars to pay for abortions. It expired in 1979 and is not a necessary bill. We do not need loose, needless legislation which could be interpreted by lawyers how they deem fit. The good news is Virginia Republican Attorney General Jason Miyares moved to withdraw the state of Virginia from a lawsuit that seeks to force the federal government to recognize Virginia's 2020 vote to ratify the Equal Rights Amendment (ERA) and add the text to the Constitution. This means Virginia is no longer part of the lawsuit, and we will not support unnecessary changes to our Constitution.

In case you missed it, I announced my candidacy for the Senate of Virginia's 10th District for 2023. I am committed to taking back our Senate and representing my community. I have fought to take back our House of Delegates and support our members there, giving hundreds of thousands to new members to help their re-election succeed. I will continue the fight for you in the Senate to knock down the Democrat’s so called ‘brick wall’.

Final Session Speaker's Bible Study
We attended the final Speaker’s Bible Study this week. It was great to see Governor Glenn Youngkin and other fellow legislators there, starting the day in prayer. Carlos Brown delivered the message…Satan tries to tell us we are not worthy enough, not smart enough, and not strong enough to do what God wants us to do. At one point, prior to becoming King, David, anointed by God, hid in caves from King Saul. How do we fight negative thoughts? Pray for clarity in purpose during impossible times. Sing your way through it like David did….you can’t give up now; just sing your way through!
Get Virginia Back to Work
It’s time to get back to work and rebuild Virginia’s small businesses. Congratulations Pine Bluff basketball for winning the state championship in Wyoming. This is the first team my company SEAL Team Physical Training, Inc. has worked with in 2 years due to the Pandemic. It is amazing what we can achieve when we work as a team! The coach wrote: “Thanks for helping us this year!! Ended up with a state title in basketball. E1H was a point this team empathized. “ Before the pandemic, my company SEAL Team PT helped 18 Division 1 teams win championships. Under Governor Youngkin's leadership we will get Virginia back to work and help small business build a "rip roaring economy". Let’s go Virginia!
Veteran Retirement Pay Tax Reduction
My bipartisan bill, HB 1128 to Reduce Taxes on Veteran retirement pay, is still alive and will continue in conference during the upcoming special session. As a reminder, only three states fully tax veteran retirement-pay; we need to fix that. I completed and turned in a conference report with all signatures in the Senate and the House. Unfortunately, two Democrat senators decided to change their mind and remove their signatures. So, I’ve started a second conference report and I’ve been working with Democrat Senators Locke, Deeds, Lucas, and Howell to get it done. I will keep you posted as we progress!

Details: My bill, HB 1128 to reduce taxes on Veteran Retirement Pay, passed the House with 98 yes votes. This bill had an emergency clause, no age requirement, and would reduce taxable retirement pay for retired Veterans 20k year one, 30k year two, and 40k the third year on. Unfortunately, the Senate would not accept my bill that passed the House. The Senate version, carried by Senator Reeves, had no emergency clause, an age requirement of 60, and reduced taxes on retired Veteran pay 5k year one, 10k year two, and 15k the third year on. Delegate Barry Knight helped us work out a compromise. The compromise bill will have no emergency clause, has an age 55 requirement, will reduce taxable retirement pay for retired Veterans 10k year one, 20k year two, 30k year three, and 40k the fourth year on.
Cut the Grocery Tax
Governor Glenn Youngkin is keeping his promises to cut taxes! We are ready get to the Special Session and finish the job. My friend and fellow Delegate Joe McNamara are carrying the HB 90 bill which will cut grocery taxes for Virginians by approximately $500 million per year which equals about $300 savings per family per year! 

Furthermore, Republicans supported a complete elimination of the Gas Tax. The Democrats will not even support a decrease on taxes at our pump as their failed policies hike up the price. This is intentional, and do not be fooled by their calls to action. Republicans bring the results!
Parole Board
Promise Kept: Governor Youngkin promised to fire the parole board due to corruption which he did. This week Democrats in the senate refused to accept 4 new parole board appointees essentially temporarily ending the ability to review parole in VA. Now, they are stalling our government to spite the Republicans. This will not happen with John McGuire in a Republican State Senate!
SB 36: Repeal "Predator Protection Act"
Many of you remember the boy who attacked a girl in the bathroom in Loudon County, and the superintendent tried to cover it up. The Senate version to repeal HB 257, “Predator Protection Act”, passed the House and is headed to the Governor. Police and parents should be informed on stalking, abduction, and sexual battery cases. Our children are number one and must be protected. Governor Youngkin now has a deadline: 11:59 p.m., April 11, 2022, to sign this bill into law.
Final Session Education Committee
Monday, we had the final Education committee. Chairman Delegate Glenn Davis, his team, and other fellow Delegates have done an incredible job moving legislation forward to support Governor Glenn Youngkin’s agenda to improve education for all students in Virginia. Unfortunately, the Democrat controlled Senate is known as the place where "good bills go to die". We will fix this with next year’s State Senate election.
Fentanyl Overdose Bill Killed in Senate
There is a fatal overdose epidemic in our country and our Commonwealth. Democrats in the Senate killed my bill HB 108 Felony homicide; certain drug offenses, penalties. This bill would have gone after dealers and made it a felony if someone overdosed and died from fentanyl and other controlled substances. Let’s win the VA State Senate next year and get this done!
Final Session Military Caucus
I attended the final General Assembly Military & Veterans Caucus with U.S. Marine and Lieutenant Governor Winsome Sears, fellow veterans, and other fellow legislators. We discussed legislation and military fiscal impact military bases in Virginia have on our economy.
Teacher Hotline
Governor Glenn Youngkin is working hard to get politics and dangerous divisive ideologies out of the classroom. Children should be taught how to think not what to think. Democrats are losing it over the teacher hotline. Interesting how they call on unreasonable accountability on our police but lose it at the thought of keeping our teachers accountable. Our children are number one and we must keep them safe. We ran on fighting for parents in 2021, not the public school bureaucracy. Their first demand in their letter is that we listen to them. We will not. We are beholden by parents!

Women’s History Month
This Women’s History Month, we honor Winsome Earl Sears born March 11, 1964. Happy belated birthday to our president of the senate Lt. Gov Winsome Earl Sears. We celebrate our successful women in the General Assembly. They are reflections of the women we represent. I am proud of them and look forward to their many accomplishments and careers!
AG Jason Miyares
Fellow legislators and I met with Attorney General Jason Miyares at the Barbara Johns Building. The AG and his team are working hard to support victims, fully fund our police, and keep dangerous criminals in jail and off our streets.
MLB Hall of Famer Ryan Zimmerman
Fellow Delegate Karen Greenhalgh presented a proclamation on the House Floor for Major League Baseball World Series Champion, Ryan Zimmerman. Ryan, who had a long time commitment to the Washington Nationals, retired a few days ago. Mr. National, Congratulations on your amazing career!
House Page Resolution
Our House Pages (age 13-14) presented a “Thank You” Resolution to Speaker Todd Gilbert thanking everyone in the General Assembly for an educational session. #virginia
Team Lunch Fellow Legislators
This year session has been nonstop meeting with constituents and working on legislation. For the first time this session we had enough time for a lunch break with fellow legislators in between conference reports.
Thank You Bob Brown
We started Saturday morning in the General Assembly by passing a House Joint Resolution HJR 449 commending Bob Brown, a senior photographer with the Richmond Times Dispatch. Bob has been covering the General Assembly and telling our story through photos since 1970. Bob and I immediately became friends when I was elected in 2017. He is that way with everyone. Speaker Todd Gilbert said “many of us are replaceable, Bob is not”. Thank you Bob for your service to Virginia!
