Dear Friends,
To date in Howard County, we have 14,975 confirmed cases of COVID-19, 8,132 active cases, 6,628 recovered cases, and lost 215 of our neighbors from this virus. We can only end this pandemic by working together, we must continue practices that we all know at this point - wear a mask around people not in your household, avoid gatherings of large groups, keep your distance, and wash your hands.
As of 9:00 a.m. today and according to the Maryland Department of Health, our 7-day average positivity rate is at 4.84% and our 7-day average case rate per 100,000 of our population is at 15.2. Currently, there are 28 COVID-19 patients in both ICU and Acute Care unit. ICU is at 63% capacity, and Acute Care is at 79% capacity. These metrics have significantly declined since mid-January and are holding steady. Both our positivity and case rates are below the State averages and our rates are within the lower third of all jurisdictions.
All phases can pre-register at vaccine.howardcountymd.gov or by calling 410-313-6284. Pre-registering does not schedule an appointment but provides your contact information to the Health Department, so you may be notified when appointments are available. All vaccinations at this point are by appointment only.
Appointments for the vaccine will become available as we receive more vaccine, and we do not have enough supply at this time. Residents who have preregistered will be notified by email to schedule an appointment as they become available. Appointments are required, and persons should arrive no sooner than 10 minutes prior to their appointment time.
This week, the Health Department will receive 1,700 first doses of vaccine. This is less than the 2,000 last week, which was less than the 4,500 the week before. This concerning trend represents the State’s continued transition from local health departments vaccinating their communities to regional State-run mass vax clinics, retail pharmacies, and hospital operating clinics. All residents are encouraged by the State to register for a vaccine at these sites by using the State vaccine locator.
These are difficult times given the limited supply of the vaccine. With time and patience, everyone will be vaccinated.

Howard County Vaccine Distribution
As we’ve known since the start of this pandemic, it’s going to take all of us working together to get to the other side of this. We are efficiently administering the vaccine with approximately 100% of received vaccines are administered by the end of each week. Please note, the phases are determined by the Governor, and are subject to change based upon State guidance.
Phase 1A
Phase 1A includes all licensed healthcare providers, correctional officers, law enforcement agencies, and frontline judiciary staff. The Health Department estimates there are up to 15,000 people in this group. Healthcare providers can register here.
We are currently scheduling appointments and vaccinating those in this phase.
Phase 1B
The Health Department estimates there are up to 55,000 people under this phase, and we are currently scheduling appointments and vaccinating those in this phase.
Ages 75+: Residents who are 75-years-old and older are now able to receive the vaccine. In order to receive an appointment, please register online or by calling (410) 313-6284.
Educators/Childcare providers: Any adult licensed childcare providers and non-public K-12 school educators who live and/or work in Howard County are able to register for their vaccine. HCPSS employees should NOT complete this survey. HCPSS will coordinate vaccinations for their K-12 educators and staff, and educators will be contacted by their administrators.
Continuity of Government: Local government agencies will coordinate with the Health Department as dosages become available. Federal Law Enforcement should coordinate with the Maryland State Police. Additional state agency guidance will come from the Maryland Health Department, but those who fall under this group should contact their administrator about their vaccine.
Individuals with Developmental Disabilities: Those who fall under this category may register to receive their vaccine online or by calling (410) 313-6284. The intent of this group is to vaccinate persons with significant disabilities requiring support to live outside a congregant facility. Please note that a letter from a medical provider may be requested at the time of appointment to verify the person’s diagnosis.
Phase 1C
We are currently pre-registering those who fall under this phase, and the Health Department estimates there are approximately 100,000 people in this phase.
Residents ages 65-74: Some residents under this group will be vaccinated as supply allows. Proof of residence in Howard County will be required to receive the vaccination.
All other groups under phase 1C can register here. This phase includes:
- Essential healthcare workers not in 1A
- Critical manufacturing workers
- U.S. Postal Service and mass public transit workers
- Veterinarian and support staff
- Clergy/other essential staff for houses of worship
- Food/agriculture production workers
- Grocery store and food bank workers
- Certain Immunocompromised individuals (the Maryland Department of Health provides specific definitions and categories for this group. Please refer to Covidvax.maryland.gov)
Phase 2
We are currently pre-registering those who fall under this phase. Completing this survey DOES NOT pre-register you for a vaccination clinic. This survey provides the Health Department with your information so that once vaccination clinics are available for this group, we can contact you. This phase includes:
- Residents 16-64 years old with medical conditions
- Critical utility workers
- Transportation and logistic workers
- Food service workers
Phase 3
We are currently pre-registering those who fall under this phase. Completing this survey DOES NOT pre-register you for a vaccination clinic. This survey provides the Health Department with your information so that once vaccination clinics are available for this group, we can contact you. This phase includes the general population, which is other Howard County residents or workers ages 16-64 years old, including healthy workers.

COVID-19 Vaccine Townhall
Howard County is working around the clock to get vaccine administered as quickly and efficiently as possible. We know that there are many questions and concerns and invite you to join us for our COVID-19 Vaccine Telephone Townhall TONIGHT, Monday, February 8th, at 6:00 p.m.

HCC Vaccination Clinic
The HCC vaccination clinic is now open and will be able to administer 1,500 doses per day, depending on supply from the State. The vaccinations will take place in the gymnasium of the Athletics and Fitness Center on campus and appointments are required. There is no need to arrive early, as this can cause long lines to form. Please arrive no more than 10 minutes early for your scheduled appointment.
We have conducted a thorough debrief with the Health Department and together we are deploying additional staff to assist with changes to the operation at HCC. We are operationalizing the following changes for the clinic:
Address Wait Times - Please arrive no more than 10 minutes early for your scheduled appointment.
Traffic and Directional Management - There will be increased traffic flow to manage higher volumes of cars. More staff will be outside for better direction and signage will be clearer.
Mobile Vaccinations - Mobility issues for the elderly will be taken into consideration and there will be an increased ability for individuals to be vaccinated in their cars.
Other Amenities - Porta-potties will be available on-site and there will be more wheel chairs available.

In addition to vaccination clinics administered by the Howard County Health Department, residents may visit one of the two State Mass Vaccination Clinics to receive a vaccine. Currently, the State is administering those in Phases 1A, 1B, and 1C, and appointments are required.

Reaching our Older Adults
The Office on Aging and Independence (OAI) is working to increase vaccine communications with phone calls, online information, signage and flyers posted throughout 55+ communities, senior residences or apartment buildings, assisted living facilities, healthcare providers and commercial areas, through traditional mail, and even through COVID-safe in-person direct community engagement.
Bilingual staff is available to assist those with limited English proficiency who may need support signing up for vaccination or to answer questions. Translated documents are available on the Department of Community Resources and Services website in Korean, Chinese, Hindi, and Spanish, and there are resources available to assist those who are visually or hearing impaired.

HoCo RISE Business Grants - Round III
Over the past 11 months, we’ve seen our business community adapt, shift on a dime, and work through the challenges of this pandemic. But amid nearly a year of uncertainty, and an unpredictable future, our business community has been through the wringer.
Since July, we have provided more than $13.5 million in CARES Act Funding to our restaurants, small-retailers, farms, hotels, live venues, and childcare providers - but we’re not stopping there. Last week, we announced more than $5 million in additional grants to support our small businesses, hotels, and restaurants.
Grants for small businesses and restaurants are targeted towards those who have not received a HoCo RISE grant before. The deadline to apply is 11:59 p.m. on February 26th. Learn more about these grants and apply here.

Howard County Receives AAA Bond Rating
The past year has been filled with uncertainty and unknowns, especially when it comes to the financial impacts of the COVID-19 pandemic. I'm so proud to announce that for the 24th consecutive year in a row, Howard County received an AAA Credit Rating from all three bond rating agencies which affirms the fiscal stewardship and responsibility Howard County has demonstrated throughout the past year.
Among more than 3,100 counties in the nation, Howard County is one of 49 counties to receive a AAA rating from all three agencies. This rating also ultimately saves our residents money, and I especially appreciate the trust and investment of our taxpayers.
I want to thank and acknowledge our entire finance and budget teams for their guidance throughout this process. As we set our sights on our economic road to recovery, our County’s fiscal practices remain healthy, flexible, and sound. Read more here.

Public Facilities and Spaces Commission
The current landscape of our country demands that we address and confront the ugly truths of our past and present, and that includes ensuring the namesakes of our facilities and spaces reflect today’s values. This commission is vital to review and contextualize the relevant history surrounding the namesakes of many facilities in our county.

10,000 Distributed Meals!
Over the last year, we have seen our community come together to ensure every person has the food and resources they need to survive. I was so glad to join the Howard County Community Organizations Active in Disaster, Shannon's Irish Pub and Eatery, the Cal Ripkin Senior Foundation, and Pat Curran for their Feed Howard County food distribution program. Reaching the milestone of 10,000 meals distributed is bittersweet as we know the need increased throughout the pandemic.

Congratulations HCC !
HCC has been awarded $300,000 in grant funding from the U.S. Economic Development Administration’s (EDA) Office of Innovation and Entrepreneurship as a winner of the STEM Talent Challenge. EDA received applications from communities across the nation for this highly competitive opportunity. HCC is one of seven awardees, and the only community college in the country to be selected. The winners of this inaugural grant were announced last week by the Department of Commerce.

Energy and Utility Bill Assistance
COVID-19 has devastated many households who have lost income and are trying to make ends meet to keep the heat on, feed their families, and pay their rent. There are several programs available to assist residents with current and past due energy and utility bills.

Rental Assistance and Eviction Prevention
The longer this pandemic stretches on, the more urgent rental and eviction relief becomes. With more than 23,000 renters in the county and more than 46,000 residents who have filed for unemployment, we are doing all we can to keep people safely housed.
Beginning January 4th, residents may apply for additional housing assistance. As we continue to battle this virus, we must deliver the necessary relief and services to make sure no one falls through the cracks.

Moratorium on Evictions Extended
The moratorium on evictions and foreclosures has been extended!
President Biden has issued an executive order extending the moratorium on evictions for renters and foreclosures for homeowners with mortgages backed by Fannie Mae and Freddie Mac, which was originally set to expire at the end of this month, through March 31, 2021. This means that if you have a federally backed mortgage, you can’t be foreclosed on or evicted for not paying.

Where to Get Tested
Please remember to get tested for COVID-19 if you think you may have been exposed. The two drive-thru COVID-19 testing locations set up in the parking lots at the Elkridge and Savage fire stations are NOT being operated by the Howard County Department of Fire and Rescue Services, but are operated by Quality First Urgent Care.
Our volunteer fire stations in Savage and Elkridge are being inundated with questions regarding testing. If you have any questions regarding testing at either location, please call the Howard County Health Department’s Coronavirus Information Line at (410) 313-6284. Recreation & Parks' three community center gymnasiums (Gary J. Arthur, North Laurel and Roger Carter) are CLOSED, EXCEPT for scheduled programs. Visitors may still access the community centers walking tracks, but by appointment only. To schedule an appointment, please contact the front desk of the community center you wish to visit. Visitors may also use the community center fitness rooms, but also by appointment only.
Additionally, Recreation & Parks’ indoor programs are limited to no more than 10 people per activity area and all outdoor sports facilities, athletic fields, playgrounds, courts and skate parks are now limited to 25 people or less.

Historic Preservation Commission Virtual Meeting
This Thursday, February 11th, our Department of Planning and Zoning’s (DPZ) Historic Preservation Commission (HPC) will be holding a VIRTUAL meeting starting at 7:00 p.m. This is a continuation of the December 3, 2020 and January 14, 2021 hearings for application HPC-20-83. On December 3rd, HPC held their monthly hearing including application HPC-20-83 – 8049, 8055, 8059, 8061 (Tiber Park) and 8069 Main Street; Vicinity of Maryland Avenue and Main Street; Vicinity of 3711 Maryland Avenue along Patapsco River, Ellicott City. This case was contested and as a result, was been continued to this Thursday. NO other applications will be on the agenda or heard on the 11th; March 4th will be the next regular HPC meeting and the deadline for new applications for this meeting is this Wednesday, February 10th.
HPC 20-83 is a “contested case” that is governed by the Howard County Administrative Procedure Act and the HPC Rules of Procedure. Thursday’s meeting will be a public hearing where the general public is invited to attend virtually and observe. Per HPC Rule of Procedure 102.B, only those parties who registered in advance of the December 3, 2020 meeting may participate in the proceedings by asking questions and/or giving testimony.

HoCo By Design
Last summer, we launched the planning process for the County’s next General Plan, HoCo By Design. This comprehensive long-range plan establishes the policies on how and where the County will develop and grow in response to evolving economic, environmental and social conditions. Thus far, our DPZ HoCo By Design team has received significant public input from county stakeholders, including residents, business owners, non-profits and others who care about the future of our county. Based on this input, our HoCo by Design team has proposed five draft general plan themes, each with a listing of important topics for further study.
- Life Outdoors – Protecting and Preserving our Natural Resources
- Quality By Design – Respecting and Prioritizing Community Character
- County in Motion – Fostering Modern Mobility Choices
- Supporting Economic Prosperity – Creating Opportunities for Business to Innovate and Thrive
- Dynamic Neighborhoods – Maintaining and Supporting Vibrant Living
These key themes are the issues that HoCo By Design will seek to address over the next 20 years.

Police Department
Public's Help Needed - Reward Increased
The Howard County Police Department (HCPD) is asking for the public's help to identify a suspect vehicle captured on surveillance video at the time of the July 31, 2020 shooting in Columbia, that resulted in the death of a pregnant woman and her baby. Rabiah Ahmad, 30, was 28 weeks pregnant when she was shot while inside a residence in the 6600 block of Dovecote Drive. She later died at the hospital and while doctors delivered her baby girl, Ahja, she sadly died too on August 5th.
HCPD responded that night to the Dovecote address, where numerous people reside, for a report of several gunshots. HCPD discovered that multiple bullets had been fired into the house from the outside and that Ahmad, who had recently moved to Maryland and had been staying at the residence for the last few months, was struck once; no one else was injured. Detectives do not believe that Ahmad was targeted and are still working to determine the motive in the shooting.
Through investigation since the shooting, HCPD detectives believe the unknown suspect(s) arrived and left the scene in an older-model white sedan. The video shows the vehicle traveling along the 8000 block of Harriet Tubman Lane shortly after the shooting.

Virtual Public Meeting
REMINDER: Our Department of Public Works (DPW) will be holding a virtual public meeting tomorrow, February 9th starting at 7:00 p.m., to present plans for a stormwater pond retrofit project (Capital Project D-1177) in the vicinity of 10000 Junction Drive in Savage. To improve the stormwater management pond, DPW’s Stormwater Management Division plans to install a new concrete principal spillway pipe and riser structure, as well as a clay core and filter diaphragm in the pond embankment. In addition, storm drain inflows will be realigned and riprap will be placed along the inflows to reduce erosion and the outfall to reduce erosive velocities. This project is expected to begin in August 2021.
The informal meeting will include an overview of the design followed by an open discussion. County staff and the project’s design consultant, Century Engineering, will be on hand to answer any questions and gather public comments. Sports & Outdoor Camp Guide
Online registration for our Department of Recreation & Parks’ 2021 Summer Sports & Outdoor Camps guide is NOW open for Howard County residents. This year’s summer camp guide has been split into two. In this first guide, residents will find outdoor camps, sports camps and select online camps, ranging from adventure and outdoor, nature and history and archaeology to numerous sports programs. Parents and prospective campers can choose from full- or half-day camp options or bring the fun home with Recreation & Parks’ exciting take-home kits and online camps. Recreation & Parks will send out a second summer camp guide later this year focused on indoor camps.

Every year, we update our Howard County list of transportation priorities for the Maryland Department of Transportation (MDOT)'s Consolidated Transportation Program (CTP), a six-year capital budget for State transportation projects. The CTP includes capital projects that are generally new, expanded or significantly improved facility or service that may involve planning, environmental studies, design, right-of-way acquisition, construction or the purchase of essential equipment related to the facility or service.
Our Priority Letter is developed yearly based on input from the public and County Government staff, as well as elected and appointed officials like myself. Larger projects included in our Priority Letter will also receive a score from the State’s Chapter 30 Scoring System. This system evaluates large projects, generally forecasted to $5 million or more, that will add either road capacity or new transit lines. Once MDOT receives the County’s letter and scores, it will evaluate all and use the information to update its CTP.

HCC Social Sciences To Host Lecture Series about American politics, sex and gender, culture, Fourth Amendment of the U.S. Constitution and de-escalation techniques in policing
Howard Community College (HCC) will host a series of virtual lectures showcasing social sciences faculty on Tuesdays at 6 p.m. during the months of February and March. Faculty will speak on their areas of expertise, covering such timely topics as American politics, sex and gender, culture, the Fourth Amendment, and de-escalation techniques in policing. Each lecture includes time for questions from participants. Free and open to the public, participants are asked to RSVP at howardcc.edu/lectureseries or by emailing foundation@howardcc.edu. Author Nana Kwame Adjei-Brenyah to Deliver Keynote at HCC’s Inaugural Bauder Lecture
HCC announced that Nana Kwame Adjei-Brenyah, the New York Times bestselling author of “Friday Black,” will deliver the keynote at the inaugural Bauder Lecture. Adjei-Brenyah will participate in the virtual event on March 4, 2021, at 12 p.m., which also will include a conversation with Washington, DC-based writer Tope Folarin.
