CDC Updates Revised Guidance for COVID-19 Testing |
The Centers for Disease Control and Prevention updated its previously revised guidance for coronavirus testing on Friday to say that testing asymptomatic people who were exposed to COVID-19 is recommended for treatment and contact tracing.

Addressing Declines in Well Child Visits Due to COVID-19 |
The Health Resources Services Administration (HRSA) is looking to address the decline in Childhood Immunizations and well child visits due to COVID-19. Health centers are encouraged to use appointment reminders, phone calls, social media, letters, their websites, text messaging, and any other resource available to message their patients.
Data from the CDC show that fewer children are receiving timely immunizations this year compared to last year. Declines in vaccination coverage can leave young children and communities vulnerable to otherwise preventable diseases like measles. To further assist, HRSA has launched a social media campaign with the hashtag #WellChildWednesdays.

Aunt Bertha: Addressing SDoH by Connecting Patients with Resources in their Community Demo Webinar |
Due to an increased interest in a social services referral platform, the WVPCA has again partnered with Aunt Bertha to bring you a live demonstration.
We invite you to join us on Tuesday, October 13th at 1:00pm, as we review the social services referral platform Aunt Bertha as a possible partner for the PCA/Health Centers. We are currently in the process of reviewing platforms that assist health centers with their social determinants efforts, specifically, community linkages. The Aunt Bertha platform was created to provide a social care network that connects people and programs — making it easy for people to find social services in their communities, for nonprofits to coordinate their efforts, and for Community Health Centers to integrate social care into the work they already do. Thousands of nonprofits and social care providers serve their communities. But for most people, navigating the system to get help has been difficult, time consuming, and frustrating. Too many patients are suffering, and they don’t need to. Aunt Bertha’s network connects people seeking help and the verified social care providers that serve them. After the demonstration, we will evaluate health center interest in the system and group purchasing options by asking you to complete a short survey.
Time will be allotted for Q&A and you may also send Emma your question beforehand to ensure they are addressed during the presentation.
Participants will learn:
1. How using Aunt Bertha to refer patients with social needs can assist with closing referral loops.
2. How resources are continuously updated in Aunt Bertha and how health centers can rely on having up-to-date referral resources.
3. How the data from social determinants of health and subsequent referrals can assist your health center with advocacy, quality improvement, PCMH, and increased patient satisfaction.
Target Audience: CEO, COO, CFO, CMO, Medical Directors, Behavioral Health Directors, Social Workers, Care Managers, Care Coordinator, Quality Directors, Nursing Directors, and any staff involved with referring patients for social services

2021 E/M Documentation Guidelines:
Prepare for the Changes Webinar
|
Please join the WVPCA and Shellie Sulzberger for our 2021 E/M Documentation Guidelines: Prepare for the Changes webinar. During this presentation we will discuss the upcoming changes, how to document E/M services and utilize your staff to help streamline processes to be more efficient related to seeing the patient and documenting. Major changes to office and outpatient evaluation and management (E/M) codes will take effect Jan. 1, 2021.
Objectives of the Presentation:
- E/M changes for 2021
- Selection of new and established patient visit codes based on medical decision making (MDM) or time.
- New guidelines for using time
- Revised MDM guidelines
Targeted Audience: Physicians, Non-Physician Practitioners (NP, PA), Psychiatrist, Psych NP, or Psych PA (if they are billing E/M codes 99201-99205 and 99212-99215), Any provider that bills Evaluation and Management (E/M) codes, Coding Staff, and Billing Staff.
This event is intended only for Community Health Center Staff at no cost for participants.
To maximize participation for health center staff this training is being offered on two separate dates. You ONLY need to attend one.
After attending one of these presentations health centers will have the opportunity to have a customized Learning Lab conducted by Shellie Sulzberger.
The Learning Lab will allow providers to send the presenter examples of patient encounters to discuss what level of service would be appropriate and what elements would not be required (unless the provider needed the information for clinical or other reasons). For example, the presenter can discuss how a new patient level 4 can be obtained without documenting a complete review of systems, PFSH and complete exam if not medically indicated.
This webinar will be interactive to help the providers understand how to select the appropriate E/M level based upon the work and complexity.
There will be a separate fee for health centers for the Learning Lab and this opportunity is only available to health centers after attending one of the above webinars. Please contact the WVPCA for more details.

2020 Uniform Data System Training Registration Now Open |
Please join the WVPCA in conjunction with HRSA/BPHC as we will be hosting the 2020 UDS Virtual Training event, presented by Jillian Maccini, JSI, Inc. This four-day virtual training will cover the preparation of the 2020 Uniform Data System (UDS Report).
This training is targeted toward those who are responsible for gathering and reporting the data elements included in the UDS Report, as well as management, finance, and clinical staff who need to understand the definitions and concepts used, and those who use the data in their program management and quality improvement activities. The Uniform Data System virtual training will be made up of three live 90-minute training sessions and one live 90 minute instruction and Q&A session. Participants should plan to attend all sessions for a full and comprehensive understanding of the complete UDS report.
The annual training will be conducted virtually, via ZOOM, in a series of 4 trainings as follows (tentative agenda can be found here):
- Session 1 - 10/27/20 | 10:00 - 11:30 AM EST
- Session 2 - 10/29/20 | 10:00 - 11:30 AM EST
- Session 3 - 11/02/20 | 10:00 - 11:30 AM EST
- Session 4 - Instruction and Q&A 11/05/20 | 10:00 - 11:30 AM EST
As a large number of participants are anticipated, attendees are asked to join the ZOOM link starting at 9:45 am to ensure timely connectivity to the event.

IPHCA Announces All Virtual Leadership Conference |
The Illinois Primary Health Care Association, representing the state's 51 community health centers, announced its 2020 Annual Leadership Conference will be held online Oct. 28-30 during the coronavirus pandemic.
IPHCA is using the virtual conference to connect its attendees with an outstanding roster of speakers:
- Kareem Abdul-Jabbar, pro basketball's all-time leading scorer and Presidential Medal of Freedom Winner for his work to improve education in underserved communities
- Regina Benjamin, the 18th U.S. Surgeon General
- Maria Hinojosa, an Emmy-winning anchor and executive producer of NPR's "Latino USA"

Supreme Court ACA Overturn Could Impact 340B, Gut HRSA Enforcement |
On Nov. 10, the Supreme Court is scheduled to hear arguments over whether Congress, in scuttling the Affordable Care Act's (ACA) individual mandate to buy health insurance, rendered the entire health care reform law unconstitutional. The ACA extended 340B eligibility to rural and free-standing cancer hospitals.
It also told the U.S. Health and Human Services (HHS) secretary to recertify providers' 340B eligibility annually, develop guidance on avoiding duplicate 340B discounts and Medicaid rebates, create a 340B ceiling price database, impose fines on drug manufacturers and providers for 340B program violations, develop a formal 340B dispute resolution process and conduct selective audits of drug manufacturers for 340B program compliance.
The ACA also required a Government Accountability Office study of 340B that led to 340B covered entity audits. It also said the newly eligible 340B hospitals could not get 340B pricing on orphan drugs. All the health care reform law's 340B provisions would be wiped out if the Supreme Court strikes down the entire law. Ruth Bader Ginsburg's replacement with a conservative justice by Nov. 10 could increase the odds that the court will declare all of the ACA unconstitutional.

- Students must be U.S. citizens or nationals and enrolled or accepted in an eligible medical (MD or DO), dental (DDS or DMD), NP or CNM degree program at a U.S. accredited school.
- Installments are paid to students annually in a lump sum which, when applied to qualified health professional student loans, can significantly lower the overall debt by reducing accrued loan interest amounts.
- NHSC S2S LRP award recipients are eligible to continue service through the NHSC Loan Repayment Program, and could potentially pay off all of their educational debt with continued service at an approved NHSC site.

2020 Center for ActiveWV Mini-Grant Program |
Announcing the launch of the application for the second year of mini-grant funding to increase physical activity in West Virginia. The Center for ActiveWV, at West Virginia University College of Physical Activity and Sport Sciences, through a partnership with West Virginia Health Promotion and Chronic Disease, is funding projects statewide to increase physical activity. These one-time mini-grants range from $1000-$5000.
Successful mini-grant applications will propose a plan to improve the health of communities in West Virginia through increased opportunities for physical activity in the following areas:
- Increase physical activity opportunities for children throughout the school day and beyond
- Increase and/or improve pedestrian and bike infrastructure within West Virginia
- Implement programming and/or create opportunities for physical activity through clinical practice and community outreach
Projects should include changes or improvements to policies, systems, or environments, and have a plan for sustainability. Additionally, assuming that there will be continued restrictions and impacts due to COVID-19, projects must be feasible and include a plan to successful complete the project with current restrictions and plans for possible shutdowns.
Upon completing this pre-application survey, the Project Coordinator will contact applicants to discuss their project and give the grant guidelines and a link for the full application, if approved. The full application closes on October 16, 2020, at 11:59 pm.
