The Atwater Village Neighborhood Council (AVNC) supports the construction of a “living wall” sound and pollution barrier which we'd like built between the Northbound section of I5 Freeway and the Los Angeles River. A “living wall” serves the same purpose as a concrete cinder block sound
wall but is superior because it's cheaper, greener, and more visually attractive.
