Aging Division iPad Program and ERAP-HSS Tablet Service
The Aging Division has been actively engaging older adults throughout the pandemic with their drive on technology and virtual socialization activities. They have found their efforts successful and welcomed by older adults.
The connection with Telehealth is that the more devices in the hands of older adults, the more older adults will become comfortable with low-risk activities via socialization in virtual senior centers. This leads to the potentiality that they will be more likely to apply this technology to telehealth. It is a transition period, and requires patience and dedicated support.
With the Senior iPad Program, the Aging Division's link with Teltex enables three years of device support via phone, email and online videos. There is no worry about whether they will forget basic hardware actions, or more complex tasks because the dedicated support team is always there. These iPads are on permanent lease and are meant to be returned back to the Aging Division when no longer used or wanted.

HHS Issues New Guidance for Health Care Providers on Civil Rights Protections for
People with Disabilities
The Department of Health & Human Services (HHS) has recently issued guidance to health care providers on civil rights protections for people with disabilities. The guidance, issued by HHS’ Office for Civil Rights, makes clear that in light of the continuing public health emergency, when resources can be scarce, it is vital that individuals with disabilities are not prevented from receiving needed health care benefits and services as this violates federal civil rights laws.

No Surprise Act has Disclosure Requirement Implications for Telemedicine Providers
The first rule, “Requirements Related to Surprise Billing, Part I” restricts “surprise billing” for patients in job-based and individual health plans who get emergency care, non-emergency care from out-of-network providers at in-network facilities, and air ambulance services from out-of-network providers. The restriction limits out-of-network physicians to in-network rates, meaning physicians can no longer “balance bill” the patient for the difference between what the provider normally charges and what the insurer will cover. Because Part I incorporates telemedicine into the definition of a ‘visit’, certain new disclosure notices will apply to telemedicine providers moving forward.
The second interim final rule (Part II), provides a dispute resolution process, good-faith estimates of medical items or services for uninsured (or self-pay) individuals and an appeal process. Provider groups have sued the Department of Health and Human Services over the dispute-resolution process part of the rule, which providers argue will give insurers unfair leverage and is contrary to the intent of the initial legislation.
