Provider Relief Fund Phase 4 Payments To Be Released Soon

The U.S. Department of Health and Human Services (HHS), through the Health Resources and Services Administration (HRSA), announced the distribution of approximately $9 billion in Provider Relief Fund (PRF) Phase 4 payments to health care providers, including physicians, who have experienced revenue losses and expenses related to the COVID-19 pandemic. This includes nearly 1000 providers and institutions in Connecticut totaling over $138 million.

The average payment announced yesterday for small providers is $58,000, for medium providers is $289,000, and for large providers is $1.7 million. More than 69,000 providers in all 50 states, Washington, D.C., and eight territories will receive Phase 4 payments. Payments began to be released last week.

The PRF Phase 4 payments, in addition to the $8.5 billion in American Rescue Plan (ARP) Rural payments to providers and suppliers who serve rural Medicaid, Children’s Health Insurance Program (CHIP), and Medicare beneficiaries, are part of the $25.5 billion the Biden-Harris Administration released to health care providers to recruit and retain staff, purchase masks and other supplies, modernize facilities, or other activities needed to respond to COVID-19. HHS is reimbursing smaller practices at a higher percentage of their revenue losses and expenses due to COVID-19, as well as using Medicare reimbursement rates to calculate payments for practices that care for Medicare, Medicaid, and CHIP patients.

Keep in mind that funds received over $10,000 in the aggregate during a PRF reporting period will trigger a reporting requirement through the Provider Relief Fund Reporting Portal. Additional information on PRF reporting and auditing can be found here.

Medicare FFS Claims: 2% Payment Adjustment (Sequestration) Changes

The Protecting Medicare and American Farmers from Sequester Cuts Act impacts payments for all Medicare Fee-for-Service (FFS) claims:
  • No payment adjustment through March 31, 2022
  • 1% payment adjustment April 1 – June 30, 2022
  • 2% payment adjustment beginning July 1, 2022

CMS Enterprise Portal Ending Support for Internet Explorer

On January 9, 2022, the CMS Enterprise Portal will disable access to their login page for Internet Explorer browsers. This impacts PECOS AI and PECOS Data Mart users. All users will need to use the latest version of either Google Chrome, Microsoft Edge (Chromium), Apple Safari, or Mozilla Firefox. 
Appeals court revives administration’s COVID-19 vaccine mandate for health care workers in 26 states

Reuters (12/15, Hals) reports the U.S. Court of Appeals for the Fifth Circuit “on Wednesday revived in 26 U.S. states a COVID-19 mandate issued by President Joe Biden’s administration requiring millions of health care workers to get vaccinated if they work in facilities that receive federal dollars.” The three-judge panel “ruled that a lower court had the authority to block the mandate in only the 14 states that had sued and was wrong to impose a nationwide injunction.”
