Marking the need for better awareness and access to care, President Biden, as well as Governor Murphy each issued proclamations for Mental Health Awareness this May. In President Biden's words to the nation, he calls for a unified effort to support better mental health in our communities, and notes the upcoming change expected in July of a 3-digit, 988 National Suicide Prevention Hotline.
Governor Murphy used his proclamation to address the growing trends of co-occurring mental health and substance use and also the increase of needs in light of the pandemic. Our thanks to NJAMHAA for helping with the local state perspective.

Stockton Poll: N.J. Residents See Rise
in Mental Health Issues Since Pandemic

The statewide poll of 640 New Jersey respondents found 58% reporting that they or someone close to them has experienced mental health issues, while 39% said they have not and 2% were unsure. Of those saying they had experienced problems, 68% said that mental health had gotten worse during the two-year-old pandemic. Only 7% said the problems had improved, and 20% said they had not changed during the pandemic, according to the poll taken by the William J. Hughes Center for Public Policy at Stockton University. Murphy Administration Announces New Investments in Flood Protection With Blue Acres Buyout Program
|
|
$50 Million Expansion of Blue Acres Buyout Program For Ida-Impacted Communities
and $10 Million in Community Stormwater Assistance
LAMBERTVILLE – On a residential block in Lambertville where Tropical Storm Ida’s flood waters swept two houses into Swan Creek, Governor Phil Murphy announced new investments in flood protection for New Jersey communities, including a $50 million investment in the Blue Acres homeowner buyout program for Ida-impacted communities, and $10 million in community stormwater assistance grants. These new investments build on Governor Murphy’s commitment to building a stronger, fairer, and more affordable New Jersey that is resilient to the impacts of climate change and extreme weather, like the flooding caused by the remnants of Tropical Storm Ida.
The $50 million in new funding for the Blue Acres Buyout Program consists of $40 million FEMA COVID-19 Hazard Mitigation Grant Program (HMGP) funds and $10 million in FEMA “Swift Current” funds. HMGP funds can be used for flood or other general hazard mitigation projects that align with the State’s Hazard Mitigation Plan. FEMA Swift Current Program funds were dedicated specifically to New Jersey for home buyouts and elevations for structures with a National Flood Insurance Program policy that meet severe repetitive loss, repetitive loss, or substantially damaged requirements.
While the $50 million investment in Blue Acres buyouts is a substantial step in Ida recovery, there is no one single measure that will protect a community from extreme weather and worsening flooding. In recognition of the need for a comprehensive approach, the Murphy Administration is investing in a network of solutions that, together, will ensure the resilience of our communities and economies in the face of a changing climate, including:

Resilience Planning & Buyouts.

Modernizing Flood Hazard Standards.

Improving Stormwater Management.

NJHMFA Update: Temporary Relief for Tax Credit Projects
|
|
Attention Developers:
As a result of the Presidential declaration of a major disaster for the State of New Jersey (FEMA-4488-DR, COVID-19 pandemic), NJHMFA (“Agency”) is permitted to grant temporary relief from certain requirements of §42 of the Internal Revenue Code to affected owners.
In this Section IV, “original deadline” means the deadline without regard to any extension under Notice 2020-23, Notice 2020-53, or Notice 2021-12 (as clarified by Notice 2021-17).
THE 10-PERCENT TEST FOR CARRYOVER ALLOCATIONS:
-
If the original deadline for an Owner of a building with a carryover allocation to meet the 10-percent test is on or after April 1, 2020, and on or before December 31, 2020, the deadline is extended to the original deadline plus two years.

If the original deadline is on or after January 1, 2021, and before December 31, 2022, the deadline is extended to December 31, 2022.
The relief granted in this bulletin is subject to any superseding guidance issued by the Department of the Treasury or the Internal Revenue Service.

Revamping Allocation Process
for NJ's Affordable Housing
|

During the recent DCA Budget hearing State Senator Paul Sarlo, Chair of the Budget and Appropriations Committee, raised the issue of revisiting the processes of New Jersey's affordable housing plans formerly run by the defunct affordable Council on Affordable Housing. The potential changes in the process would affect how many affordable units each municipality needs to plan for and where they should be built to comply with the state Supreme Court’s Mount Laurel doctrine.
"As we look to the possibility of new and improved processes in the development of affordable housing in New Jersey, it is vital for the advocate community to be part of this process to ensure fair and equitable changes," said Diane Riley, SHA-NJ Executive Director. Housing advocates are sure to be watching for updates to support communities maintaining their responsibility for developing enough affordable housing. (NJ Spotlight, May 3, 2022)

NJ Transit Disability Survey
|
|
Presently, our state legislation calls for plans to "promote the ability of persons diagnosed with autism spectrum disorder and persons with intellectual and developmental disabilities to travel independently."
There are two legislative bipartisan bills.
"The (S-147) legislative bill that would require the state Transportation Department to draft an accessibility plan whenever streets, highways or transportation projects are being designed or maintained."
"The S-146 legislative bill that would establish a state Transportation Research Bureau that would award contracts to colleges and universities to study mobility needs of people with "physical, sensory, intellectual, and developmental disabilities."

NLIHC Launches New IDEAS Webpage
|
|
The National Low Income Housing Coalition announced the launch of the Inclusion, Diversity, Equity, Anti-racism, and Systems-thinking (IDEAS) webpage, with resources, research, videos, and more. Their IDEAS initiative ensures that NLIHC’s organizational commitment to equity shapes every area of operations. The initiative also provides tools and tactics to help partner organizations incorporate IDEAS into all aspects of their work.
The new webpage highlights NLIHC’s policy, research, and advocacy work to advance racial equity and inclusion in federal housing policy. In addition, the webpage provides historical context for understanding the housing disparities we see today; helps advocates better understand the interconnected, dynamic, and adaptive nature of systems; and provides tools to help advocates advance anti-racist policies and redress the impacts of decades of intentionally racist housing and transportation policies.
In addition to highlighting NLIHC’s IDEAS work, the website will offer a place for advocates to review and monitor the equity action plans recently issued by the U.S. Department of Housing and Urban Development (HUD), the U.S. Interagency Council on Homelessness (USICH), and the U.S. Department of Agriculture (USDA).

New Jersey Partners in Policymaking '22-'23 Program

Deadline: June 30, 2022
New Jersey Partners in Policymaking is a leadership development and advocacy education program for adults with developmental disabilities (over age 21) and family members of young children and transition age youth available through collaboration between The New Jersey Council on Developmental Disabilities, The Boggs Center on Developmental Disabilities, and Disability Rights New Jersey. The goal of this program is to prepare the next generation of disability advocates to work toward meaningful change in our state.
The COVID-19 pandemic continues to bring some uncertainty. The 2022-2023 Partners in Policymaking sessions are currently scheduled to take place using a hybrid model which combines in-person and virtual learning. A fully virtual option for those that are immunocompromised or have an immunocompromised family member that prevents in-person participation will be made available.
New Jersey Partners in Policymaking is committed to building a diverse group of participants that is reflective of the needs, geography, and cultural and ethnic backgrounds of New Jersey. The Partners program is now accepting applications from people with developmental disabilities and family members for the class of 2022-2023.
Applications must be received by June 30, 2022. Applicants will be notified of acceptance by July 31, 2022. Visit the NJ Partners in Policymaking page on The Boggs Center's website for additional information.
