Long COVID under 504 and the IDEA
The Department’s Office of Civil Rights and OSERS issued a new resource: Long COVID under Section 504 and the IDEA: A Resource to Support Children, Students, Educators, Schools, Service Providers, and Families. and clarifies that, for young children and students, long COVID can be a disability that gives rise to Individuals with Disabilities Education Act (IDEA) eligibility and may also be a disability under Section 504 of the Rehabilitation Act and the ADA.

The resource from OCR and OSERS builds on guidance issued by the Departments of Justice and Health and Human Services concerning how long COVID can be a disability under Titles II (state and local government) and III (public accommodations) of ADA, Section 504 of the Rehabilitation Act, and Section 1557 of the Patient Protection and Affordable Care Act. Each of these federal laws protects people with disabilities from discrimination.

More about the Department’s work to support all students—including students with disabilities—as our nation continues to grapple with the impacts of COVID-19 is contained in the announcement below and the recent OSERS blog post.

Mental Health amid returning Back to School
Dive deeper with this article published by Gail Belesky at understood.org

People who learn and think differently are more likely to have anxiety than other people. This series of articles from understood.org includes an anxiety log that parents can download and use to take notes on when their child gets anxious. The anxiety log is also available in Spanish.

Looking for Basic Resources on Mental Health?
(Lots of connections to materials in Spanish)
Updated in 2021, this page offers you a quick connect to resources of all kinds: what to do and where to turn in a mental health crisis, a fact sheet on emotional disturbances, centers of expertise to be sure to visit, where to find mental health services, and organizations dedicated to specific mental disabilities.
(Also available in Spanish: Ataques de pánico y cómo tratarlos)
A real panic attack is when you experience sudden, intense physical symptoms — racing heart, sweating, shaking, dizziness, shortness of breath, nausea — and you interpret them to mean something is terribly wrong. People often believe they’re dying. Read more at the Child Mind Institute.
Special Education Stakeholder Feedback Needed!
megaphone_icon_vector.jpg
As someone with interest in the education of students, particularly students with disabilities, your feedback is needed. All states are required by the Individuals with Disabilities Education Act (IDEA) to have special education performance indicators that become part of the State Performance Plan/Annual Performance (SPP/APR) Report. There are seventeen different indicators that the Missouri Department of Elementary and Secondary Education uses in setting annual targets and offering ideas to improve outcomes for students with disabilities. Your feedback is needed, and your voice can contribute to setting targets and provide suggestions based on your lived experiences.
Here’s how to have your voice be heard:

Go to the MO DESE SPP/APR Stakeholder Information page HERE

Review each indicator, expanding the view by changing the “ꓦ” to “ꓥ” or clicking on the underlined Indicator Number and Title. You will see the indicator description, view a brief video, examine the presentation with notes, and participate in the survey for the specific indicator.
View the program overview video:
There is a separate program overview and survey for each of the indicators or indicator pairs. Click on the links below to view the videos and participate in the surveys.
