A Message from John Zeanah, Director
The Division of Planning and Development (DPD) is pleased to announce the release of the Smart Memphis Plan, a guide for how city government can advance use of technology, analysis of data, and deployment of fiber over the next five years to help improve economic opportunity and quality of life for Memphis residents and businesses. This plan is a product of collaboration between DPD, the City’s Office of Performance Management (OPM), Information Technology Division (ITD), and multiple partner divisions and agencies.

The Smart Memphis Plan is informed by and builds on the work of the Memphis 3.0 Comprehensive Plan-- the foundational planning document articulating the City’s vision of how to grow smarter, to “build up, not out”-- and a culmination of work to advance data-driven governance led by Memphis Mayor Jim Strickland.

DPD and City of Memphis Engineering
introduce next phase of the Develop901 Citizen Portal
DPD and the City of Memphis Division of Engineering are pleased to announce the next phase in making the building and development process easier. Beginning this month, customers will be able to submit their development applications for engineering review through the Develop 901 Citizen Portal.

The Engineering Division is responsible for receiving, processing, and issuing permits required for construction within the public right-of-way, including streets, sidewalks, driveways, or easements.
New features include:

  • Curb Cut Permit
  • Dumpster Permit
  • Fiber Optic and Underground Cable Permit
  • Floodplain Development Permit
  • Loading Zone Permit

Residents in neighborhoods throughout the city are invited to share input on implementation of the Memphis 3.0 Comprehensive Plan. Small Area Planning workshops will bring the community together to prepare an action plan for the area to leverage funding through the Accelerate Memphis program, a $200 million City initiative to invest in communities to achieve the Memphis 3.0 Plan's vision for an inclusive, connected, and equitable Memphis according to each neighborhood's unique character and challenges.

The Division of Planning and Development has a new process through which zoning letters are reviewed and processed. You can now file online through the Division’s homepage (see link below), or file in person with the Service Counter on the fourth floor of City Hall. https://www.develop901.com/
Announcements
The Memphis 3.0 Comprehensive Plan is now officially in circulation at the Memphis Public Library. Two (2) copies of the Plan are currently available at each library location for public viewing. A digital copy of the Plan can be found on the Memphis 3.0 website.
