Mid-Year Legislative Update

Nearly 3,000 Bills Introduced

Last Thursday both Houses of the Legislature adjourned for Summer Recess giving a short lull in the action until they reconvene on August 14 for one final month of activity. Your advocates in Sacramento work hard to assess all bills introduced, identify those that have an impact on your business, and take action to influence the direction of these bills. It is a daunting task, as illustrated by the numbers:

  • 2,995 - number of bills introduced by the Legislature in 2023. All bills are read and assessed by staff/members.
  • 444 - bills have been deemed to have an impact on members and are tracked.
  • 160 - tracked measures are still alive.
  • 20 - bills that remain alive and on the high priority list will require some action in the final month of session.

Commercial Developers Adjust to Solar Mandates

Effective January 1st, commercial buildings are required to be equipped with solar panels and battery storage.

Employment Law Refresher: Lactation Accommodation

In 2019, the governor signed Senate Bill 142 (Weiner; D- San Francisco) into law, which took effect on January 1, 2020. Under SB 142, employers in California are obligated to provide a private lactation space, other than a bathroom, that must be in close proximity to the employee’s workspace, is shielded from view and is free from intrusion while the employee is using the space. Every employer must provide a reasonable amount of break time to accommodate an employee desiring to express breast milk for the employee's infant child each time it is needed.
