2022 Primary Election / Candidate Filing Period
ATTENTION PRECINCT CHAIRS 1st Filing Period for PRECINCT CHAIRS ENDS TODAY, WED. DECEMBER 1, 2021

As outlined in Advisory 2021-12 - Precinct Chair Elections and Candidate Filings for 2022, the office of precinct chair will have a split filing period in accordance with Section 172.023 of the Texas Election Code and SB 13. The first day to file as precinct chair was September 14, 2021 and will end on December 1, 2021.

*As a result of redistricting PRECINCT NUMBERS and/or BOUNDARIES will change. If your precinct number changes or you no longer live in your current precinct after redistricting of El Paso precinct numbers and boundaries concludes, your application to get on the ballot will be rejected and will need to be filed again.

2nd FILING PERIOD FOR PRECINCT CHAIRS STARTS Saturday, January 15, 2022 through 6:00 pm on February 12, 2022.  
Any precinct chair applications that are received between December 2, 2022 and January 14, 2022 must be rejected. The County and Precinct Chair Candidate Filing system will re-open on January 15, 2022 for County Chairs to enter precinct chair candidate information.

*Precinct Chair elections will occur on the 2022 Primary Runoff election date. That runoff is tentatively scheduled for May 24, 2022.

Precinct Chairs will be elected by a plurality vote, meaning there will be no runoffs for Precinct Chair. Whomever receives the most votes on the Primary Runoff ballot will be elected Precinct Chair.

Candidates can file at the El Paso County Democratic Party Headquarters @ 1401 Montana Suite E.

HQ's HOURS

  • December 1st: 7 AM - 6 PM - Last Day to File for 1st filing period for Precinct Chairs - The second filing period will open at a later date in 2022. We will send out an advisory with those dates/deadlines when they are available. 

  • December 2nd - 3rd: 9 AM - 6 PM
  • Saturday Dec. 4th: 10 AM - 2 PM

  • December 6th - 10th: 9 AM - 6 PM
  • Saturday Dec. 11th: 10 AM - 6 PM

  • December 13th: 7 AM - 6 PM - Last Day to File for All Public Offices & County Chair

Candidate Filing Period

The candidate filing period for public office and for the office of county chair begins on November 13. The dates are provided below.  

  1. All Public Offices: November 13, 2021 - December 13, 2021 at 6:00 PM.  
  2. County Chair: November 13, 2021 - December 13, 2021 at 6:00 PM.  
  3. Precinct Chair: September 14, 2021 - December 1, 2021 at 11:59 PM (initial filing period). The second filing period will open Saturday January 15 - Saturday February 12, 2022.

  • Monday, January 31, 2022 - Last day to register to vote.

  • Monday, February 14, 2022 - First day of Early Voting by personal appearance.

  • Friday, February 18, 2022 - Last day to apply for Ballot by Mail. (Received, not postmarked).

  • Friday, February 25, 2022 - Last day of Early Voting by personal appearance.

  • Tuesday, March 1, 2022 - ELECTION DAY - Last day to receive Ballot by Mail.

  • Election Day at 7:00 p.m. if carrier envelope is not postmarked, or Thursday, March 3, 2022 (next business day after Election Day) at 5:00 p.m. if carrier envelope is postmarked by 7:00 p.m. at the location of the election on Election Day (unless overseas or military voter deadlines apply). *First business day after Texas Independence Day.

  • Tuesday, November 2, 2021 - Election Day.
Candidates In the Primary May No Longer Hold Party Office: House Bill 1987 (R-2021)

There’s also been a change to the law we wanted to make you all aware of: If you are running for or serving in Federal, State or County Office, you can no longer also serve in the following Party Official positions upon filing for office during the primary filing period:

  • SDEC Statutory Member, 
  • State Party Chair, 
  • State Party Vice Chair, 
  • County Chair, 
  • or Precinct Chair.

If you are running for elected office at the Federal, State, or County level, your filing for serving in Federal, State or County Office will vacate your position as SDEC Statutory Member, State Party Chair, State Party Vice Chair, County Chair, or Precinct Chair and the State Party and/or County Party will proceed with any appropriate steps to fill it. This change is a result of HB 1987 from the 2021 Regular Session and can be found in Texas Election Code Sec. 161.005.
 

Note: This does not apply to Non-Partisan offices (Municipal, School Board, Community College Board, Special Districts (MUDs, WUDs, ESDs, etc.)

Applying for Federal Financial Aid to help pay for college or career school can feel overwhelming, that’s why my office is hosting a virtual workshop on Federal Financial Aid for the 2022-2023 academic school year tomorrow, December 1 at 5:30 p.m. MT.

Representatives from El Paso Community College and The University of Texas at El Paso will be joining members of my team to discuss the financial aid options El Paso students may be eligible for from the federal government and other sources, why federal student loans are generally preferable to private loans, and how to complete the Free Application for Federal Student Aid (FAFSA).

This virtual information session is free, open to the public, and Spanish-language translation will be provided through Zoom.
