Board of Education Meeting
January Highlights

Below are highlights of items discussed during the open session of the Wednesday, January 19 Board of Education meeting. The full agenda with document links is available on the district website, or you can view the full highlights here

The next regular session meeting is scheduled for Wednesday, February 16, at 6:00 p.m. in the Hallsville Primary School cafeteria. When available, an agenda can be found here.

RECOGNITIONS
Mr. Downs opened recognitions by focusing on the district’s faculty and staff. He implored the audience to show appreciation and support for all that the teachers and staff are doing during this time. The last few weeks have been especially difficult with student and staff illnesses, in-seat learning, and learning from home. In addition, the lack of substitute teachers and staff has resulted in bus drivers driving multiple routes, maintenance working past their scheduled hours to clean, teachers covering multiple classes on their plan time, and principals teaching classes.

CITIZENS COMMUNICATION
Katie Stockamp, Sam Sudbrock, Leigh Pemberton, and Vanessa Plummer spoke in regard to a four-day school week. Yuliya Manad spoke in regard to COVID-19 measures.

SCHOOL CLIMATE
The district administers perceptual surveys on school climate to students at specific grade levels, their parents, faculty, and staff each year. Summary results are available here and the full summary results are available under item E here. Climate survey data are analyzed on an annual basis and used by administrators and faculty teams to set building and district improvement goals.

FAMILY DEVICE PROTECTION
At their December meeting, the Board of Education elected to offer a device protection option for interested families for when the district moves to one-to-one for student devices. This month, the board approved the compensation agreement with Gallagher. Information regarding device protection for families can be found here

TEACHER RECRUITMENT EFFORTS
Hallsville High School is hosting several student teachers this semester in social studies, fine arts, business, science, and P.E. classrooms. Hallsville Primary School is also hosting two student teachers in first grade, and one student teacher in kindergarten. Hallsville Middle and Intermediate Schools are also hosting student teachers this semester. The support our teachers can provide will help the student teachers develop the skills they need as future educators. Mrs. Thompson is also exploring creating a Future Teachers of America chapter at Hallsville to support students interested in teaching and encourage others to explore this profession.

GROW YOUR OWN GRANT
As a component of the district's efforts to recruit teachers, a Grow Your Own program is being established. The updated activities stipends include a stipend for the spring semester of 2022, as the program is beginning now. For next year, the stipend will double and will be for the entire school year. The district intends to fund the new program, including sponsor stipend, supplies, and travel costs with federal funds received through the state of Missouri's Recruitment (Grow Your Own) Grant. The district's allocation for this grant through the 2023-24 school year is $10,000 in total.

APPROVAL OF APRIL 5, 2022 BALLOT AND NOTICE OF ELECTION
The board approved the ballot and Notice of Election as presented.  On April 5, 2022, qualified voters of the Hallsville R-IV School District will vote for two candidates, each running for a three-year term, to the Hallsville Board of Education.  The candidates are Shaunna Turner, Bryan Joseph Wildenhain, Lori Wheeler, and Benjamin S. Dawson.

CALENDAR FOR 2022-2023 SCHOOL YEAR
In December, staff was asked for feedback on three draft calendars for the 2022-2023 school year. Draft calendars A, B, and C can be found here. Calendar A follows the district’s traditional five-day school week approach and calendars B and C were presented as four-day school week options. Mr. Downs presented the staff feedback from these three drafts, in addition to two alternative four-day versions, F and G, based on board feedback of the original drafts. In addition, Mr. Downs provided a link to the district’s research from 2019 when a study group was formed to explore a four-day school week. The board held a discussion on the possibility of moving toward a four-day school week calendar. A vote on the issue was tabled until the February 16, 2022 meeting.

SAFE RETURN TO IN-PERSON INSTRUCTION AND CONTINUITY OF SERVICES PLAN
A revised Safe Return to In-Person Instruction and Continuity of Services Plan was presented and approved by the Board. The approved changes include:
  • Removal of the criteria for exclusion from school and activities for students and staff prior to December 23, 2021
  • Changes to the criteria for returning to school for staff members who were positive for COVID
  • Addition of criteria used by nurses to determine if students or staff will be sent home for demonstrating COVID-related symptoms
  • Removal of language regarding required face coverings for students and staff if more than 2% of a building’s population are positive with COVID at any single point in time.
District Calendar 2022-2023
Share your feedback

At its regular meeting on January 19, 2022, the Board of Education held a discussion on the 2022-2023 school calendar. Under consideration is if the district should continue to use a five-day school week calendar or adopt a four-day school week calendar. The principal reason for considering this change is to improve our district’s ability to attract and retain high-quality teachers and staff.

  • An example five-day school week calendar can be reviewed here.
  • This draft is similar to our current calendar, with the same length of school day and the last day of school on May 25.

  • An example four-day school week calendar can be reviewed here.
  • This draft extends the length of the school day by 15 minutes with the last day of school on June 2.

The district has developed this survey to collect an additional data point that will inform the Board of Education’s discussion and decision-making process. Please take a few moments to share your input on these calendar options. The survey will close at the end of the day on Monday, February 7. You can take the survey here: https://www.surveymonkey.com/r/hallsvillecalendar

The Board of Education will continue their discussion of draft calendars and approve a 2022-2023 school calendar at their monthly meeting on Wednesday, February 16 at 6:00 p.m. in the Hallsville Primary School cafeteria.

School Counselor Week
School Counseling: Better Together

National School Counseling Week 2022 is February 7 -11 and recognizes the unique contribution of school counselors within U.S. school systems. National School Counseling Week, sponsored by American School Counselor Association (ASCA), highlights the tremendous impact school counselors can have in helping students achieve school success and plan for a career.

We are thankful for our school counselors and how they are actively engaged in helping students examine their abilities, strengths, interests, and talents. By working in partnership with families, community resources, mental health professionals, faculty, administrators, and the community, they are able to make positive impacts on our student's academic, career, and social/emotional development. Their training and experience make them an integral part of our school community.
