Negotiations Update

AGC has reached tentative agreements on new collective bargaining agreements with many of the trades. As the agreements are ratified by the union members and allocations determined, we are posting the new allocations on our website (members, contact Renee if you need login credentials). We also will provide, as always, an update on negotiations in May.

Week 13: Bipartisanship and Report Cards

There are a number of highlights for AGC members this week:
  • One of AGC’s legislative priorities got a big push this week. The Senate voted on SF 3068, authored by Sen. Jeff Howe (R-Rockville), to fully dedicate the sales tax on auto parts to transportation. Getting a standalone vote on a single bill is no small feat as the legislature is working through large omnibus bills at this point in the session. The bill received overwhelming bipartisan support with a 59-7 vote in favor of the measure. Thank you to our fellow business partners and colleagues in the trades for their joint advocacy and for those of you who responded to our action alert. There is not an equivalent bill on the House floor, but the bill will be a part of end-of-session negotiations between the House and the Senate. The House took up their transportation package this week. Their proposal is combined with state government finance, pensions, and veterans, and includes additional $225m for transportation. Their proposal includes state matching funds for the federal infrastructure bill.
  • Many Capitol goers are still on bonding bill watch. A capital investment bill must originate in the House, and there has yet to be a bill introduced. This a fairly typical in a capital investment year, where a bonding bill is one of the last negotiated items. Stay tuned!

  • A deal was brokered on replenishing the unemployment insurance trust fund and frontline worker pay. It is expected that the State will need to issue refunds to businesses for the payroll tax increases related to the UI fund as the deal was negotiated after quarterly payments were due. There is no action needed by businesses right now and we’ll have more information next week once the deal is finalized by the legislature and the Governor.
  • The American Society of Civil Engineers released their Infrastructure Report Card this week. Overall, the state's infrastructure got a C. Out of 10 categories, roads were its lowest score with a D+.

"We had eight different criteria that we used: capacity, condition, funding, future need, operation and maintenance, public safety, resilience, and innovation," ASCE Minnesota chapter President Andy Nordseth said. Tim Worke spoke at the press conference with elected leaders and ASCE about the importance of the Report Card as a quality management tool to assess our infrastructure. This report comes out every four years.

Spring Load Restrictions to End in all Frost Zones

MnDOT will end spring load restrictions in various frost zones on the following dates:

  • Restrictions in the southeast and metro frost zones end Monday, May 2
  • Restrictions in the south frost zone end Friday, May 6
  • Restrictions in the central frost zone end Friday, May 13
  • Restrictions in the north-central and north frost zones end Monday, May 16

Please check with local agencies prior to increasing any weights on their routes. The sign erected on the roadway governs the load limit in effect.
MnDOT Seeks Input on Electric Vehicle Infrastructure Plan

MNDOT is developing an Electric Vehicle Infrastructure Plan to access $68M in federal dollars to build out the state’s electric vehicle charging network.

Boys & Girls Club of the Twin Cities Inspires Innovation in Youth

AGC Director of Diversity, Equity & Inclusion Yolanda McIntosh served as a panel judge for a competition recently put on by the Boys & Girls Club of the Twin Cities

With a focus on involving more youth in the Benefit Program, teens competed in a Shark Tank-style competition to raise funds for their project idea. Teens formed groups with mentors to help them through the process. The winning group was awarded $5,000 toward their project idea (a podcast by and focusing on life experiences of youth on the West Side of St. Paul). The remaining groups were awarded $1,000 each. Congratulations to each team for their project ideas!

Women Building Success Award Nominations Open

Women Building Success is designed to recognize, celebrate, and promote the success of women in union construction trades. This year, the Women Building Success Awards Ceremony will be held in person on Wednesday, June 1 at the Kellermans Event Center in White Bear Lake. If your company would like to nominate at least one woman in the trades, please submit a nomination form.
