The "final hurdle in the Angel Stadium land sale has been cleared," as the city of Anaheim and the California state housing agency have "reached a settlement over the city's violation of California affordable housing law."

Cal/OSHA Standards Board Adopts Third COVID-19 Emergency Temporary Standards to Remain in Effect Until December 31, 2022
|
|
|
|
On April 21, 2022, by a 6-1 vote, the California Occupational Safety and Health Standards Board voted to adopt the proposed revisions to the current COVID-19 emergency temporary standards. The Office of Administrative Law is likely to approve the new language for implementation by May 5, 2022.

Two Approaches to Worker Scheduling

CalChamber employment law expert Matthew Roberts and CalChamber policy advocate Ashley Hoffman discuss AB 2932 (Low; D-Campbell), a proposal that would impose overtime requirements after 32 hours, and AB 1761 (Voepel; R-Santee), a proposal that would allow for a worker-selected flexible work schedule.

Bills Being Heard by Legislative Committees

|
|
|
The State Legislature is in one of its busiest seasons, as Senate and Assembly committees consider an avalanche of bills introduced in their houses. The Anaheim Chamber of Commerce is reviewing, tracking, advocating, and working with partners on bills that impact the Anaheim business community. Among the positions the Chamber is advocating for the Legislature are:

SUPPORT AB 1595 (Quirk-Silva & Choi): This bill would authorize the California Department of Veterans Affairs to study, construct, and operate a Southern California Veterans Cemetery anywhere in Orange County, rather than just in the City of Irvine. By enabling the Southern California Veterans Cemetery anywhere in Orange County, rather than just Irvine, this will enable it to be in the Gypsum Canyon site in Anaheim Hills east of the 241 toll road.

SUPPORT SB 1036 (Newman): This bill would establish the California Ocean Corps through a four-year pilot program, initially based in Orange County, and that can eventually serve as a model for replication and expansion throughout the state. (The Orange County Conservation Corps is headquartered in Anaheim.) Subsequent bill amendments propose to expand the pilot program statewide.

OPPOSE AB 2932 (Low): This bill would impose a 32-hour workweek on businesses and mandates overtime pay for workweeks exceeding that. Additionally, this bill requires employers to increase the pay of existing employees in a 32-hour workweek to be commensurate with what they made in a 40-hour workweek, granting a de facto 25% pay raise.

SUPPORT AB 2893 (Daly): This bill would amend the Standardized Regulatory Impact Assessment (SRIA) to require that state agencies update their analysis of major regulations to include Department of Finance (DOF) comments. By including DOF comments, each analysis would now include the cost considerations of their proposed regulations.

SUPPORT SB 847 (Hurtado): This bill would provide rental assistance for landlords and tenants who did not previously qualify for assistance under the state Emergency Rental Assistance Program. This bill helps ensure landlords can pay their mortgages and keep tenants housed in situations in which tenants are unable to pay rent. There is a safeguard for taxpayers that if money is eventually received from the state Emergency Rental Assistance Program, then the landlords must return the SB 847 money.

OPPOSE SB 1044 (Durazo): This bill would give broad discretion to employees to walk away from a completely safe workplace, regardless of how outdated the state of emergency is or how distant it is from the workplace, and the employer could do little in response without risking litigation.

OPPOSE SB 1276 (Durazo): This bill would authorize any government agency citing a public purpose to order a shared mobility service provider to provide to that government agency the personal information of any individual—without the individual's knowledge or consent. This is an unprecedented encroachment on consumer privacy and would be a reversal of California's leadership and direction on privacy over the last decade.

Q&A with Anaheim Chamber Ambassador Eric Bisaillon
1. Q: How long have you been involved with the Chamber’s Ambassadors Committee?
A: 5 years
2. Q: What is your day job?
A: I work for Goodwill of Orange County as Business Developer Manager, so I partner with OC businesses to inform them about the people we serve and to advocate to hire a person with a barrier. Goodwill has been doing this for 95 years in Orange County, and the main program I work with we serve approximately 600 individuals on a daily basis at their job sites.
4. Q: We hear you are the poet in the group. When did you know you had this gift? (Fun fact: Eric can rhyme at any time, at any place, about anything!)
A: About a year and a half ago I was attending a networking meeting, and it was very dull. I decided to try to enlighten the group and made up a few rhymes, and thankfully it worked! I now try my best to include other Chamber Members in my 60-sec commercial.
5. Q: What are some of your favorite things about being a Chamber Ambassador?
A: I really enjoy getting to know other local business owners or managers on a more personal level. We see each other at the Ambassador Meetings, lunches, breakfasts, mixers, Chamber events including Ribbon Cuttings and it’s a great feeling when a strong group of people supports each other as well as Chamber Businesses in Anaheim.
6. Q: What would you like to say to anyone who is thinking of becoming an Anaheim Chamber Ambassador?
A: I would say give it a try; you get to meet other great people who are involved in the Anaheim Community. It is also a great feeling when supporting and welcoming new businesses to Anaheim by attending their Ribbon Cutting, networking, and providing referrals to each other.
Being an Anaheim Chamber Ambassador makes for active Chamber membership and allows one to become part of a dynamic group that takes the lead in welcoming new members and working along with existing members. It is a wonderful way to volunteer at exclusive Chamber and member events and allows for effective networking opportunities.
