NC DHHS Announces NC Minority Provider Information Page


NC DHHS is committed to health equity and better serving North Carolinians of all backgrounds. As part of our focus on addressing the needs of historically marginalized populations, it is important to understand whether, and how, our provider networks reflect the populations served. Research has shown that diverse provider networks lead to improved health outcomes and reduced health disparities.

 

In October 2022, the Department is introducing a NC Minority Provider Information Page to providers/business entities via the enrollment, re-enrollment, re-verification, and MCR application process* in NCTracks to obtain a better understanding of the state-funded and Medicaid providers enrolled in our network. This questionnaire is completely voluntary and will not be used by the state to adjudicate claims or impose requirements on providers.

 

The information we are collecting is largely based on the HUB (Historically Underutilized Business) designation criteria used by the NC Department of Administration’s HUB Office. It will cover the race/ethnicity, disability, gender, LGBTQ+ of the people who own/control and operate each provider. Because the criteria we are proposing is slightly broader than those used by the HUB Office, we are calling these NC Minority Provider criteria. The questions included on the NC Minority Provider Page are below.

 

Our goal is to track and report on the makeup of the diverse providers in North Carolina’s publicly-funded provider system. We plan to report this both in aggregate (as a group, regionally or state-wide) and individually (for instance, on an interactive map to help consumers identify providers who may share lived experience). You will have the option to opt out of having this information reported at the provider level if you do not want to participate in something like the interactive map.

Providers can register for these courses in SkillPort, the NCTracks Learning Management System. Log onto the secure NCTracks Provider Portal and click Provider Training to access SkillPort. Open the folder labeled Provider Computer-Based Training (CBT) and Instructor Led Training (ILT). The courses can be found in the sub-folder labeled ILTs: Remote via WebEx (although this is the sub-folder name, please note that, as previously mentioned, courses will now be conducted via Zoom and not WebEx).

 

Refer to the Provider User Guides & Training page of the public provider portal for specific instructions on how to use SkillPort. The Provider Training Tool Kits page also includes a quick reference regarding Java, which is required for the use of SkillPort.

2022 Veterans Day Holiday and Checkwrite Schedule

 

As a reminder, the NCTracks Call Center will be closed Friday, Nov. 11 in observance of the Veterans Day holiday. (The Pharmacy Prior Approval Unit will be open holiday hours from 7:00 a.m. to 6:00 p.m.)

 

In keeping with the published 2022 checkwrite schedules, there will be no effect on the NCTracks checkwrite date.

Mental Health Solutions-Webinar & Infographic

The COVID-19 pandemic has highlighted the importance of mental health but it is still difficult for many to get the care they need. Many people reported poor mental health after experiencing stress and worry around the pandemic. However, one-third of adults in the U.S. went without mental health services or medication when they thought they might need them. Barriers to accessing mental health care, such as social stigma, scarcity of services, and affordability, make it difficult to receive treatment.

In this webinar, we heard from mental health leaders who are working to improve access to mental health care. Speakers discussed:

  • Guidance to individuals and families on navigating mental health, including diagnosis, treatment, and recovery
  • Community and peer support for mental health and the work to transform care to be culturally responsive care and focused on social inclusion
  • Providing high value and appropriate support such as integrating behavioral health into primary care


Rollout of special Medicaid plans for complicated patients will be delayed until April

Back in August, Lucy Plyler was mailed a 19-page letter from the state health department. 


The letter said that the way Victoria, her 24-year-old daughter with multiple disabilities, received Medicaid was about to change. Instead of being in NC Medicaid Direct, Victoria would be put on a “tailored plan.” That meant all her care would no longer be coordinated through the state Department of Health and Human Services, but through the regional behavioral health organization, called an LME-MCO.


Where Plyler and her daughter live in Rutherford County, their LME-MCO would be Partners Health Management


This switch is happening for nearly 200,000 people out of a total of more than 2.8 million North Carolina Medicaid beneficiaries. These tailored plans are targeted primarily for those with complicated health problems, severe mental health needs, intellectual and developmental disabilities, and traumatic brain injuries. It’s the next phase in the state’s transition to managed care, which started back in July 2021 when about 1.6 million people saw their Medicaid change from being state-run to being coordinated by one of five private insurance companies called managed care organizations. 


These tailored plans will be quite different from the other managed care plans. Unlike the rest of the Medicaid population, those on tailored plans will not have four to five managed care plans to choose from. In fact, they will have no options to choose from. They will be automatically enrolled in the tailored plan that is run by the LME-MCO that covers their county already. 


“The big fear is will a very, very vulnerable population — people with profound disabilities — lose access to care that they really need?” said Doug Sea, an attorney with the Charlotte Center for Legal Advocacy. “The fact is that the General Assembly set this up in a way that directly discriminates against people on the basis of these profound disabilities

When Will The “Workforce Thing” Be Over? 


Health care executives across the country are asking the same question: When will the workforce shortage be over?


Here in lovely Gettysburg, Pennsylvania—a town with a population of 7,000 and two million tourists a year—the restaurants and retail stores are closed many nights a week due to lack of staff. It’s a problem related to the challenges that health and human service provider organizations are facing when recruiting and retaining non-licensed staff. For this workforce cohort, there’s been a decline in the numbers of workers while wage rates have increased.

The problem started in the early days of the pandemic. At that time, the workforce participation rate dropped from 63.4% in February 2020 to 60.2% in April 2020, an unprecedented decrease over two months. The return has been slow: 61.9% in December 2021, and that number remains at a similar level now. According to economists, the rapid workforce exodus was caused by early retirement, women leaving their jobs to care for family, and the pandemic income transfer.


Demographics is another cause: 16% of the U.S. population is now over 55, and 37% of essential workers are 50 and older (see The Pandemic’s Impact On Unemployment And Labor Force Participation Trend). And this group was hard hit by COVID—92% of COVID deaths were people over 50, while 18% were among people 50 to 64 (see Share Of Total COVID-19 Deaths By Age U.S. 2022).
