Midtown Indy has partnered with local developer Flaherty & Collins Properties to transform the former United Way headquarters at 3901 N. Meridian Street into Parkside at Tarkington. Built in 1969 as an office building, it now features 60 units of mixed-income senior housing and 8,000 square feet of commercial space which is still available.
Response to the pre-leasing announcement has been positive. Appointments with applicants for the senior housing units will begin Sept. 13 & 14. Income range for a one-person household is $19,200 minimum - $38,400 maximum. Rental range for one bedrooms is $439 - $953 depending on income. Income range for a two person household is $21,930 minimum - $43,860 maximum. Rental range for two bedroom is $523-$1,140 depending on income.

What movie would you like to see in Tarkington Park?
Now that public utilities are wrapping up work along the Broad Ripple Avenue corridor, contractors with the City of Indianapolis Department of Public Works (DPW) will finally begin working on stormwater improvements this week.
According to DPW, construction efforts will focus on completing stormwater and roadway improvements in the one block area between Winthrop and Guilford prior to the onset of winter. That segment of the Avenue will be fenced off to vehicular traffic but pedestrian access to adjacent businesses will be maintained. The Guilford intersection will remain open for the remainder of the year as the north/south detour. East/west through traffic will detour to Kessler Boulevard.
In early 2023, DPW contractors will move west and close the intersection of Guilford and the remainder of Broad Ripple Avenue to College Ave. to finish improvements in the corridor. At that time, Winthrop will become the north/south detour.
The new phased approach will split the 135 day closure into a Fall and Spring phase, allow construction crews to work toward full completion within a smaller project area and cause fewer disruptions along Broad Ripple Avenue.
The Penrod Arts Fair® takes over the Newfields campus Saturday, September 10th, from 9 a.m. – 5 p.m. with more than 300 artists, six stages of entertainment, nearly 75 arts-related non-profit organizations, and an extensive children’s area. Adults can also enjoy the Indiana Craft Beer Garden, and brand new Wine Terrace behind the Lilly House. Proceeds from the event support a range of arts, cultural, and educational activities and institutions. General admission tickets are $20 per person. Children 10 and under are free.
SUPPORTERS OF FREEWHEELIN' COMMUNITY BIKES TAKIN' IT TO THE STREETS
Join friends and neighbors on Saturday, September 10 for the fifth annual Nancy’s Ride. Named in honor of Freewheelin’ founder Nancy Stimson, an advocate for instilling practical and intangible skills in youth through riding and repairing bicycles, the event provides an inclusive opportunity for cyclists to support youth cycling and STEM education. With ride lengths from 6 to 22.5 miles and a Family Fun Zone full of games and giveaways, Nancy’s Ride has something for everyone.
Registration costs range from $20 to $40 depending on ride length. Pre-registration is encouraged. Participants will receive a t-shirt, goodie bag, access to the Family Fun Zone, and lunch. Proceeds support Freewheelin’s bike mechanic programs, youth education and employment training, and school break enrichment camps.

HERRON PREP ACADEMY MOVING FORWARD
Efforts to transform the former Salvation Army Headquarters, 3100 N. Meridian Street, into a new home for the Herron Preparatory Academy continue. On August 8, the City-County Council affirmed the rezoning of the 1.36 acre site to SU-6 for educational uses. The lone concern expressed by City of Indianapolis planning staff was proximity of the playground on the Meridian Street frontage to a high-traffic transit corridor.
On August 25, the Mind Trust, an Indianapolis-based education nonprofit, announced that Herron Classical Schools would receive a $1,000,000 Capacity Building Award to help the network expand Herron Preparatory Academy.
The K-8 school launched in the fall of 2021 and is currently using modulars on the Herron High School campus to serve 120 students in grades K-2. The new building will open for the 2023-2024 school year to accommodate 750 students. The award will also support the growth of an additional elementary school campus in fall 2024.
EMMETT TILL EXHIBIT DEBUTS SEPTEMBER 17
The Emmett Till & Mamie Till-Mobley: Let the World See exhibit will debut at The Children’s Museum of Indianapolis on September 17, 2022. The national touring exhibit is the fruit of a collaboration between the Children’s Museum, the Emmett Till & Mamie Till-Mobley Institute, the Emmett Till Interpretive Center, and the Till family. It tells the story of Till, a Black 14-year-old from Chicago, who was brutally murdered while visiting his uncle’s home in Mississippi in 1955. Two white men accused of brutally murdering the young 14-year-old Emmett were acquitted by an all-white jury in 67 minutes.
A key artifact included in the exhibit is a roadside plaque commemorating the site where Emmett’s body may have been recovered from the Tallahatchie River. Signs at this particular spot have been repeatedly vandalized and have been replaced three times. The fourth sign installed to honor Emmett’s life is bulletproof, and equipped with security cameras and alarms.
Because of the difficult subject matter, this exhibit is recommended for children 10 and older, and those between 10 and 18 years of age should be accompanied by an adult.

INDOT SEEKS PUBLIC INPUT ON PROJECTS
The Indiana Department of Transportation (INDOT) has announced the launch of a two-year study of I-65 and I-70 inside the I-465 loop that will look at updating and maintaining those corridors for the future.
Called ProPEL Indy – Smarter Transportation, Stronger Communities, the broad-based study relies on public engagement and community involvement. Once completed, this study will provide recommendations for improved mobility, safety, and sustainability. It will reflect community interests in economic development, equity, and quality of life.
INDOT reports it will host public town halls, personal interviews, and virtual forums to encourage individuals, businesses, and organizations to share ideas on the future of I-65 and I-70 inside the I-465 loop. Engineers and urban planners will use the input to develop future solutions that combine sound engineering with community support.
While public meetings won’t begin until 2023, INDOT is asking anyone who lives, works, or travels near the corridors to complete a brief online survey about any concerns and priorities. The survey is also available on the project website.

According to the Sept. 1 report by the Marion County Public Health Department (MCPHD), community transmission is rated “Medium” in Marion County. The CDC’s COVID-19 Community Level report states that Marion County’s Community level is “Medium.” Metrics used to determine the COVID-19 Community Level include case rate per 100,000 residents, new COVID-19 hospital admissions per 100,000 population, and percent of staffed inpatient beds in use by patients with confirmed COVID.
The Indiana Department of Health has launched a monkeypox virus dashboard. As of 9/2/22, the health district that includes Marion County has 120 reported cases. The Jynneos vaccine is currently being distributed and MCPHD and partners are working on a vaccination plan.
