Downtown/Sunset Grove TIF Joint Review Board Update
TIF (Tax Increment Financing) districts facilitate public and private investment in municipal areas that need improvement to develop and grow. Every year, a Joint Review Board (JRB) is required to review investment projects and the financial condition of the TIF district, with all affected taxing bodies invited.

At the June 21 Downtown / Sunset Grove TIF District JRB, the Village reviewed the investment projects that occurred during the 2020 fiscal year, including coordinating with Lake County to complete improvements to Old McHenry Road, facilitating water connections for the downtown properties now served by public water, and substantial work on the Robert Parker Coffin bridge. Large portions of the bridge work were paid for by insurance proceeds from the significant truck crash damage in 2018. Sunset Grove business district bonds were refinanced in early 2020, reducing the bonds’ interest rate from 7.50% to a blended rate of 3.30%, which helped contribute to nearly $247,000 in net income during the year for the TIF district. Please click on the accompanying TIF district boundary map to view an enlarged version.

Update on Stempel Parking Lot and Other
Downtown Construction Projects
The Village is finalizing plans to renovate Stempel Parking Lot to include resurfacing of the lot to extend its useful life, and remove existing interior landscaped islands to increase the number of parking spots. The official construction award is expected in July, with construction planned to begin in late July or early August.

The project to build a multi-use bike path along Robert Parker Coffin Road between Archer Parking Lot and Sunset Grove is on schedule and expected to be completed early fall. Construction is planned to start in August and expected to last approximately six weeks. Later this year, the Lake County Department of Public Works is planning to replace the sanitary sewer force main along portions of Three Lakes Drive and Robert Parker Coffin Road. The County has agreed to reroute their sanitary sewer through the Archer Parking Lot to minimize potential disruption to residents and area businesses. Additional information and details on pre-construction meetings for each project will be provided in future communications.
