Know someone who makes the Como Park area a better place to live, work, or play? Nominate them for the District 10 Neighborhood Honor Roll. The Honor Roll pays tribute to everyday people who make a sustained and lasting impact in our neighborhood or Saint Paul as a whole.


Submit your nomination by emailing district10@district10comopark.org. Tell us who you are nominating and why. Make sure we receive them no later than Thursday, January 13. The Como Community Council board will then select three of the nominees to recognize for 2021.

2021 Como Curb Clean-up Results


Back in October and November we partnered with Janna Caywood of ComoACN and the Capitol Region Watershed District to lead the Como Curb Clean-Up. Then in December we asked participants to report their cleaning efforts. With 61 participants reporting in, we've calculated how much invasive algae was prevented with our community effort. Thank you to everyone who participated and shared your results!!


  • Total responding participants: 61
  • Total feet cleaned: 31,302ft
  • Number of miles cleaned: 5.9
  • Equivalent football field lengths cleaned: 104
  • Equivalent number of times around Como Lake cleaned: 3.5
  • Number of times to the moon and back cleaned: 0.0000124
  • Phosphorus estimated in 1ft of curb: 0.0003125
  • Total lbs. of phosphorus prevented from reaching Como Lake: 9.78lbs
  • Pounds of curly leaf pond weed this phosphorus amount could produce: 4,891lbs!
  • Tons it could have produced: 2.45t

D10 Meeting Updates


Environment Committee Meeting - Tuesday, Jan 11, 7pm on Zoom


This month the Environment Committee is planning to hear from two guests in addition to our regular updates: Dawn Pape is the Executive Director of We All Need Food & Water and will be talking about their work, including Climate Circles and Climate for All Events (like a sleigh ride in January). Nick Evans is a Hydrologist with the MN Department of Natural Resources and he will be updating us about the installation of a new Groundwater Observation Well in Como Park. You can find the Zoom link to attend here on our website.


Meeting agendas are posted on the website as early as possible prior to meetings. The Zoom link for each D10 meeting is the same each month and can always be found on the committee page linked above.


If you have any questions or would like us to consider any items for future agendas, you can email district10@district10comopark.org. Every D10 meeting has space for community members to bring input as well.

Lost & Found In Como Park


Do you know what to do with items you find in the park? Or if you are looking for something you lost?


  • Lost: If you are looking for lost and find items please email Tom Wollan (tom.wollan@ci.stpaul.mn.us) with details of the item. Since the office is not open to the public, email is the best way to find a lost item.

 

  • Found: You can drop off found items at 1100 N. Hamline Ave (corner of Hamline Ave and Jessamine). Please place them in the mailbox outside the door and email Tom Wollan indicating what you have left and where it is found in the park.

Neighborhood Notes

  • The Blackhawks Soccer Club has applied for a variance to install seven wall signs and one freestanding sign. Zoning code permits one identification sign, not exceeding a total of thirty square feet in an area for each street frontage. This property has three street frontages, which allows a total of three signs, totaling 90 sq. ft. The applicant is proposing 8 signs with a total of 975.1 square feet, for a variance request of 5 signs and 885.1 square feet. This week the D10 Land Use Committee passed a motion to support the variance (PDF).


  • The Great Northern Festival has applied for a sound variance for the Slow Show performance at the Como Pavilion to be held on Friday, February 4th from 4 pm- 7 pm and Saturday, February 5th from 11 am- 3 pm with a soundcheck from 11 am- 12 noon.


  • K&L Sales: The second-hand dealer’s license for this used-car lot at Como and Arona is up for renewal on March 29. Anyone with input should email the Como Community Council or contact the office of Ward 4 Council Member Mitra Jalali: ward4@ci.stpaul.mn.us.

St. Paul Parks & Rec Fee Assistance Program

The City of Saint Paul operates a special program that helps families pay for Parks & Recreation youth classes and activities. Fee Assistance can be requested by families who meet program requirements when registering for youth activities. To be eligible for the program, youth must live in Saint Paul, be 18 years old or younger, and qualify for free and reduced lunches.


Fee Assistance can be used toward most recreational sports or activities offered by Saint Paul Parks and Recreation. To view the online catalog of all available activities offered, click here.


Note: Although adult programs are also listed in the catalog, they do not qualify for Fee Assistance credits.

MatasCastillo elected Chair of Ramsey County Board


The Ramsey County Board of Commissioners this week elected Trista MatasCastillo as Chair of the Board for 2022.


Since 2019, Commissioner MatasCastillo has represented Ramsey County District 3, which is made up of Falcon Heights and the Saint Paul neighborhoods of Payne/Phalen, North End/South Como, Como Park, Frogtown, and Hamline-Midway.


Other Appointments

Commissioner Jim McDonough (District 6) was elected to serve as vice chair.


Commissioner McDonough was also elected to serve as chair of the Ramsey County Housing and Redevelopment Authority. Commissioner Rafael Ortega (District 5) was elected to continue serving as chair of the Ramsey County Regional Railroad Authority.


The seven-member board voted unanimously for each of the appointments.

Recycling Ambassador Program

Become a Recycling Ambassador to inspire your community to reduce waste and recycle better. Join us for a six-week training to learn more about environmental health, waste systems, and recycling. Use your knowledge as a Recycling Ambassador and volunteer 20 hours annually to encourage others to reduce, reuse, and recycle.


Workshop Topics

  • Waste systems in Ramsey County.
  • Yard waste, food waste, and composting.
  • Climate change.
  • Environmental justice.
  • Household hazardous waste.
  • General recycling.


Get Started

Workshops will take place virtually using Zoom. Please make sure you have internet access. Participants must be available for all six workshops before registering. Participants will receive a $100 gift card stipend upon completion of all six workshops.

Metropolitan Council Holds Public Hearing On Transportation Plan Amendment


The Metropolitan Council is taking public comments on amending the region’s long-range 2040 Transportation Policy Plan.

The Met Council has scheduled an online public hearing for Monday, Jan. 10, 2022 at 4 p.m., before the regular Transportation Committee meeting.

St. Paul Snow Emergency Is In Effect Through The Weekend


A Snow Emergency was declared Wednesday night. In Saint Paul, Snow Emergencies last 96 hours, in this case, through Sunday, January 9 at 9 p.m.


Always follow all posted street signs. Do not park vehicles where signs indicate "No Parking." To avoid a ticket or tow, do not park in areas where streets are not plowed to the curb. See below for more information.


Parking:

  • Beginning at 9 p.m. the day a Snow Emergency has been declared, parking is not allowed on streets marked with signs that say "NIGHT PLOW ROUTE" or "NIGHT PLOW ROUTE THIS SIDE OF STREET."
  • Remember: See the sign, move it by 9 p.m.
  • Starting at 8 a.m. the day after a Snow Emergency has been declared, parking is not allowed on Day Plow Routes (streets or sides of streets with NO Night Plow Route signs) until the street is plowed to the curb.

Winter Collection Delays:

  • During the winter months, bad weather, such as icy or heavy snow conditions, may occasionally present problems for your regularly scheduled garbage and recycling collection
  • The City does not plow alleys. Please work with your neighbors to keep your alley accessible.
  • If the garbage or recycling truck is not able to access your cart(s) on an alley or street due to icy or heavy snow conditions, they may return within 24 hours to make a second attempt to collect. Please leave your cart(s) out and accessible at your collection location

Sidewalk/Blvd Shoveling:

  • Saint Paul City Ordinance requires property owners to remove snow and ice from the full width of their sidewalks within 24 hours. Corner property owners must shovel curbs, walkways, and crosswalks to the street. 
  • To report a property that is not maintaining a shoveled sidewalk, contact the Department of Safety and Inspections (DSI) at 651-266-8989 or email DSIComplaints@ci.stpaul.mn.us.
  • Bus stops without a shelter should be shoveled by the abutting property owner. If the bus stop has a shelter, call Metro Transit at 612-373-3333, press “0” and ask to be connected to Shelter Maintenance.
  • Seniors can call the Senior LinkAge Line at 1-800-333-2433 (M-F 8 a.m.–4:30 p.m.) for help in finding assistance. The Disability Linkage Line at 1-866-333-2466 (M-F 8:30 a.m.–5 p.m.) is available for those with a disability. These resources may come with a cost associated.

Rent Assistance Through RentHelpMN

RentHelpMN is still accepting applications, and is still processing Phase 1 for households who owe past-due rent. Visit renthelpmn.org or call 211. The 211 helpline has dedicated multilingual staff available 8 a.m. – 8 p.m. Monday through Saturday.


  • There is no deadline to apply and funds are still available. Renters can request assistance for rent and utility expenses. (Note: no questions are asked about citizenship or document status).
  • Clients denied assistance from RentHelpMN can call The Housing Justice Center, (612) 807-1139. (or email beth.kelly@vlnmn.org). 
  • Eviction protections: Applying for RentHelpMN can protect you from being evicted for non-payment of rent, but if you receive an eviction notice, you are still required to respond and to show up in court. Learn more at HOMElinemn.org

Assistance for a Prior Dwelling:

RentHelpMN now accepts requests for past-due rent for housing that a renter no longer lives in. This process is driven by the renter who must complete the request, and the property manager must also confirm the request. The purpose is to clear debts that may prevent them from obtaining future housing. Any assistance received for a prior unit is counted toward their 18-month limit.


  • If an applicant submitted an application while still residing in the unit and afterwards vacated the unit or was evicted, they must reapply.

Fairgrounds Access


The Minnesota State Fairgrounds are again open to pedestrian and bicycle traffic and is accessible from Gate 5 at Snelling Avenue and Midway Parkway (with the exception of special events). Check out a map. For the safety of walkers and bikers, if you are driving to the fairgrounds, they ask that you park upon entering Gate 5 and do not drive around the grounds. Please comply with posted parking and traffic signs, including speed limits.


They also ask that your inner “Minnesota Nice” guides you as you use the fairgrounds to walk or bike.


  • Please help keep the fairgrounds in tip-top shape by cleaning up after yourself and your pet.
  • All dogs must be on a leash no longer than 6 feet.


Things to note:

  • The fairgrounds are open to walkers and bikers between 6 a.m. and sunset daily (with the exception of special events).
  • None of the buildings are open to the public, except the restroom just south of Gate 5 at the Admin Too building.
  • Pedestrians and bikers have the right of way. Again, please do not drive around the fairgrounds; park as soon as possible upon entering the grounds.
