MAYOR'S UPDATE
From the desk of Mayor Rika Levin
I want to invite the community to join us to learn more about the DRI program and share your input! We will be hosting a meeting on Tuesday, March 8, 2022, on Zoom from 6:00 to 8:00 pm. The Village of Ossining was awarded $10 million for downtown revitalization…what comes next?

At the meeting, we will discuss the following topics:
  • Timeline for the DRI Planning Process
  • A Look at the Ossining Downtown Area
We want your feedback regarding:
  • Vision and Goals for the Ossining Downtown Area
  • Revitalization Themes, Issues, and Opportunities
  • Potential DRI Projects

As we come to the close of Black History Month in Ossining, I wish to honor the dedicated work of Village Historian Joyce Sharrock Cole. Throughout Westchester County, Joyce led presentations, participated in exhibitions, and curated tours, all culminating in the tripling of the number of visitors at the exhibits at the Bethany Arts Community from last year (WOW!).

Events began with an opening reception for the exhibit on Sunday, February 6th, and will be coming down at Bethany Arts Community on March 12th (so for those of you that haven’t been there – you still have time – click here for more information).

The highlight of Joyce’s work was when the MBK scholars and the PLP (Prestigious Ladies of Power) were trained to be docents and toured 16 classes of OUFSD 2nd graders through the exhibit. She witnessed these OHS students transform into teachers right in front of her eyes. Our budding young adults walked in nervous but left confident in their ability to lead.
We are excited to report that the Village of Ossining has moved onto Phase 2 of the New York State Energy Research and Development Authority's (NYSERDA) Clean Transportation Prize. Starting last week, our project, Project MOVER, is competing with four other communities in New York for a $7 million prize. Up to three projects will be awarded.

If awarded, our plan will put electric bikes in reach of every Ossining resident and visitor. This may come in the form of shared electric bikes made available at docking stations or through affordable lease-to-own e-bike opportunities with priority communities. Among the goals of expanded access to e-bikes are reducing traffic and transportation costs and putting jobs, social activities, and groceries in reach of people without needing a car. We plan to begin engagement with the community in the coming week – and look forward to sharing more information soon.
The Russian military has brutally assaulted Ukraine in flagrant violation of international law. There must be a swift and unified Western response to this unprovoked attack on Ukraine. Join us in calling on Congress to work with the administration to impose crippling sanctions on Russia.

To learn more about the humanitarian relief efforts in the wake of Putin’s invasion of Ukraine, you may contact the Ukrainian Congress Committee of America, visit https://ucca.org/. You can also volunteer locally: The Afya Foundation supports the Ukrainian medical community and refugees seeking aid. Join Afya in the Warehouse in Yonkers next week and help sort critical medical supplies for shipment to Ukraine. No experience or expertise is required. You will be trained “on the job” to sort and organize unused standard medical items that are surplus from various hospitals in the New York metropolitan area. Register here: https://bit.ly/3gpNasb

You may also consider reducing Putin’s power in the world by redoubling your efforts to create a world less dependent on his disastrously eco-unfriendly fossil fuels and accelerate your move to renewable sources. You might also consider riding our County's hybrid-electric buses.

Selected items of note:
  • We will start with a Public Hearing on Proposed LL #2 of 2022, which moves the Sidewalk Café start date to April 1 (it is currently set to begin on May 1), still ending on October 31. We hope this helps our local merchants.
  • Under the Manager’s Report, Assistant Village Manager Maddi Zachacz will be presenting more information on the “In Lieu of” aspect on parking. This was initially scheduled for last week, but it is being moved to this week due to technical difficulties.
  • As discussed at last week's Work Session, we have added a resolution supporting the Empire State Campaign for Child Care proposed by State Senator Jabari Brisport.
  • Related to the 5 Corners Intersection in downtown Ossining, we ask for a resolution to resurrect the agreement for an improvement plan with Colliers Engineering and Design.
  • Our Treasurer has prepared a capital project resolution, accompanied by a bond resolution drafted by bond counsel, to authorize the purchase of (2) sanitation trucks, as discussed during the Work Session.
  • The first step in becoming a Climate Smart Community is to take the Pledge, which the Village did back in 2009 (we are one of 352 Villages, Towns, Cities, and Counties who did so). The mandatory next step is to create a CSC Task Force and appoint a CSC Coordinator. The Village and Town will be joining forces on this project.
