Please take action now to tell Congress to pass the Build Back Better legislation and ensure that home and community-based services are included!

We applaud the Biden Administration's release of an updated Build Back Better framework reflecting the Administration's commitment to a significant expansion of community-based services for people with disabilities and older adults. This plan, which reflects negotiations with members of Congress, includes an unprecedented investment of $150 billion for Home and Community-Based Services. This would be the largest investment in HCBS to date. If passed, the plan would afford new opportunities for millions of people with disabilities to receive services in their own homes and communities instead of through institutions. The need for expansion of these services has become more urgent than ever in light of the devastating effect that the COVID-19 pandemic has had on our community service systems.

The Build Back Better framework would also fund grants to support service systems transitioning from sub-minimum wage employment of people with disabilities to competitive integrated employment as well as investments in housing and education, would close the "Medicaid coverage gap" that leaves people below the poverty line without subsidies for health care coverage in states that have not adopted the Medicaid expansion, and would reduce healthcare premiums for millions of people.  

It is time for states and local governments to invest more resources into developing their community service systems. Congress should act quickly to pass this critical legislation.

Please call your members of Congress today to urge them to vote for the Build Back Better legislation and ensure that it includes this $150 billion investment for home and community-based services.
