Good afternoon,
Earlier this month, we held our annual Chittenden County Municipal Legislative Briefing to serve as a forum for municipal representatives and legislators to connect on a few important topics for the upcoming legislative session. This virtual event was well attended and yielded some useful discussion.
To recap, we addressed: Smart growth investment (water and sewer, permit system, housing, climate/energy, transportation), economic recovery (workforce, broadband), and governance/funding (racial equity, open meeting law, regional dispatch, cannabis, transit revenue options, planning funding). Following a presentation, the discussion focused on what can be done at the municipal, regional, and State level to make improvements to our systems and progress toward our shared goals. We are available to help legislators with obtaining expert municipal testimony, data, or mapping on any of those topics or others that come before the legislature. As always, please let us know how we can help.

CCRPC FY23 Annual Work Program (UPWP) Request for Projects -- Public Forum: January 19; Applications Due: January 21
The CCRPC is seeking project applications for the FY23 Unified Planning Work Program (UPWP), our annual work program that describes our activities and specifies the deliverables for the next year (July 1, 2022-June 30, 2023). The deadline for receipt of completed submissions is Friday, January 21. A public forum will be held on Wednesday, January 19 as part of the CCRPC's January Board meeting. Save the Date for the 2022 Walk Bike Summit: May 6
In partnership with VTrans, and along with a number of other participating organizations and sponsors, the Addison County Regional Planning Commission, in concert with the Walk-Bike Council of Addison County, will host the statewide Vermont Walk/Bike Summit on May 6, 2022 in various outdoor venues in Middlebury, VT. Exit 16 DDI Project Update
Construction of the Exit 16 DDI project will be completed in two phases under two separate construction contracts which will be executed sequentially. Vermont Receives Federal Money to Build Pedestrian and Bike Bridge Over Busy I-89 Intersection
A $9.8M grant from USDOT's Rebuilding American Infrastructure with Sustainability and Equity program has been awarded to South Burlington to build a new pedestrian and cycling bridge over I-89, connecting Burlington and South Burlington. Learn More »

Cross Vermont Trail Annual Report
The Cross Vermont Trail is a project to build a multi-use, four season path across the width of Vermont; following the Winooski River and Wells River valleys. For CVTA and during 2021, it was an historic year for trail construction. After 15 years of planning and preparation, CVTA completed a new 200 foot bike/pedestrian bridge over the Winooski River just upstream of Montpelier in the fall of 2021. Learn More »

Vermont Bond Bank Announces Capital Plan Contest and Forum; Submissions Due February 1
Vermont Bond Bank has announced its first annual Capital Plan Contest as well as the Vermont Capital Planning Forum. In sponsoring the contest, the Bond Bank seeks to recognize best practices in communities of all sizes while allowing all Vermonters to benefit from exemplary models of capital planning throughout the state. In response to COVID-19, the Vermont Community Action Partnership and the Micro Business Development Program came together to establish the EMBRACE (Economic Micro Business Recovery Assistance for the COVID-19 Epidemic) direct grant program. Vermont Chapter of the American Institute of Architects (AIA) to Offer Free Design Services for Affordable Housing; Applications Due January 24
The Vermont chapter of the AIA will host a design charrette session with pro-bono services for affordable housing projects. FY22 Municipal Planning Grant Project Awards
Municipal Planning Grants support local planning and community revitalization initiatives that ready projects for implementation, build strong communities and improve Vermont’s quality of life. Grants are awarded annually and administered by the Department of Housing and Community Development. Since 1998, the program has provided approximately $13 million to 237 cities and towns. This year, $443,223 was awarded to 24 municipalities including 1 consortium. View the full list here. The winning FY22 projects within Chittenden County are as follows:
South Burlington will prepare the Government Operations Implementation chapter of the City’s Climate Action Plan, which will implement the goals and pathways within the overall Climate Action Plan. Total Project Cost: $20,000 | Grant Funds Awarded: $17,700
Winooski will recommend changes to Zoning Bylaws, City Ordinances, and funding resource allocation, in support of equitable access to safe, healthy and affordable housing for all. Total Project Cost: $21,000 | Grant Funds Awarded: $17,700

Champlain Housing Trust Purchases Second Shelburne Road Motel
The Champlain Housing Trust has purchased the Days Inn in Shelburne and plans eventually to relocate its transitional housing program at Harbor Place across Shelburne Road to the hotel property. Harbor Place will be turned into 100 units of permanent housing. Learn More »
