May is Mental Health Month! May has been recognized as Mental Health Awareness Month since 1949, to reduce stigma and recognize signs of mental illness. Fifty million adults in the United States live with mental health conditions and an estimated 56% of those adults did not receive treatment in 2022. The strongest pathways to improve the negative outcomes of untreated mental illness are through community outreach and empowerment of individuals to find the support and resources they need to survive. BHRS plans to participate in several activities to raise awareness in the community on Mental Health conditions, treatment resources, and self-care resources. We have a calendar of community outreach events available on the website.

GRANICUS - Managing the Unintentional Role of the Clerk of the Board | |
| | Granicus, the County’s meeting and agenda management software has once again drawn a spotlight to Senior Deputy Clerk of the Board, Atlas Pearson, for his hard work and dedication to accurate record keeping, ensuring compliance with regulations and laws, and managing agendas.Atlas has been a Mendocino County employee for 5.5 years and has spent the last 3.5 years working in the Clerk of the Board division. In 2022, he was promoted to Senior Deputy and has since made multiple improvements to the department's efficiency and functionality, including integration of a fully digital records execution model (reducing records execution time after Board Meetings from 1-2 weeks down to 1-2 days), implementation of on online Assessment Appeals tracking software for COB Staff, the introduction of the SendAgenda platform to ensure constituents are quickly notified of published Board Agendas, streamlining of multiple internal department processes, and his favorite – a much-needed re-design of the Board of Supervisors Agenda.

Mendocino County Strategic Plan | |
In May 2022, the Mendocino County Board of Supervisors approved the first five-year strategic plan that will help guide the critical decisions the Board of Supervisors will face over the next five years with the ultimate goal of improving the quality of life for County residents. The CEO report will align with the 4 priority areas that include; An Effective County Government, A Safe and Healthy County, A Thriving Economy, and A Prepared and Resilient County.

An Effective County Government Organization | |
During April 2023, 9 dogs & 6 cats were adopted, 24 dogs & cats were returned to their owners and 17 animals were transferred to other rescue organizations.

The next MHSA & QAPI Joint MHSA Forum and Quality Improvement Committee is scheduled for June 1, 2023, from 1:00 pm – 3:00 pm at Mendocino County Hospitality Center located at 101 N. Franklin Street, Fort Bragg, and via Zoom https://mendocinocounty.zoom.us/j/82382668548. This meeting is an opportunity to learn more about the specialty mental health and mental health services act programs, data collected, and provide feedback. Feedback is considered in planning for future programs.

The Mendocino County Department of Child Support Services had 2978 open cases as of April 31, 2023, serving both parents to ensure that their families receive court ordered financial and medical support.

Diversity, Equity, and Inclusion
MCPH Staff attended meetings throughout the month, applying an equity lens to a safe sleep program initiative, Public Health Foster Care Nursing program, and Public Health Accreditation, among others.
The Rural Association of Northern California Health Officers (RANCHO) and the California Center for Rural Policy (CCRP) at Cal Poly Humboldt invited MCPH staff to present on Tribal Engagement at the peer learning session.

CCRP released a new report, titled California's Rural North: Health Equity Landscape Scan. The report provides a snapshot of where the RANCHO region is at with health equity efforts and topics around health equity.

A Safe and Healthy County | |
The Animal Protection Unit worked 324 calls for service in April 2023, with 69 of the calls for service being categorized as a priority "biting animals, cruelty complaints, animals in distress, aggressive loose animals, injured animals, and Law Enforcement assist."

Behavioral Health has launched a campaign making locking medication bags, gun locks, fentanyl test strips, and naloxone free and available to community members upon request. SafeRX Mendocino Coalition continues to grow to include committed community partners dedicated to increasing prevention education and reducing overdose death Countywide. There has been an increase in requests for naloxone overdose response training throughout the County. During the month of April, the BHRS Prevention and Wellness Unit conducted 9 separate pieces of training and trained 49 individuals in opioid overdose reversal response in the communities of Fort Bragg, Willits, Ukiah, and Anderson Valley. Behavioral Health Prevention and Wellness youth outreach programs are thriving and working to expand access to new areas of the County. The Elevate Youth Program, dedicated to empowering youth to action through awareness and advocacy, is actively expanding from Anderson Valley to include coastal and north county schools.

Saturday, May 27 10:30 a.m.-Noon Ukiah Branch Library welcomes families with children of all ages to a Worm-themed storytime including books, songs, and rhymes about how helpful our wiggly little friends are, concluding with an hour of getting our hands dirty making our very own worm jars, complete with local organic compost and real Super Red Wrigglers to take home to study or to introduce to their own kitchen gardens. The General Services Agency, Facilities Division is charged with routine and emergency maintenance, utility payments, custodial services and grounds-keeping responsibilities for all County owned and several leased facilities. Other responsibilities include project management for larger scale deferred maintenance projects and maintenance of all County owned parks and recreational areas. Mendocino County Department of Social Services supports the residents of Mendocino County through Family & Children's Services, Adult & Aging Services, and Employment & Family Assistance Services. In the month of May, we recognize Foster Care Awareness Month focusing on the need for more Resource Parents to care for the over 200 Mendocino County children and youth in care. Friday, May 5th Social Services staff were honored to recognize MMIWP Day along with our county colleagues. During the month of April 2023, 729 dog licenses were sold resulting in $21,890 in revenue.

BHRS applied for Phase One funding of the Behavioral Health Bridge Housing Grant. If awarded, this grant will provide up to $4,937,108 in funding over four years for housing support, such as interim housing options, while BHRS clients on waiting lists for permanent supported housing, and rental assistance costs for BHRS clients that could move into permanent housing with short term support. We anticipate a second round of Behavioral Health Bridge Housing in the late summer for competitive applications for funding for housing infrastructure. The Friday Night Live Program has been awarded Social Emotional Learning implementation dollars that will be utilized to expand our capacity to teach County youth interpersonal skills that are vital for school, work, and life success.

During the month of March, the Mendocino County Department of Child Support Services collected and distributed $472,796.00 in court ordered child support payments and a total of 797 children are currently enrolled in employer offered medical coverage.

The Ukiah Branch Library will participate in the May and June First Friday Art Walk showing an exhibit of oil paintings by local artists including Janet Rosen. Clovice Lewis will play live music and attendees can craft meditative art coasters. The Friends of the Library will hold a book sale.
Saturday, May 20, 2:00-3:00 p.m. Fort Bragg Branch presents a lecture on meteorites. Geophysics expert Gary Mason owns a local gem and rocks store. This program provides STEM learning for adults and school-age children and supports our thriving economy.

Economic Development AdHoc Committee Report
On March 20 & 21, the BOS Economic Ad Hoc Committee, West Business Development Center, and The Community Foundation of Mendocino County hosted two business information sessions, inland and on the coast. The intention of these gatherings of key employers and industry leaders was to explore ways to develop a structure for economic development capacity building that ensures plans and solutions align with the priorities and desires of the business community.

A Prepared and Resilient County | |
During April 2023, two of our Animal Protection Officers completed their required California Animal Welfare Association Animal Control Officer training. On May 21, 2023, at the Covelo Rodeo Grounds – 22830 Airport Road, UC Davis Veterinary School will be working with Mendocino CART to provide disaster training for people and their pets. Learn how to be better prepared to get your pets to safety during an emergency, or how you can volunteer and help others. All animals are welcomed & encouraged – dogs, cats, horses, birds, cattle, goats, sheep etc. Vaccines, microchips, flea prevention and de-worming will be provided for all participating animals. Please don't show up unannounced - please contact 367-9868 to make arrangements for your participation.

May 4 and May 12 the Fort Bragg Branch Library conducts outreach to the local Latinx community, building important connections that foster resilience, learning, safety, and a thriving economy for adults and children. The Mendocino County Department of Child Support Services participated in "Dia del Nino" on Sunday April 30th. During this event our office was able to meet families and their children who would spin our wheel to receive a prize while becoming educated on the services our department offers. This event was heavily attended, and we look forward to celebrating Dia del Nino in future years.

As staff continues to make progress in the evaluation and updates of all County leases, licenses, rental agreements, space and conditional analysis results, and memorandums of understanding (MOU) within the County system, we have been meeting with numerous property tenants of various County-owned facilities to forge relationships and gain an understanding of the programs and services run out of the facilities. June 14-18, 2023
California State Parks Week is an exciting new annual event that celebrates the amazing diversity of California’s State Park System and the people who visit and help protect these iconic places. California State Parks Week advances the “Outdoor Access for All” initiative championed by Governor Gavin Newsom and First Partner Jennifer Siebel Newsom. In its second year, California State Parks Week returns from June 14-18, 2023.
Through special community events and in-person and virtual programming, State Parks, Save the Redwoods League, Parks California, and California State Parks Foundation will invite Californians to celebrate the communities and cultures that make California special, explore new adventures and activities in our shared parks, and discover ways to deepen their relationships with parks and the landscapes they protect.
