2022 PPGA Dues Collection
The 2022 PPGA membership dues will begin shortly. Once you receive your renewal notice, simply fill out the payment information, make any needed changes to the contact information, and return to us. You are also able to pay dues directly online, if you prefer. If you have any new employees who would like to receive PPGA information or changes to other employee’s contact information, we ask that you fill out the “Additional Information” contact sheet. This will assist us in keeping our membership information up to date.

Still Time to Apply for Rebates in 2021
The PPGA has a number of great rebates for you and your propane customers to take advantage of in 2021, while funds last. Click here for more information. Members can utilize the latest PPGA rebate information and applications. 

2021 approved rebates include:
  • On Road Vehicle Incentive: You, your employees and your customers are eligible to receive a $1,500 incentive on a newly purchased propane vehicle or conversion on an existing vehicle with a propane system. Vehicles registered and operated in Hawaii, Oregon or Washington qualify.
  • Safe Appliance Installation Program: This program rewards propane customers to use a qualified technician to conduct a safety audit to ensure safe installation of certain propane appliances. Available for a variety of indoor and outdoor propane appliances.
  • Smart-Hose Safety Installation: You’ll receive a $500 rebate if you purchase and use a qualified Smart-Hose Safety System. Several types and sizes are covered.
  • Duty to Warn Rebate: The PPGA will cover up to $500 towards your efforts to distribute safety information to your customers. Encourage customers to follow the standard propane safety guidelines. 
  • CETP Training Rebate: Companies are eligible to receive a rebate of $1,500 per office location with a maximum of $6,000 per member company for eligible CETP Training.
  • Regulator Rebate: The propane marketer may receive a rebate in the sum of $50.00 per replaced regulator. An application form and required safety check information must be submitted and approved before the rebate will be distributed.
  • DOT Training Rebate: This rebate is designed to reimburse a propane marketer for some expenses associated with instruction to train industry personnel on the requirements for safety and compliance issues related to DOT transport of hazardous fuels. Marketers that choose to participate are required to have a third-party perform an onsite DOT audit review and employee training.
Call for Presentations
We are seeking speakers for the 2022 PPGA Annual Conference & WPGA Chairman’s Board Meeting to be held at Semiahmoo Resort in Blaine, Washington, August 10-12. Potential speakers are asked to submit topics and descriptions of a training/lecture you would like to provide to our members. We encourage you to share your best practices, successes, and proven techniques. Submission deadline is January 13, 2022.
COVID-19 Vaccine Mandate: NPGA Webinar, Legal Action, and Resources
National Propane Gas Association joined a coalition of trade associations in a federal court challenge of the Emergency Temporary Standard (ETS) issued by the U.S. Occupational Safety and Health Administration (OSHA) that requires companies with 100 or more employees to mandate COVID-19 vaccines for non-exempt employees or implement testing protocols. On November 23, OSHA filed a motion urging the U.S. Sixth Circuit Court of Appeals to immediately dissolve the current stay, which was put in place by the Fifth Circuit Court of Appeals on November 6. As petitioners in the litigation, NPGA’s counsel is responding to OSHA’s filing.

In light of the ongoing litigation, the White House directed the Safer Federal Workforce Task Force to delay the deadline for vaccination of employees of federal contractors and subcontractors. The new deadline is January 18, 2022.

On November 19, NPGA hosted a webinar providing information on the ETS requirements, the ongoing rulemaking process, and the status of NPGA’s litigation opposing the ETS. The webinar featured a marketer’s perspective from Tom Manson, CEO of Eastern Propane & Oil, which operates in five states with nearly 500 employees. A copy of the presentation is available on the Member Dashboard.

NPGA is pursuing three parallel tracks: OSHA rulemaking on the ETS; litigation before the U.S. Court of Appeals for the Sixth Circuit; and guidance materials for the ETS, if the compliance deadlines are enforced. NPGA’s litigation petition joins several trade associations that rely on over-the-road transportation and provide consumer services or goods. NPGA is not challenging the value or efficacy of COVID-19 vaccines, but rather that NPGA members have taken extraordinary measures to protect the propane industry’s employees, customers, and communities during the pandemic. This mandate could result in lost employees, high compliance costs, and worsening supply chains and labor markets.

NPGA drafted guidance materials and identified valuable resources for members to utilize in developing policies required by the ETS. While litigation and congressional action move forward, OSHA agreed to abide by a stay of enforcement currently enforced by the court; however, companies are encouraged to review guidance materials and policy requirements should the status quickly change. NPGA’s guidance materials and templates are available on the Member Dashboard.

NPGA developed guidance summarizing the primary requirements of the COVID-19 vaccination executive orders, answers to frequently asked questions, and additional government resources for federal contractors and subcontractors as well as a template document for propane marketers to request a temporary exception from the COVID-19 vaccination mandate for federal contractors and subcontractors. The initial compliance deadline for federal contractors and subcontractors is delayed until January 18, 2022. Finally, OSHA requested feedback regarding the impact to employers with 100 and more employees as well as potentially expanding the scope of the ETS policies to employers with fewer employees. Please complete a brief survey to provide valuable information to aide NPGA’s advocacy. OSHA has extended the comment deadline for this request to January 19, 2022.

Webinar: New Clean Transportation Funding Opportunities for Small and Rural Communities

Learn about federal resources available to help rural communities save money, reduce air pollution, meet decarbonization goals, and enhance economic development by transitioning fleets to American made alternative fuels and vehicles. Ken Brown, TEP’s executive director, will lead a discussion on:

1. Funding opportunities made possible by the recently signed bipartisan Infrastructure Investment and Jobs Act, including:
  • The new $5 billion EPA Clean School Bus Program, which will prioritize rural and other underserved communities.
  • $2.5 billion in DOT competitive grants to install electric charging and other alternative fueling infrastructure, which will prioritize rural and other underserved communities.
  • $3.75 billion in Federal Transit Administration competitive grants for Buses and Bus Facilities, which will now have a 15 percent set-aside for rural communities and a 25 percent minimum target for clean fuel buses.

2. How your community can get ready to access current and planned federal incentives for transitioning fleets to biodiesel, propane, natural gas, electric, and hydrogen.

3. How one rural fleet has cut fuel and maintenance costs and reduced air pollution by transitioning to cleaner, US fuels.
