Sheriff Stomps on Bargaining Rights of PPOA Members
PPOA was informed by membership on Monday of newly enhanced efforts from Sheriff Villanueva to obtain compliance with the COVID-19 mandate registration. The Sheriff’s Department has created a standardized Performance Log Entry (PLE) template under the direct instruction of Sheriff Villanueva. 

Members who have failed to register within the Fulgent system and/or the Department’s “internal” tracking system are being served with the attached PLE (click to view) requiring registration within 48 hours or face “formal discipline.” 

PPOA OPPOSES this unilateral action by Sheriff Villanueva

Following the Department's denial of PPOA's repeated requests to Meet and Confer on this issue as well as our demand that the Department "cease and desist" the issuance of the PLEs, PPOA instructed our legal counsel to prepare an Unfair Labor action against the Department.

Fraternal Order of Police Meeting
December 4: For years, PPOA proudly hosted quarterly meetings for the California Fraternal Order of Police (FOP) Lodge 1. While the pandemic put those in-person meetings on hold for nearly two years, we were honored to once again welcome fellow FOP members to a meeting in the PPOA conference center last week. All active PPOA members are part of Lodge 1, which represents public safety organizations throughout LA County and operates under the capable leadership of former PPOA President Roger Mayberry

PPOA is grateful for our long-standing affiliation with the FOP, the world's largest organization of law enforcement officers, with more than 364,000 members in more than 2,100 lodges nationwide.

COVID-19 Legal Meeting
December 7: On Tuesday, PPOA hosted its weekly meeting in order for President Tab Rhodes, Executive Director Wayne Quint Jr., Senior Labor Rep. Venise Wallace, Labor Rep. Teresa O'Neil, Intake Rep. Kevin Thompson and PPOA attorneys to address COVID-19 issues impacting PPOA members. These meetings help PPOA representatives stay current on all aspects of the COVID-19 pandemic and related negotiations with the County. This dedication of PPOA resources supplements the efforts of the Coalition of County Unions (CCU) to negotiate reasonable terms as well as mitigate impacts on PPOA membership.
PPOA Delegates Appreciation Luncheon
December 7: PPOA acknowledged our dedicated delegates at a luncheon on Tuesday. These are your union’s most active members, who volunteer their time to attend meetings throughout the year and help foster communication with the membership. Per tradition, the Delegates Appreciation Luncheon includes drawings for gifts provided by PPOA law firms and our business partners who are proud to support and represent law enforcement employees. PPOA is thankful for their generosity and the outstanding commitment of our delegates. PPOA Board of Directors Meeting;
New Unit 621 Representative and Executive Board Sworn In
December 8: The monthly PPOA Board of Directors meeting took place on Wednesday.
During this meeting, Security Officer Gerry Garcia was sworn in as the new Unit 621 director representing Sheriff's Security Officers and Security Assistants. In addition, Directors Joel Barnett, Nancy Escobedo, Joyce Kato, Christopher Lee, Tab Rhodes and Jose Rios were sworn in to new terms on the Board. Directors then voted to configure the Executive Board for 2022 as follows:

  • 2nd Vice President Tony Coleman
  • Secretary Jose Rios
  • Treasurer Joyce Kato
Sheriff Discusses Current Issues
December 8: Sheriff Villanueva hosted a Facebook live stream on Wednesday to discuss current issues, including the policies of LA County District Attorney George Gascon, redistricting for County Supervisors and more.

California Peace Officers Memorial Foundation
December 9:  Executive Director Quint participated in a teleconference with representatives of the California Peace Officers Memorial Foundation (CPOMF) on Thursday for the monthly board meeting. This meeting was hosted by the Sacramento Deputy Sheriffs Association and discussions were focused on planning for the 2022 memorial ceremonies to be held on May 1st and 2nd at the State Capitol. Due to COVID-19, the 2020 and 2021 events were cancelled and all fallen officers who were to be honored at those ceremonies are now scheduled to be memorialized at the 2022 ceremony (click here for full, updated list of honorees.)

Unit 612 Contract Negotiations
December 9: PPOA's Unit 612 contract negotiations team met with County executives via videoconference on Thursday for the second round of negotiations for a successor Memorandum of Understanding with the County. The current salary contract for Sergeants and Lieutenants from the Sheriff's Department and DA's Office expires on January 31, 2022.

The Unit 612 team is comprised of the following PPOA members:

COVID-19 Vaccination Mandate Mediation
December 10: PPOA and the Coalition of County Unions took part in the second round of the formal process of mediation with the County regarding the vaccination mandate. The initial round of mediation occurred on 11/16/21 and like that one, yesterday's meeting was overseen by two mediators assigned to help move this contentious process toward a resolution. PPOA was represented by Executive Director Quint and President Rhodes at this meeting. 

As this edition of Week in Review was being finalized late yesterday, the meeting was still in progress.
PPOA "Steer Clear" Safe Ride Program for Members
PPOA wants to ensure all members make it home safely while celebrating and socializing during the holidays. Our annual “Steer Clear” program offers reimbursements to members of this association who use UBER or LYFT between November 25, 2021 and January 1, 2022. The reimbursement offer is limited to one round-trip or two one-way trips not exceeding 30 miles total. Valid for UberX and Lyft Standard rides only. Tips not included. Offer limited to active, full-dues paying PPOA members.

Reminder: Increase in CHOICES Monthly Benefits Allowance
Attention active PPOA members: Please be advised this chart reflects the 2.5% increase in the County's contribution to the Choices health plans in order to help offset health insurance premium increases. This increased financial contribution from the County was negotiated by the Coalition of County Unions, including PPOA and 13 other member organizations.
