After a record-shattering year in 2021, the housing market is at an inflection point. Higher interest rates have taken some heat out of the homebuying market, and the large number of apartments under construction should bring some relief on the rental side. For lower-income households and households of color, though, the pressure of high housing costs is unlikely to relent.

On June 8, Freddie Mac and Fannie Mae, the two government-sponsored enterprises (GSEs), issued their first ever Equitable Housing Finance (EHF) plans. Freddie Mac said the result would be to “increase sustainable homeownership and rental opportunities for traditionally underserved Black and Latino communities across the nation.” Fannie Mae said they would “knock down barriers standing in the way of greater equity in housing… to help underserved consumers attain and, importantly, sustain homeownership and quality housing.”

In many respects, the Pegasus is what you’d expect from an entry-level model home. Modest in size at 1,035 square feet, it has two bedrooms and two baths — one even has double vanity sinks. The kitchen is appointed with marble countertops, stainless steel appliances and a farm-style sink. A breakfast bar with windows facing out onto the front porch will no doubt serve as the social hub of the home.

Kim Drotar is a public school teacher who rents an apartment in St Louis. But she doesn't have the best neighbors. "They're 19, 20 and have parties and bang on my door in the middle of the night and, you know, just to be jerks," she says. Drotar's a single mom with a daughter in 5th grade. She's been trying to find a house she can afford to buy.

"I just want some place where she can ride her bike and make friends with the neighbors and play with the kids and they can come over." But she keeps getting outbid when she makes offers. And now with mortgage rates up sharply she says she's just been priced out completely. Meanwhile, continuing to rent is getting harder to afford, too.
