City of Alhambra To Establish
Historic Preservation Program
Plans are well underway for the establishment of the Historic Preservation Program in Alhambra to recognize and protect important properties in the city's history. The project will be completed in three phases:
Phase 1: Historic Context Statement.
Phase 2: Historic Resources Survey and establishment of Historic Preservation Commission.
Phase 3: Historic Preservation Ordinance.
The City is currently working on Phase 1, the preparation of the City’s first comprehensive, citywide historic context statement. The historic context statement will help to identify the important periods of development, historic trends, and other influences that helped to shape the built environment. This includes important people and events, building types, architectural styles, local architectural practitioners, and patterns of development. The context is an important first step that will provide the framework for the other components of the Historic Preservation Program.
City staff, along with the consultant team, will be engaging with the community throughout the project, both to keep the community apprised of the project status and to solicit feedback and input. To that end, we hope to hear from all of you to help us tell Alhambra’s story. At any time during the project, tell us about the people, places, and stories that matter most to you.

Volunteers Wanted For Neighborhood Clean-Up
The City of Alhambra is looking for volunteers to help in our Neighborhood Clean-Up event on Saturday, November 6, from 8 a.m. to 12 p.m.
You can register by yourself, as a team, or sign up your church, business or service organization.
Remember to bring your reusable water bottle, however water will also be provided.
Make sure to wear closed-toe shoes and appropriate work clothes.
If possible, please bring your own gloves and protective eyewear.
Due to COVID-19 health restrictions FACE COVERING IS REQUIRED!
Volunteers will meet at Emery Park, located at 2709 Mimosa Street in Alhambra.

Community Input Sought For Art Alley Project
The City of Alhambra is exploring the possibility of an Art Alley project, where alleyways just south of Main Street will be reimagined as free, outdoor art galleries that bring creativity, beauty, and an increased sense of community to those who live, work, and visit our City.

The goal of this project is to uplift and celebrate Alhambra through the power of the arts.
We want to hear from you!

Please take our survey to share your input about public art in Alhambra and the Art Alley project in particular. The survey closes in the end of November.
City Launches Tobacco Retail Licensing Program
On May 10, 2021, the Alhambra City Council approved an amendment to the Alhambra Municipal Code, adding Chapter 5.90 to establish a Tobacco Retail Licensing Program.

The Tobacco Retail Licensing Ordinance:
·        It establishes a Tobacco Retail License (TRL), TRL fee, and other provisions relating to the sale of tobacco products. All tobacco retailers, wholesalers, distributors, and manufacturers with retail sales within the City must obtain a TRL beginning January 1, 2022.
·        It bans the sale of all flavored tobacco products, as defined in the ordinance, throughout the City, beginning July 1, 2022.
 
Next Steps:
In order for retailers to sell tobacco products within City limits effective January 1, 2022:
·        Submit proof of a Tobacco Retailer license and Resellers Permit from The California Tax and Fee Administration (required under State law). The TRL application is available online at: https://www.cityofalhambra.org/576/Tobacco-Retail-License.
·        Pay City Business license + fee
·        Pay City Tobacco Retailer’s License $300 fee
·        Sign the Acknowledgement Addendum
·        Obtain or submit a Certificate of Occupancy (administered by Community Development) + fees, applicable to new businesses only.

New Commercial Organics Recycling
Requirements Start Soon
California Senate Bill (SB) 1383, which was signed into law in 2016, establishes a goal of reducing the volume of organic waste disposed in California landfills by 75% by 2025. SB 1383 builds on and expands the requirements of Assembly Bill (AB) 1826, which affects all businesses and multi-family properties with five or more units that generate 2 or more cubic yards of waste per week. Under SB 1383, all businesses and multi-family properties, regardless of size, will be required to participate in organics recycling programs. Under SB 1383, organics are defined as lawn and landscaping debris, wood and lumber, food, food-soiled paper and other paper and cardboard products. Currently, two-thirds of this material is landfilled. As organics break down in landfills, they create methane, a powerful greenhouse gas which the state of California has identified as a factor in climate change. SB 1383 takes effect on January 1, 2022.

Now is the time to ensure that you will have the necessary carts or dumpsters and collection services in place. At a minimum, you will need:
• Recycling carts or dumpsters to collect clean, dry paper and cardboard products (Under AB 341, many businesses and multifamily properties are already required to recycle paper, along with plastic bottles and jugs, glass bottles and jars, and metal cans).
• Organics recycling carts or dumpsters for lawn and landscaping debris and nonhazardous wood waste, as well as food scraps and food-soiled paper products.

In addition, SB 1383 establishes a goal of increasing edible food recovery by 20% by 2025. The regulations specify that certain food related businesses must donate the maximum amount of edible food they would otherwise dispose to food recovery organizations. Mandated food donors fall into two tiers. Tier 1 businesses, such as wholesale food vendors and supermarkets, must have an edible food donation program in place by January 1, 2022. Other food businesses will need to have a donation program in place by January 1, 2024.

Customer Access to Recycling in Food Service
Assembly Bill (AB) 827, which was signed into law in 2019, requires that businesses, such as restaurants and malls, make composting and recycling receptacles accessible to customers for materials purchased on their premises. AB 827 works collectively with commercial recycling and organics recycling mandates to maximize landfill diversion and reduce greenhouse gas emissions. If you provide disposal containers for customers, you must supply visible, easily accessible and clearly marked bins for recyclables and organics (compost) next to trash bins. Fullservice restaurants must provide properly labeled bins for recyclables and compostables next to the trash containers used by kitchen and dining room staff. Alhambra Pumpkin Run
The 8th Annual Pumpkin Run and Halloween Fest is back in person this year, taking place on Sunday, October 24, 2021 in Downtown Alhambra. Proceeds will benefit the Alhambra Educational Foundation!

This family event features 10K, 5K and 1K runs, as well as live entertainment, Trick-or-Treating at downtown businesses, carnival games, costume contest, Alhambra Certified Farmers Market and much more!

A new division has been added this year. The Kiddie Fun Run begins with a fun warm up of exercises and quick dance led by the fun master of ceremonies before each group. This route will be a half K (half of the route of the 1K) for ages 4 and 5 years old.

STREET CLOSURE INFO:
On October 23rd, from 7 p.m. to October 24th at 12 p.m., ALL of the streets within the race zone will be CLOSED TO TRAFFIC. The following streets will be closed during the race:
-Main St: Atlantic Ave to Vega St (No Cross traffic will be permitted)
-Garfield Ave: Main St to Woodward Ave
-El Molino St: Main St to Granada Ave
-Granada Ave: El Molino St to Main St
Overnight parking restrictions will be relaxed from October 23rd through October 24th, 2021, from Granada to El Molino, and from Main St. to Commonwealth. If you require vehicle access during this time, please arrange to park on an adjacent unaffected street. If you have questions, please call the Public Works Department at 626-570-5067.
Eviction Protections and Rent Relief

The LA County Board of Supervisors voted to extend Los Angeles County’s temporary eviction moratorium through January 31, 2022. According to a press release "these protections, which went into effect March 2020 and set to expire on September 30, 2021, provided a set of affirmative defenses against evictions for residential and commercial tenants, as well as mobilehome space renters.
The updated policy, now renamed the County’s COVID-19 Tenant Protections Resolution, continues to provide a defense against eviction for residential and commercial tenants, while also expanding the owner move-in provisions. Notably, the updated Resolution expands the owner move-in exception to allow property owners or their qualifying family members to move into up to two units as their principal residence(s) if the single-family home, condominium unit, mobilehome space, duplex and/or triplex was purchased by the property owner on or before June 30, 2021, and if certain conditions are met. It also clarifies provisions not preempted by State law, such as residential nonpayment of rent due to COVID-19 financial hardship." Learn more here.

Meanwhile, the State's COVID-19 Rent Relief program will NOT end on September 30th. Applications are being accepted on an ongoing basis until program funds are exhausted. COVID Updates and Best Practices For
Retail Food Facilities Presentation

The Alhambra Civic Center Library, in partnership with the County of Los Angeles Department of Public Health and Asian American Economic Development Enterprises, Inc., will hold a presentation on COVID Updates and Best Practices For Retail Food Facilities. The event will take place on Tuesday, October 19, from 3:00 PM to 5:00 PM for restaurants owners and employees, delivery services and all food retailers. The program will be presented online via Zoom. Limited in-person registration is available for those without internet or computer access. The presentation will focus on COVID requirements and guidance on food safety and good practices. Presentation copies will be provided in English, Chinese, Spanish and Vietnamese. Targeted Vaccine Requirements

The LA County Health Officer Order has been modified to align with President Biden’s national strategy including some targeted vaccination requirements that will be effective Oct 7th. Children under 12 will be exempt. For a full list visit ph.lacounty.gov/coronavirus.
Pfizer Boosters Now Available For Select Groups
Eligible Los Angeles County residents can begin receiving their booster dose at any of the hundreds of sites offering the Pfizer vaccine. The booster dose offers enhanced protection for those fully vaccinated with the Pfizer vaccine 6 months ago who are at increased risk of getting COVID-19 and/or experiencing severe illness from COVID. The LA County vaccination network is prepared to offer boosters while continuing to prioritize getting first doses to those eligible and not yet vaccinated. Get Involved in the Redistricting Process

Every 10 years, district lines are redrawn to reflect how populations have changed and ensure each elected official represents approximately the same number of constituents.

How and where districts are drawn can shape a community's ability to elect representatives of their choice. Alhambra residents are encouraged to engage in the redistricting process.
