Housing Element and district-based elections
The Housing Element for the City of Pleasanton is being updated for the years 2023-2031. The city is required to determine potential sites for future housing development based on the Regional Housing Needs Assessment (RHNA) report. According to RHNA, the City’s new number is 5,965 new units representing lower-income to above-moderate income housing units. However, based on sites carried over from the current Housing Element and other factors, city staff has determined only 3,143 additional housing units need to be located for future re-zoning.

Based on feedback from the community and planning commission, city staff are recommending several of the original potential sites for development be removed. The Chamber of Commerce urges the City Council to keep the original inventory list of sites in place (other than those locations where the owner has requested to be removed) so that they can be included in the next step, which is performing a CEQA review and Environmental Impact Report (EIR) analysis. We believe it is prudent for the city to have an abundance of site locations in case many of the proposed sites are not accepted by the state. To learn more about this very important process, please tune into their meeting this evening at 7pm by clicking here.

Future city council elections are about to change significantly with the formation of district-based elections versus the current at-large system. Due to state code and a potential lawsuit from an attorney in Southern California, the city is in the process of forming four districts for the four city council seats where the mayor would still be elected at-large. Several district maps have been compiled and can be reviewed here. There are many factors that must be considered in the formation of the districts such as keeping “communities of interest” together and drawing lines based on natural features such as creeks, hills and roads. The chamber is in the process of evaluating the proposed maps. Our support will be based on a map that includes “communities of interest” and is the simplest and most understandable to Pleasanton voters.

The City Council will discuss setting the district boundaries on 2/3 at 7pm. You can participate by clicking here.
