2023-2024 Grant Funding Round
We are pleased to formally open the 2023-2024 Appalachian Regional Commission (ARC) grant funding round. Funding through the program is a federal (ARC), state (PA DCED) and local (NEPA Alliance) partnership.

As the designated Local Development District for the Appalachian Regional Commission (ARC), we are excited to provide you with information related to the ARC Area Development and ARC Local Access Road Programs. NEPA serves as the regional partner and conduit for ARC funding. Most of the pre-applications will be considered for funding in the Spring/Summer of 2024, however, some projects may be considered for funding earlier due to additional or unused funds from this fiscal year.

Get Connected Program Has Openings for Businesses in Northeastern Pennsylvania

The Get Connected Program, an eCommerce program for small businesses to improve their website presence and increase online sales, is actively seeking applications for businesses in Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill, and Wayne counties. Information about the program and an application intake form are available here.
 
As part of the eligibility requirements, candidate firms must complete two online trainings that were developed by the Small Business Development Centers at The University of Scranton and Wilkes University. Registration for the first training is here. To be considered for the first-come, first-serve program, please complete the application intake form and the first training. NEPA is grateful to the Pennsylvania Department of Community & Economic Development and the Lackawanna County Board of Commissioners for their continued financial support of this Program.

New Markets Tax Credits Program

NEPA is soliciting capital projects that are in need of New Markets Tax Credits (NMTC). Specifically, we are seeking projects from eligible distressed census tracks within the Commonwealth of PA that have capital estimates ranging from $6-$60M. NEPA Alliance has several loan programs available for small businesses located in Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne counties.
These low cost, low interest loans offer reduced down payments and standard loan term maturities for machinery and equipment, land and building acquisition, construction and renovation. Loan rates are fixed and generally below the prime lending rate.
 
Eligible businesses include Manufacturers, Industrial, Agriculture/Agribusiness, Hospitality & Tourism Related Enterprises, Recyclers, Day Cares, Computer Related Services, Advanced Technology, and Retail and Service Related Businesses. Other business sectors may also qualify.

  • This NEPA SBA 504 loan project was completed in partnership with Fidelity Bank for the refinance of commercial real estate.

Funeral Home – Dunmore
  • This NEPA SBA 504 loan project was completed in partnership with Fidelity Bank for the refinance of commercial real estate.
NEPA Alliance Business Finance Corporation is a state-wide CDC allowing for NEPA BFC to lend SBA 504 Loans to eligible small businesses located in Pennsylvania.

Financing Structure

A bank or other lender finances 50% of the project cost and takes a first lien position on the assets financed. The SBA 504 loan finances 40% of the project cost, up to $5.5 million, and takes a second lien position. The borrower then contributes a down payment of as little as 10%.

Small Businesses can receive:

  • Up to 90% Loan to Value
  • Up to $5.5 Million in SBA Financing
     - Unlimited Total Project Cost

International Trade Webinar
Certificates of Origin

Gain an understanding when Certificates of Origin or other certificates are required and proper completion of these documents.
 
Certificates of Origin are one of the most common commercial documents next to a Commercial Invoice and Packing List that are required for an international transaction. In some cases, additional certificates such as a Certificate of Free Sale or other certification may be required. Failure of the exporter to provide the needed certificates to a buyer can cause delays in clearance, storage charges and even fines and penalties.

Why You Should Attend:
  • Understand the reason and purpose of Certificates of Origin. Without this, U.S. exporters are subject to unnecessary collection problems, liabilities (in case exporters sell to customers that re-export), and a loss of future export sales.
  • Understand how Certificates of Origin often determine the amount of duties your export customers pay.
  • Learn the difference between preferential and non-preferential Certificates of Origin.
  • Develop an understanding of Certificates of Free Sale and other certificates.
  • Learn how to determine what certificates may be required.
  • Learn who can complete these certificates and which certificates require validation.
  • Understand your export customers’ requirements for supporting documents and recordkeeping requests.

Backroom polls are still happening all across the United States, and it appears there is an uptick in the awareness and acceptance of the APEX Accelertaor network. Take it from me, it is just us PTAC folks doing what we do best, with a new name and logo, and an enhanced mission.

Formerly housed within the Defense Logistics Agency, APEX Accelerators are now a part of the Department of Defense’s (DOD) Office of Small Business Programs (OSBP). APEX Accelerators mission is to “serve as the axis for existing and new business to strengthen the defense industrial base by accelerating innovation, fostering ingenuity and establishing resilient and diverse supply chains,” but, the assistance is not solely for contractors currently working with the DOD.

APEX Accelerators can be very helpful for those companies that are just starting out in the federal/state/local government contracting business, that are looking to expand their footprint or need advice on business development in the government contracting space. APEX Accelerators can also provide referrals to many other resource organizations to support business needs.

Small business contractors can get assistance from APEX Accelerators, offered free of charge, and on a wide range of assistance to government contractors. More specifically, assistance is given to small businesses in the pursuit of federal, state and local government contracts. This includes help with the small business certification process, registration in the System for Award Management (SAM), identification of contracting opportunities, help understanding requirements and preparing bids.

USDOT Releases Procurement Forecast Enhancements

Every year, U.S. Department of Transportation's (USDOT) Office of Small and Disadvantaged Business Utilization (OSDBU) publishes the USDOT Procurement Forecast in compliance with Public Law 100-656. The forecast is one of many tools available to small businesses to assist in planning their staffing decisions and marketing efforts to the Federal Government. In order to further serve the small business community, they have made some updates to the DOT procurement forecast.

The changes are as follows:
  • New forecast link: DOT Procurement Forecast. They will no longer have a separate forecast for each Fiscal Year (FY). Instead, they will have one summary forecast. Currently, small businesses should be able to see FY24 and FY25 forecasted opportunities, as soon as they are posted in the forecast.
  • On the main forecast page, users have new options to sort by FY and by Bipartisan Infrastructure Law funding.
  • They have also added several new data fields. These fields include:
  • Expected Period of Performance
  • Place of Performance
  • Security Clearance Requirements (if applicable)
  • Anticipated Award Date
  • Contract Vehicle
  • Incumbent Contractor
  • Modification Date(s)

In a worrying trend, the number of firms in the defense industrial base that provide weapon systems, supplies and services to the military is shrinking, according to the National Defense Industrial Association’s (NDIA) unique data-driven new report Vital Signs 2023 Posturing the U.S. Defense Industrial Base for Great Power Competition.

This report offers an annual unclassified assessment of the U.S. defense industrial base (DIB). NDIA’ s Vital Signs 2023 includes an exclusive survey of NDIA members who form the backbone of the DIB and focuses particularly on the health of the defense industrial base as it relates to military readiness.

The unique report paints a concerning picture of an American defense industry challenged – in particular – by near-peer competitor threats. Following the Cold War, the peace dividend and many years of focus on counterinsurgency, the U.S. finds itself challenged to maintain its leadership position in renewed great power competition.

“The downward trends we outline in Vital Signs 2023 are not consistent with posturing the defense industrial base for great power competition,” Jen Stewart, executive author of the report and Executive Vice President at NDIA said.

DCED Multimodal Transportation Fund Grant Program Now Open
 
The Pennsylvania Department of Community and Economic Development (DCED) is currently accepting applications for funding through its Multimodal Transportation Fund for 2023-2024. The application period closes on July 31, 2023.

Funding can be used to coordinate local land use with transportation assets to enhance existing communities; for projects related to streetscapes, lighting, sidewalk enhancement and pedestrian safety; for projects improving connectivity or utilization of existing transportation assets; and for projects related to transit-oriented development. Municipalities, counties, school districts, economic development organizations, public transportation agencies, ports, rail freight and passenger rail entities are eligible to apply. A local match of 30% is required. More information can be found on the DCED website.
WalkWorks Grant Round Now Open
Applications Due by May 26
 
WalkWorks is accepting grant applications from municipalities to assist with the development of
Active Transportation Plans, Complete Streets policies and/or Vision Zero policies. These plans and policies establish activity-friendly routes that connect people to everyday destinations and opportunities for physical activity. Active transportation includes walking, wheeling or biking, and public transit.

LTAP Classes
The Northeastern Pennsylvania Alliance has partnered with PennDOT to offer the Local Technical Assistance Program (LTAP) training series in all seven NEPA counties: Carbon, Lackawanna, Luzerne, Monroe, Pike, Schuylkill and Wayne.
