Building Our Tribe
At the December Board of Education meeting, the Board affirmed its decision to move forward with a $6 million no-tax-increase bond issue in April to support our next major construction project, which includes the following:
- Construction of a classroom wing as the first phase of a middle school replacement
- Replacement of the athletic track as the first phase of outdoor site improvements
- Other possible site and building improvements, as funding allows
Gilmore and Bell, our bond underwriting firm, has worked with the district to prepare a resolution that includes ballot language for the April 5, 2022 election. The language has been crafted to address the goals established by the Board during our recent community forums and resultant work sessions, while also permitting flexibility to include projects to address other needs.
PROPOSITION B Shall the Board of Education of the Hallsville R-IV School District of Boone County, Missouri, borrow money in the amount of $6,000,000 for the purpose of acquiring, constructing, renovating, equipping and furnishing sites, buildings and related facilities for school purposes, including but not limited to the construction of additional classrooms at Hallsville Middle School and an athletic track; and issue general obligation bonds for the payment thereof? If this proposition is approved, the adjusted debt service levy of the school district is anticipated to remain at the current levy of $1.11 per one hundred dollars of assessed valuation of real and personal property.

FFA Members Receive SAE Grant
Congratulations Roselynn Orr & Dominic Troutman
Congratulations to HHS sophomores Roselynn Orr and Dominic Troutman who were each recently awarded a $1,000 SAE grant from Valent U.S.A. LLC and Phibro Animal Health.
SAE grants are designed to help FFA members create or expand Supervised Agricultural Experience (SAE) projects, a requirement that all FFA members must complete. An SAE requires FFA members to create and operate an agriculture-related business, work at an agriculture-related business or conduct an agricultural research experience. Upon completion, FFA members must submit a comprehensive report regarding their career development experience.
Roselynn will be utilizing her grant funding from Valent U.S.A. LLC towards the
development of an equine training application that will integrate veterinary records and exercise prescriptions into periodization programs for sport horses. Dominic will be utilizing his grant from Phibro Animal Health towards the startup of a production Dorper lamb operation. He plans to purchase his first flock of lambs with this grant.
Congratulations again to Roselynn and Dominic whose applications were selected from over 1,000 applications nationwide.

Courtwarming 2022
Friday, January 14
Tonight the Hallsville Indians take on the Boonville Pirates beginning at 5:00 p.m. in the west gym. The courtwarming ceremony will be held after the varsity game. The games will also be streamed on the district's YouTube page. The courtwarming dance originally scheduled for Saturday, January 15 has been postponed.

Dual Credit Scholarships
Now Available
Hallsville juniors and seniors have a new option to help them pay for college courses during their junior and senior years of high school. The Missouri Department of Higher Education & Workforce Development (MDHEWD) has a new state financial aid program to reimburse students for the cost of dual credit and dual enrollment courses. Board of Education Meeting
December Highlights
The next regular session meeting is scheduled for Wednesday, January 19, 2022, at 6:00 p.m. in the Hallsville Primary School cafeteria.
RECOGNITIONS
Sandy Alexander was recognized for receiving the Hallsville Chamber of Commerce Educator of the Year award. Sandy works as a special education paraprofessional. She has been providing care and dedicated support to students with disabilities and developmental delays for 15 years.
Sara Crane was recognized for receiving the Hallsville Chamber of Commerce Citizen of the Year award. Sara works as our intermediate school nurse but is also deeply involved in supporting the Hallsville community and its youth through her participation in local organizations.
CITIZENS COMMUNICATION
Matt Pemberton, Kaitlynn Rasmussen, Betsy Berry, Ashley Singleton, Harrison Yeagy, Denise McCord, Stephanie Harrison, and Sam Otten spoke in regard to a four-day school week.
Vanessa Plummer spoke about close contacts at school.
STATE ASSESSMENTS & ACCREDIDATION
Longitudinal MAP and EOC test results for Math, ELA, Science, and Social Studies were provided for review by the Board of Education. A detailed explanation is provided on each report along with additional information in the Superintendent’s monthly update.
After canceling state assessments at the start of the pandemic, Missouri reinstated the administration of the MAP and EOC tests during the 2020-21 school year. The State Board of Education decided, however, that results would not be used to generate an Annual Performance Report or modify district accreditation. As such, our district accreditation remains unmodified as fully accredited.
REVISION TO SUPPORT STAFF SCHEDULE
The board approved an updated schedule of supplement pay for support staff. The requirements for obtaining a Missouri substitute teacher certificate have been amended by the State Board of Education. The district requested an adjustment to the requirements for Para III status on the support staff schedule. The purpose of this change was to attract a wider base of eligible candidates for paraprofessional openings. The current schedule requires 60 or more college credit hours for Para III status eligibility; the revised adjustment requires 60 or more college credit hours or a valid substitute teacher certificate.
EVALUATION OF SCHOOL COUNSELING PROGRAM AND LIBRARY/MEDIA SERVICES PROGRAM
With each program evaluation, strengths, concerns, and future recommendations are reviewed. The board held discussions on the School Counseling Program and the ability for counselors to have collaborative PLC time in addition to other recommendations provided by the counselors. The board also discussed the possibility of staffing the intermediate library in the afternoon. This recommendation was mentioned in the Library/Media Services Program evaluation.
SUBSTITUTE SHORTAGE
The substitute teacher shortage continues to have a negative impact on the day-to-day runnings of buildings and staff. Absences are often unfilled, causing staff members and administrators to cover classrooms.
SCHOOL SAFETY
Officer Schmitz and Mr. Sides have been working on estimates for installing bullet-resistant film on district windows. They currently have two estimates that range from $103,000 to $148,000. Installation might be completed in phases based on funding. In addition, Officer Schmitz has researched and will apply for a grant that would help fund 50% of the project.
APPROVAL OF BOND RESOLUTION AND BALLOT LANGUAGE
At its meeting following the most recent community forum on December 1, the Board affirmed its decision to move forward with a no-tax-increase bond issue in April to support our next major construction project, which includes the following:

MOBILE DEVICE INSURANCE
The district worked with liability insurance provider MUSIC and program operator Gallagher Bassett to secure two options for student device insurance for when the district moves to one-to-one for student devices. Two options were presented to the board for review. Option A is a program that allows families to pay an optional annual premium for device insurance. A modified premium is established for families who qualify for free or reduced-price lunch, and families who elect not to participate are fully responsible for device repair or replacement. Option B is for the district to purchase insurance for all devices, and includes a 4% deductible. The board approved Option A.
JOHN T. BELCHER SCHOLARSHIP
Each year, the Missouri School Boards Association (MSBA) awards seventeen scholarships to Missouri high school seniors. One scholarship winner is selected from each of the seventeen MSBA-designated regions of the state. Those seventeen winners then compete for one larger scholarship. There were four John T. Belcher scholarship applications this year and the Board selected Clancy Crawford’s application to be submitted to MSBA.

Signs to Culver-Stockton College
Congratulations to HHS Senior Avery Oetting for signing a letter of intent to play basketball at Culver-Stockton next season! Avery’s high school career accomplishments include Top 5 in career scoring, three-pointers made, and steals. Avery has also made multiple All-Conference and All-District selections, 2021 KRES All-Star, and multiple All-Tournament teams. Coach Heet states, “Avery is one of the best shooters, boy or girl, that I have ever coached in 20 years at Hallsville. Culver-Stockton is getting a wonderful person and strong student who will represent the university with the utmost class and will be a positive addition to their community.” Congratulations Avery, your coaching staff and teammates are proud of you and the way you’ve represented our community over the past 3 and a half years.
