Week 1 Legislative Update

The 2022 General Assembly convened on Monday morning to start the second year of the 2-year general assembly. Leaders from both chambers and parties had the opportunity to address their chambers and lay out a broad plan of what they hope to accomplish this year. Top of everyone’s mind is the workforce issue the state is facing. While the two parties have different ideas on how to tackle this, everyone agreed that this is one of the most important issues this year. Republican leaders in both chambers spoke about returning the surplus sitting in the state’s reserve funds to taxpayers. As the session progresses, these broad ideas will be honed into specific legislation that will impact the lives of Iowans. 

Condition of the State

The Governor laid out what she hopes to accomplish this legislative session in her annual Condition of the State address Tuesday night. Tax policy, education, and workforce are all big issues she hopes to tackle this year. She is proposing to repeal Iowa’s income tax brackets and replace it with a flat 4% individual income tax along with removing state income tax on retirement funds including agriculture cash rent payments made to landowners after they retire.

Reynolds also wants to reduce the time individuals can receive unemployment benefits to 16 weeks and strengthen work requirements. The governor is working on her plans to promote Iowa made energy by increasing ethanol use across the state and the country.

2022 Welcome Back Reception

Each year, IIC cosponsors a welcome back reception for legislators with the Iowa Association of Electric Cooperatives, Iowa Biotech Association, Fuel Iowa, and the Iowa Communications Alliance. This reception gives our members a chance to visit with elected officials as the general assembly begins.
