If passed, Bylaw No.580.129, 2021 would change the zoning of the subject property
(111 Fourth Avenue West) from Institutional 1 (P1) and Institutional 3 (P3) to Commercial 1 (C1) to permit a mixed-use development with ground-floor commercial and nine residential units on the second storey. The ground floor commercial will consist of a grocery store.
