Hospital Discounted Care Newsletter

This newsletter provides information and updates on the implementation of House Bill (HB) 21-1198, Health Care Billing Requirements for Indigent Patients, otherwise known as Hospital Discounted Care. Low-income patients who aren't enrolled in Health First Colorado or Child Health Plan Plus (CHP+) will have the opportunity to apply for financial assistance or charity care programs at the health care facility where they receive care.

Hospital Discounted Care Updates

Updated Application and Calculator


The updated versions of the Uniform Application (Version 1.4) and Federal Poverty Guideline (FPG) Calculator (Version 2) are now available on the Hospital Discounted Care websiteProviders must begin using these versions on April 1. The updated Federal Poverty Guidelines April 2023 - March 2024 has also been posted.


Spring Training


HCPF will be holding training for our Hospital Discounted Care providers in late April and early May on the Screening and Application Process, Payment Plans and Collections, and the new Data Reporting Template. We are asking our hospitals to please share the registration links for the Payment Plans and Collections sessions with the physician groups that work with your facilities to ensure they are aware of the training and can attend as they are able. As always, a Question and Answer session will be held after those training sessions that will review all questions asked during those sessions. All sessions will be recorded and uploaded to the Hospital Discounted Care website for providers to reference throughout the year. Please register for training using the following links:

HDC Phone Numbers in Patients Rights Document


HCPF has found that some of the numbers listed as the HDC Screening phone number on the Patients Rights documents located on providers' websites go to a general line that gives the patient a second number to call to actually set up screening. Providers need to ensure the number listed on their Patients Rights document goes directly to whomever at the facility handles the screening process so that patients are not having to make multiple phone calls or be transferred multiple times to complete their screening or set up their screening appointment.


County Delays in Processing Health First Colorado/CHP+ Applications


Providers have made HCPF aware during Office Hours that they are having issues with counties taking longer than usual to complete patient applications for Health First Colorado. This is an issue, especially for our Colorado Indigent Care Program hospitals, as patients are waiting months with their accounts in limbo or starting payment plans that the provider will have to reimburse if the patient is found eligible for Health First Colorado. If there are patients who are waiting longer than usual for their application to be completed within the county, please fill out a County and Eligibility Site Member Complaint and Escalation Form to ensure their application is escalated. One application can be filled out for multiple patients if needed. This creates a trackable ticket that HCPF will be able to monitor and work with the county to resolve if needed.
