Lakeway City Council met in regular session on Tuesday, June 21 at Lakeway City Hall. Here is a brief recap from that meeting:
FINANCIAL UPDATE:
City Manager Julie Oakley gave an update on the current state of the City's financials for this budget cycle (Oct. 1, 2021 - Sept. 30, 2022). So far, revenue is ahead of budgeted expectations by $689,913. Expenditures remain below budgeted expectations by $330,226 (or, within about three-percent of budget).
CITY HEALTH INSURANCE:
Representatives with Gallagher Benefit Services and TML Health Benefits Pool gave a presentation regarding health insurance coverage for staff indicating there would be a 12.43% increase to current rates, which would be about a $149,288 increase to the City budget for the next fiscal year with TML Health. After a discussion regarding the current volatile health insurance market, City Council voted in favor (7-0) of approving the renewal with TML Health.
PRELIMINARY PLANS:
City Council approved three (3) preliminary plans, which are basically conceptual site plans, on Monday evening: 1. City Council voted in favor (6-1) of approving the preliminary plan for 314 Clubhouse with the amendment to add one sidewalk that would lead to the mailbox location. 2. City Council voted in favor (6-0) of approving the preliminary plan for Eastside Landings. 3. City Council also voted in favor (6-0) of approving the preliminary plan for WCID-17 near Serene Hills Drive.
HOME OCCUPATION ORDINANCE:
Staff and the City Attorney presented a revised proposed amendment to the Special Use, Home Occupation and Definition sections of the Code pertaining to home occupations to address some of the issues raised by the current Code, incorporating Zoning & Planning Commission (ZAPCO) and City Council recommendations from previous meetings. After an in-depth discussion, City Council approved (6-0) the changes to the ordinance, but delayed taking final action on the ordinance until City Council's regular session on July 18, 2022. At that time, City Council will also consider additional language to specifically address home daycare businesses.
GOLF CART ORDINANCE DISCUSSION:
City Council had a discussion regarding operation of golf carts on public streets. Staff drafted a potential golf cart ordinance amendment that incorporates many of the requirements found in other cities allowing golf cart operations, including golf cart registration, geographic operations, and restrictions like no lap riding and no towing of trailers. No decision was made Monday evening, but the topic will likely be brought back to City Council at the next regular City Council meeting in July.
